MLOCR First Class Mailers

Gaps for entry to Wizard Web Services

1.  MAIL.DAT for an MLOCR Mailer

°  Supports the following in a single MAIL.DAT file set:

o  Multiple CAPS accounts

o  Multiple permits

o  Multiple payment methods – Stamp, Meter, Permit

o  Debits and Credits – Value Added Refund

o  Regular and Non-Profit – others available as well

o  When/if rules allow – consolidating of mail classes can be done

They are available and supported at a JOB/Customer/Version and can be presented in a variety of combinations.

This is supported in all Classes of mail

2.  Web Services

2.1  Need support for consolidating payment types in a single days mailing

°  Are all the items in 1.0 fully implemented and supported today in Web Services for First Class Mail in a single submission from a Mail Preparer or Mail Owner?

°  Are all the Postage Statements able to be produced from electronic data submitted by a First Class Mailer supported?

Web Services documentation supports the concept of Mailing Groups (a Job) with multiple Customer Groups in a Mailing Group. If true, then most of 1.0, except for Debits and Credits (VAR) would be supported. And if Postage can be negative then it could be utilized to accomplish VAR.

If these are true, MLOCR mailers could participate as soon as they are Web Services enabled.

2.2  Mail Drops

MLOCR mailers often do up to three drops or more; first may be local mail dropped at the local facility, second may be USPS trucks picking up non-local mail, and third may be mail destined for airlines. This is a continuous acceptance on a single mailer group (JOB) of mail.

°  With many combinations in each drop, as defined in 1.0, Web Services does not seem to support partial acceptance of a Mailing Group.

2.3  Airline routing

Web Services does not account for airline as a method of routing. Web Services could extend visibility to potential delivery problems if ACT tags scanned by airlines can be captured at the airline acceptance and release to USPS points.

°  Mail.Dat provides transportation planning fields that might provide an option

2.4  Software to support 2.1

°  Commercial software packages do not all support the complexity of MLOCR mailings as defined in 1.0

o  This would also apply to Web Services

o  Is PostalOne an avenue to Web Services using Mail.Dat
