REPORT TO THE LEAD MEMBER FOR CORPORATE AND SUPPORT SERVICES – MAY 2005.

SALFORD CITY COUNCIL GRANT TO THE SALFORD CHILDREN’S HOLIDAY CAMP.

The Camp was established in 1926 since which time, the fabric of the building has become “tired” and has required a high level of maintenance. Legislative changes in areas such as H&S and Disabled Access have drained limited resources and has lead to the revenue budget being in deficit for a number of years.

Financial records dating back to 1989 indicate that a grant of £18,000 was awarded to the Camp’s Trustees to finance the staff salaries and wages. The grant was subsequently reduced to £16,000. Had the original grant been annually indexed, it would now stand at £40,000.

Other than the above grant, the Camp is dependent on income generated from the “200 Club”, raffles, fees from visiting schools and donations. The Trustees have been pro-active in generating income. The Christmas Raffle increased by 25% this year; 80 new members joined the “200 Club” and the visitors tariff has been increased by 10% for this season.

The Trustees have been successful in recent years in attracting grants from Booth Charities and others. The grants have enabled substantial capital and improvement works to have been undertaken but the donors are very specific that their grants must not be used to support the revenue operating account.

The management of the Camp and its finances are now on a more professional basis. Costs have been closely monitored and negotiation of new contracts has accrued savings. The revenue account has been set in deficit for a number of years which has eroded savings and it is estimated that a deficit budget of £20,000 will be set for 2005/06. We are confident that if the City Council were to increase its annual grant to £40,000 that the future of the Camp would be secured with a sound and sustainable revenue budget allied to access to capital grants from charities and benefactors.

We therefore request that the City Council increase their annual grant to the Salford Children’s Holiday Camp by £24,000 to a revised sum of £40,000 and that the grant be subsequently index linked.
