Item 1 - 6:34 Call to Order, Quorum

Item 3 – 6:40 Elections Subcommittee (Information Item)

Presenter: Eve Anderson

Deadline is March 8. Election prior to regular meeting. Gave run down of available seats per census tract.

Item 4 – 6:45 Non-Agenda Public Comments (Note: 2 minutes maximum per speaker)

Issues not on Agenda and within the jurisdiction of Pacific Beach Planning Group.

Mike Beltran: Please use non verbal communication as a pedestrian and as a driver. Use eye contact and hand gestures.

Don Gross: Discusses 827 sewer project. This is not De Anza. It is east PB. There is a hush hush project: #786. Don presents board with a SANDAG letter that exposes the secrets of SANDAG. Chair given a copy.

Chris Olson: As the PBPG representative to De Anza project, he spoke with Craig Hooker in city Planning Dept. They are finalizing public input summary to bring to project team. April meeting will be ad hoc to look at the input. Claremont planning group wanted to know about De Anza as well. Similar issues that PBPG had with project. They voted to support document, and it failed. Voted to support PBPG version of the document but they do want golf. This then passed.

Senator Atkins representative: Announced that she specifically is the PB rep. Mentioned SB568 for universal health care. This is only an intent bill, no real plan. Was asked if there are any community forums planned. The answers is that none are scheduled but she will ask.

Item 5 – 7:00 Councilmember Zapf Representative (Information Item)

Presenter: James McGuirk

James is absent but trying to get mayor’s rep to our group.

Item 6 – 7:15 PBPG Chair’s Report (Information Item / PB 2016 Crime Statistics)

Presenter: Brian J. Curry

Decobikes meeting on March 14 at 6-7:45. The La Jolla meeting was well attended and got press. Decobikes keeps dodging us. Tee shirt and cookies incentive to attend upcoming meeting. Reminder: Planning group is opposed because they ignored our desire to keep bikes off board walk.

PB is still second in the city in violent crimes. More than 2015. Not enough police. Mayor ignores our requests. Not enough money for police. Understaffed and no retention for police. It is clear most of the crime is happening in the business district.

Item 7 – 7:30 Pacific Beach Clean & Safe Program

Presenter: Sara Berns

With 20K from Zapf’s office, the Clean and Safe Program is launching. Collaboration between business district and PB Street Guardians who are local homeless individuals that are hired by a non-profit. Clean and Safe will have a private security firm. This is a pilot program for a year. Security will be in the business district. However, still limited hours and limited funds. Hours will span 10p-3a Fridays and Saturdays. The firm is also asking business for their specific needs. Tuesday, Thursdays, and Saturdays will have street cleaning. This is separate from Discover PB clean ups, cleanings. Feel free to write a check to Discover PB with “Clean and Safe” in memo line. Also: when shopping Amazon use Amazon Smile and select PB Business Improvement Association. Amazon makes small donations free to you to 501C non-profits.

Legros and Curry talked with the private security firm at October Homelessness Town Hall. Also mention that there is a possible bill to allow alcohol to be served until 4 am.

Franco asked if parking meters could help with money for the program. Answer: “…yes….”

Lee mentioned that he is grateful for people looking out for the younger crowd.

Anderson added that we need better streetlighting. Town council added numbers to alley to help police track suspects.

An audience member lamented about mayor’s lack of concern regarding PB crime.

It was added that we are number one in public urination.

Barefoot man in audience added that homeowners should buy lighting.

Additional comments: The homeless individuals are being paid to clean, not volunteer. The security firm is National Public Safety. They are not armed. It was added that some people hate streetlights, light pollution.

Chris Olson asked if there will be targeted security? They do have a dispatch number that concerned citizens or businesses can use. He reminded us that homeowners around the library created a lighting district to help reduce crime. Also that Eco District housing checklist could add motion sensor requirement and/or lighting requirements.

Curry asked how many security people. Answer: program is paying for 40 hours a week that includes 2-4 guards. They are uniformed. Can be on bikes and motorcycles.

Item 8 – 7:45 Development Subcommittee (Action Item)

Presenter: Henish Pulickal

1) 1231 Thomas Avenue. Project No. 462728. RM1-1 Zone.

CDP & TM Waiver to convert existing 4-unit apartment building to condominiums.

Subcommittee recommends motion to approve.

They are returning with revisions based on recommendation. Just need a map waiver so they can sell them as condos. Project has 7 total parking spots which the city approved. Gave 8th spot to housing the trash. It was suggested that they now add a motion sensor.

Please attend the March 16 5pm meeting. There are 5 projects including a hotel.

Wilding 1st, Lee 2nd APPROVED 10-0-1 Beltran wants one parking spot per bedroom.

Lee comments on Balboa transit project. People want a bridge as there is concern about getting to trolley stop safely. Chris Olson adds mobility hub on PB side of I-5 so people can get to trolley safely.

Item 9 – 8:00 Traffic & Parking Subcommittee (Information & Action Item)

Presenter: Michael Beltran

1) Garnet & Mission Boulevard intersection.

Motion to install “scramble” pedestrian crosswalk and send letter of support.

Subcommittee recommends motion to approve.

This is the number 3 most dangerous intersection in city. A scramble is when all cars stop and wait for pedestrian. Franco urges us to think in terms of Beautiful PB, make a vision for a car free downtown area. Wilding reminds us that people will still run the light. Concerns: Study the area. Maybe the scramble can be just during times. Make sure it doesn’t disrupt traffic flow along Mission or Garnet. City of LA has shown scramble is useful. Wilding asked if we can unscramble. Yes; not an egg.

Beltran 1st, Legros 2nd APPROVED 10-1-0

2) Bunker Hill Street, Del Rey Street, Revere Avenue.

Motion to limit over-night parking (Bunker & Revere) and re-visit/modify painted curbs.

Subcommittee recommends motion to approve.

Ample visual evidence presented by employee of local business that this street is being occupied by cars parked for days on end. She is requesting a no overnight parking sign. Local business support it. Must consider a 12a-6a versus a 2 hour parking. No residential buildings on Revere St. Needs a parking study at least for curb designations. Add motorcycle parking. Add 2 hour and 30 min and ADA. Legros asked if parking enforcement has a comment. Beltran says hasn’t reached out yet.

Beltran 1st, Krokee 2nd APPROVED 9-2-0. No votes due to just approving giant housing complex and this will further complicate parking.
