ECONOMIC DEVELOPMENT

Goal 1: The people of Lewisville envision a sustainable economy based on agriculture, home businesses and commuting. The creation of new business enterprises andnew jobs will be welcomed, but economic development should not be allowed to destroy the rural lifestyle or open space resources that are the foundation of Lewisville’s heritage and unique lifestyle.

Objective: To ensure the rural lifestyle of the community.1

Action Steps:

1. The City of Lewisville shall review current ordinances eliminating out dated and obsolete ordinances at the same time creating new ordinances that fit current growth and lifestyles.

2. The City of Lewisville may require businesses, through building codes, to provide off-street parking for their employees.

3. Propose ordinances for future zoning.

Goal 2: The City of Lewisville shall support a clean-up committee and enact ordinances to promote the beautification of residential and business properties.

Objective: To maintain property values and the quality of life for the citizens of the community.

Action Steps:

1. The city shall continue to support a Community Clean up day on a Saturday May. The city will support the committee who organizes the events.

2. The city may develop an ordinance limiting the number of unregistered vehicles per household unit. Such areas of concern will be considered “JUNK YARDS” AS DEFINED IN THE Jefferson County Zoning Ordinance.

CITY INFRASTRUCTURE

Goal 1: The City of Lewisville shall pursue and gather information and data pertaining to a Public Sewer System.

Objective: To ensure water quality and total health of the community.

Action Steps:

1. This information shall be distributed door to door to all Lewisville residence.

2. Once distributed, two public hearings will be held to determine the public support for a bond election.

3. If the majority of Lewisvilleresidents are in favor of the sewer system, a bond election will be held to provide funds.

4. The bond election will be held by the guidelines of the State of Idaho.

Goal 2: The City of Lewisville shall budget funding for the maintenance of vehicular and pedestrian thoroughfares.

Objective: To ensure the safety of all residents.

Action Steps:

1. The City of Lewisville shall conduct annual inspections for the purpose of resurfacing or repairing city roadways. Resurfacing or repairs will be made asfunds become available.

2. The City of Lewisville shall conduct annual inspection of existing curbs and sidewalks. Repaid, replacement, or removal shall be conducted as soon as practical.

3. The City of Lewisville shall maintain the existing underground irrigation system. Maintenance will include replacement or repair of all access covers, gates and associated hardware that give initial access from the main feeder pipe.

4. The City of Lewisville shall enact an ordinance requiring that all access covers to the underground irrigation system will remain in place at all times. The access hole in the in these covers will not exceed 10 inches in diameter. Any person/persons removing or modifying (except as detained in the ordinance) these covers without express written permission of the city council shall be subject to fine.

5. The city of Lewisville shall contract a business to map all underground utilities, irrigation systems, etc.

6. The City of Lewisville shall reevaluate the traffic flows within the City for the purpose of establishing a truck route. Signs shall be erected to indicate the route.

7. The City of Lewisville should place street lights at each intersection on all north/south roads.

9. The City of Lewisville shall maintain the speed limit signs at the ends of the east/west roads.

Goal 3: The City of Lewisville shall advocate the maintenance and beautification of city properties.

Objective: To maintain and beautify city properties.

Action Steps:

1. The City shall provide maintenance of city easements along roadways by mowing the grass and controlling noxious weeds. Property owners choosing to maintain the easement adjacent to their property will be allowed to continue to do so. (Provided the property owner maintains their easement at the same maintenance level as the city.)

2. “Green belt Path” – Preserve land for a future bike/walking path running east to west along 2nd South and running east to west along 2nd North.

3. The city shall create an adopt-a-tree program to ensure the rotation of planting new trees to replace older trees.

4. The city shall adopt plans to provide a functional Community Hall.

Option 1: Restore: With funds from the City of Lewisville and any available grants, the restoration can begin. One suggestion is to restore the stage and basketball courts. Block off the basement area and area behind the stage. Tear down the entry and add on a new section providing room for city offices and a bathroom. Provide a ramp entrance for handicap accessibility. Parking will be provided on the street.

Option 2: Replace: With funds from the City of Lewisville and any available grants, demolition can be completed. Tear down the entire Community building. Build a new building to house city offices and/or library. Include bathroom facilities. Include a small meeting room. Make the building handicap accessible.

5. The city shall restore or replace the City Office and Library.

Option 1: Restore: With funds from the City of Lewisville, etc. restore the jail to its original condition and A. restore the library or B. turn the library into a museum.

Option 2: Replace: Raze the current building and replace it with a modern library facility. (This option does not have public approval.)

6. The city shall maintain the City Garage to house city owned equipment. A parking lot shall be provided on the north side of the garage for access to JardinePark.

7. The City will adopt plans to improve city parks.

JardinePark (North Adams Street) Install a sprinkler system and provide two picnic tables and benches.

CityPark (grounds around city buildings) Suggestions: Plant trees; build tennis courts, ice rink, basketball courts, or other facilities to be used by youth and other citizens.

8. The city shall evaluate a use for the 40 acres of property at 400 North, or prepare the land for sale. The funds from the sale of the property will be used to restore or replace the city buildings.

ANIMAL CONTROL

Goal: The City of Lewisville shall enact animal control ordinances.

Objective 1: To ensure the health, safety and air quality for the community.

Objective 2: To ensure the protection and humane treatment of animals

Action Steps:

1. Livestock – Limit the number and type of livestock in accordance with JeffersonCounty’s ordinances.

2. Domestic animals – The City of Lewisville shall develop an animal control ordinance that enforces leash laws and humanely provides for lost of abandoned animals. Funding will be provided from the sale of annual animal licenses, fines, and tax revenue.

The Comprehensive Plan will be reviewed no less than once every three years from the date of adoption. Recommendation and Adoption, Amendment and Repeal of the PLAN will be done in accordance with Idaho Code 67-6509 Section 5.
