1.1BiotechnologyIndustryResearchAssistanceCouncil(BIRAC),agovernmentofIndiaenterprise, locatedat1st Floor, MTNL Building, 9, CGO Complex, New Delhi - 110003proposestoprocureITItemsforBIRAC, NewDelhi.BIRACisinvitingbidsfromvendorswhohaveexperienceinsupplyinginstallation, commissioningoftheabovewithnecessarycablingofabovetypeofhardwares/softwares.

1.2 EssentialEligibilityCriteria

a)AuthorizeddealersmustbelocatedinDelhi‐NCR.

b)Authorized dealers must have Valid Manufacturers Authorisation Form (MAF).

c) The vendorshouldnothaveregistered lossinprecedingthree balance sheet certified by internal auditor financial yearsshouldbesubmittedforreference.

d)Thebiddersshouldsubmittherelevantcertificates/evidenceofprevioussupplytoother organizations. Ifrequired,theBidEvaluationCommittee(BEC)mayenquirefromtheother organizationswherethebiddershavesuppliedthecomputerequipment.

e) The Bidder should furnish an affidavit on stamp paper of Rs. 10/- declaring that firm / agency has neither been banned, blacklisted nor debarred from tendering by any Govt. Department.

Bidsofthosebidderswhodonotsatisfytheaboveessential EligibilityCriteriashallbe summarilydisqualified.

1.3Biddersare advisedtostudyalltechnicalandcommercialaspects,instructions,forms,terms andspecificationscarefullyinthebiddocument.Failuretofurnishallinformationrequired inthebiddocumentorsubmissionofabidnotsubstantiallyresponsivetothebiddocument ineveryrespectwillbeat thebid’sriskandmayresultintherejectionofthebid.

1.4Thisbiddocumentisnottransferable.

1.5ThebidshouldinclusivelyindicatespecificallytheBasicPrice,Taxes/Exciseduty,otherduties (ifany),andlevieschargeablequantitatively againsteachiteminIndiancurrencyonly.No additionalinformationwillbeentertainedafterduedate.BIRACmayrejectbidsiftheydo notcarrysuchinformationseparatelyandquantitatively.

1.6ThebidshouldbesubmittedasprovidedinSection‐II.

1.7TheBIRACreservestherighttorejectanyorallbidswithoutassigninganyreason whatsoever.

1.8Thebidswillbeopened onthedateandthetimeindicatedinthepresenceofbidders ifany, presenton theoccasion.

1.9Printedconditionsofthebidderssentalongwiththequotation,ifany,shallnotbebinding onBIRAC.

1.10 Onacceptanceofbid, the dateofdeliveryshouldbestrictlyadheredtootherwise;BIRAC reserves therightnottoacceptthedelivery infullorinpart. Incasetheorderisnot executedwithinthestipulatedperiod,theBIRAC willbeatlibertytomakepurchase throughothersources,andtoinvoke PerformanceGuaranteethatwillbesubmittedbythe successfulBidderoftheContract.

1.11 Paymentof billwillbe madethroughNEFT/Accountpayeechequedrawnon completion oftheworksaspertermsandconditionsofpresentbid.Thedecisiontopurchaseeachitem istakenindependentofotheritemsquotedbythebidder.Itisnotbinding ontheBIRACto purchasealltheitemsquotedbyanyparticularbidder.
