The 88th meeting of State Level Expert Appraisal Committee, Chhattisgarh was held on 11/07/2012 at Conference Hall, SEAC, Secretariat, Commercial Complex, Chhattisgarh Housing Board Colony, Kabir Nagar, Raipur at 12:00 Noon onwards. Shri Ashok Masih, Chairman, SEAC, Chhattisgarh chaired the meeting. The following members of SEAC were present in the meeting: -

At the outset, the Technical Officer, SEAC, Chhattisgarh welcomed the Chairman and Members of State Level Expert Appraisal Committee, Chhattisgarh. Agenda wise discussions were carried out as follows: -

Agenda Item No. 1 - Confirmation of minutes of the 87th meeting of SEAC, Chhattisgarh

87th meeting of SEAC, Chhattisgarh was held on 30/06/2012. It was informed that minutes of the 87th meeting of SEAC, Chhattisgarh held on 30/06/2012 is being prepared and would be presented before the Committee in the next meeting. The Committee agreed for the same.

Agenda Item No. 2 - Presentation on the proposals received for TOR/EC as per provisions of the Environment Impact Assessment Notification, 2006

(1)  M/s Kasdol Water Resources Division, Village Ghatadih, Block – Bilaigarh, District – Baloda Bazar- Bhatapara (C.G.)

Executive Engineer, Water Resources Department, Kasdol has submitted application (Form-I) for grant of environmental clearance/ prescribing Terms of Reference (TOR) for construction of Mohatara Tank Proejct on 18/06/2009 near Village –Ghatadih, Block – Bilaigarh, District – Raipur (C.G.).

The proposal was discussed in 39th, 41st and 51st meeting of SEAC, Chhattisgarh held on 22/08/2009, 23/09/2009 and 27/03/2010 respectively. Project proponent has submitted the information/documents vide letter dated 12/01/10.

The information/documents submitted by project proponent were placed before SEAC Chhattisgarh in 51st meeting held on 27/03/2010. After deliberation, SEAC Chhattisgarh decided to ask the project proponent to present the case, along with all relevant information/documents.

Project proponent did not come for presentation in the 55th meeting of SEAC, Chhattisgarh held on 28/04/2010. The Project proponent has not submitted the information/documents desired by the Committee vide letter dated 19/04/2010. SEAC, Chhattisgarh decided that after receipt of the requisite information/documents and formal request for presentation from project proponent proposal should be considered.

Project proponent has submitted the information on 02/09/2010. The information/documents submitted by project proponent were placed before SEAC Chhattisgarh in 69th meeting held on 22/12/2010. Committee then decided to ask the project proponent to present the case, along with all relevant information/documents. Project proponent was informed vide letter dated 10/01/2011 to present the case. Project proponent informed that due to non availability of some information, they are not in position to present the case. Project proponent requested for next date. Project proponent was informed vide letter dated 28/01/2011 that after compilation of the information please inform the Committee to fix date of presentation. Project proponent requested for presentation vide their letter dated 10/02/2012. The letters submitted by the project proponent were placed before Committee in the 85th meeting held on 05/05/2012.

Committee then decided to ask project proponent to present the case. Project proponent was informed vide letter dated 21/06/2012 to present the case on 11/07/2012. Executive Engineer presented the case in 88th meeting of SEAC, Chhattisgarh held on 11/07/2012.

Project proponent also informed that work was started in 1977 and closed since 1992. Only Nallah closer work remains to be completed. Project proponent has applied for Stage-I forest clearance for total 30.7 ha forest land.

After discussion, based on the consideration of the documents submitted and the presentation made by the project proponent, being minor irrigation project, Committee decided to consider the project as category B-2 and recommended for grant of Environmental Clearance subject to submission of Stage-I forest clearance for the M/s Mohatara Tank Project Kasdol Water Resources Division, Village Ghatadih, Block – Bilaigarh, District – Baloda Bazar- Bhatapara (C.G.) subject to the fulfillment of terms and conditions as per Annexure-I.

SEIAA, Chhattisgarh should be intimated accordingly..

(2)  M/s Precious Minerals and Smelting Limited, Village – Kikirpal, District – Dantewada (C.G.).

The project proponent has applied for environmental clearance for Tin Ore Mine capacity 1500 TPA at Village– Kikirpal, District – Dantewada (C.G.) on 16/12/09. The proposed cost - Rs. 26.00 Lacs. The Total area is 7.55 ha. ToR was issued by Ministry of Environment and Forests, Government of India, New Delhi vide letter no. J-11018/1218/2007-IA.II(M) dated 05/03/2008. Public hearing was held on 11/02/2009 for proposed project at Meeting hall of Jila Panchayat Office, District – South Bastar Dantewada. Public hearing proceedings/documents were received on 23/03/2009. Project proponent has submitted Final EIA Report along with the issues discussed in public hearing, copy of video CD of public hearing proceedings, copy of final layout plan, copy of project feasibility report. The project proponent was informed to present the case vide letter dated 19/04/2010.

The Project proponent did not come for presentation due to some unavoidable reasons in the 54th meeting of SEAC, Chhattisgarh held on 24/04/2010. The project proponent requested for another date of presentation vide letter dated 23/04/2010. The committee accepted the request and asked to present the case along with all desired information/documents in the next meeting.

Project proponent was present in 61st meeting of SEAC Chhattisgarh for presentation held on 14/07/2010. The project proponent came with incomplete information/documents. The project proponent was not prepared for presentation. Hence, committee then decided to postpone the presentation on request on project proponent.

Project proponent was informed to present the case in 64th, 69th, 85th and 88th meeting of SEAC, Chhattisgarh held on 29/09/2010, 22/12/2010, 05/05/2012 and 09/07/2012 respectively. The project proponent was not prepared for presentation and requested vide letter dated 11/07/2012 to postpone the presentation for next meeting. SEAC, Chhattisgarh then decided to postpone the presentation on request on project proponent.

Project proponent should be intimated accordingly.

(3)  M/s Precious Minerals and Smelting Limited, Village-Parcheli, District-Dantewada (C.G.)

The project proponent has applied for environmental clearance for Tin ore mine capacity 1500 TPA at Village – Parcheli, District – Dantewada (C.G.) on 16/12/2009. The proposed cost -Rs. 26.00 Lacs. (4)  M/s Bholai Dolomite Deposit, Khasra no. 233/1a, 233/1b & 218 Village - Bholai, Tehsil & District - Bilaspur (C.G.)

The Project proponent submitted application (Form-I and Mine Closure Plan) for obtaining Environment Clearance on 03/06/10 for mining of Dolomite Mine of capacity 42,000 tonnes per year to 80,000 tonnes per year at Khasra no. 233/1a, 233/1b & 218 Village - Bholai, Tehsil & District - Bilaspur (C.G.). Lease Area is 16.11 ha. The brief of the project is as follows:-

Mining Scheme / Indian Bureau of Mines, Nagpur letter no. BLS/DOL/MPLN-531/NGP dated 29/10/2009.

The case was discussed in the 58th meeting of SEAC, Chhattisgarh held on 18/06/2010. After deliberation, the Committee decided to ask the project proponent to present the case.

The project proponent was informed to present the case vide letter dated 24/07/10. The project proponent submitted the information/documents vide letter dated 04/08/10. However, the project proponent requested to postpone the presentation for their necessary preparation. Hence, committee decided to postpone the presentation and project proponent should be asked to present the case along with information / documents desired vide letter dated 24/07/10.

Project proponent was informed to present the case in 64th meeting of SEAC, Chhattisgarh held on 29/09/2010. The project proponent was not prepared for presentation and requested vide letter dated 24/09/2010 to postpone the presentation for next meeting. SEAC, Chhattisgarh then decided to postpone the presentation on request on project proponent.

Project proponent was informed to present the case in 69th meeting of SEAC, Chhattisgarh held on 22/12/2010. The case was considered before the Committee. After deliberation, Committee decided to defer the case due to the environmental consultant of the project proponent not having registration with MoEF.

Meanwhile, a letter received from Mining dept. is produced before SEAC. Committee discussed the matter and decided to convey the mining department that the case has been de-listed and necessary action will be taken as per the provision of EIA notification, 2006 subject to the submission of desired information by the project proponent. Project proponent is also to be informed that the case has been de-listed for want of reply from project proponent in response of SEAC, Chhattisgarh letter dated 20/01/2011.

Project proponent requested for ToR presentation vide letter dated 03/03/2012. The case was reconsidered in 85th meeting of SEAC Chhattisgarh held on 05/05/2012. After deliberation, Committee decided to ask the project proponent to present the case for issuance of ToR/ Environmental Clearance along with the existing compliance status of the mine. Project proponent presented the case before SEAC, Chhattisgarh on 88th meeting held on 09/07/2012. After deliberation, committee decided to ask the project proponent to submit the following additional information/ documents:-

1.  Submission of amended form-1 for 42,000 TPD production capacities.

2.  Status of distances of streams from the mine lease area.

3.  Plantation plan for this monsoon season.

4.  Commitment regarding dismantling of partially installed crusher.

Also, committee decided to issue a letter to mining department intimating that the case is under consideration.

Project proponent and Mining Department should be intimated accordingly.

(5)  M/s Chhattisgarh Mineral Development Corporation Limited, Village - Daldali, Tehsil- Bodla, District - Kabirdham (C.G.)

The Project proponent submitted application (Form-I and Pre Feasibility Report ) for environmental clearance/ prescribing Terms of Reference (TOR) on 29/02/2012 for expansion in mining of Bauxite from capacity 28,500 tonnes per year to 81,000 tonnes per year at Khasra no. 94,95/1,2 part, 98,99 and 100/1, 2, Village - Daldali, Tehsil- Bodla, District - Kabirdham (C.G.). Lease area is 5.313 ha.

The case was discussed in the 85th meeting of SEAC, Chhattisgarh held on 05/05/2012. Committee then decided to ask the project proponent to submit the requisite information and present the case.

Project proponent made presentation in the 87th meeting held on 11/07/2012. Shri Sunil Kumar Pandey, official of M/s Chhattisgarh Mineral Development Corporation Limited presented the case. Project proponent submitted the requisite information / documents during presentation.
