MINUTES of the REGULAR MEETING

April 25, 2017

The Regular Meeting of the Somers Village Board was called to order at 5:30 p.m. by President George Stoner at the Somers Village Hall, 7511 12th Street.

Present: President George Stoner, Trustees Gregg Sinnen, Richard Heinisch, Jack Aupperle, Joe Cardinali, Karl Ostby, Dave Geertsen. Also present: Attorney Jeff Davison & Clerk-Treasurer Tim Kitzman.

All Stood for the Pledge of Allegiance.

Consent and Approval of Minutes of Regular Village Board meeting on April 11, 2017, Vouchers dated 4-13-17 & 4-20-17

Trustee Geertsen moved to approve Minutes of the Regular Village Board meeting on April 11, 2017, payment of Vouchers dated 4-13-17 & 4-20-17, second by Trustee Aupperle. Motion carried 7-0.

Citizen Comments

County Supervisor Greg Retzlaff, 3919 4th St., spoke regarding the proposed church on 100th Avenue & spoke in support of the Petrifying Springs Beer Garden.

Trustee Comments

Trustee Cardinali thanked County Sup. Retzlaff for his comments. He also stated the new lights for the ball diamond will be installed Friday. Trustee Sinnen thanked the citizens that voted for him and also thanked former Trustee Al Brokmeier for his assistance. Trustee Geertsen stated he had attended a financial conference and a Rating Agency mentioned Kenosha County. Trustee Aupperle welcomed Mr. Sinnen to the Board.

Public Hearing & action on Final Resolution No. 17-008 to Impose Special Assessment on Hamilton Property parcel #82-4-222-162-0055

President Stoner opened the Public Hearing. No one appeared and the Public Hearing was closed. Trustee Geertsen moved to adopt Final Resolution No. 17-003 to Impose Special Assessment on Hamilton Property parcel #82-4-222-162-0055, second by Trustee Heinisch. Motion carried 7-0.

Action on proposed Resolution No. 17-009 Providing for the Sale of Approximately $5,560,000 General Obligation Promissory Notes

Trustee Geertsen moved to adopt Resolution No. 17-009 Providing for the Sale of Approximately $5,560,000 General Obligation Promissory Notes, second by Trustee Cardinali. Motion carried 7-0. (Net New Money $1,405,000.00)

Motion to approve Change Order No. 1 for 22nd Avenue Water Main Relay Contract with Wanasek Corporation

Trustee Cardinali moved to approve Change Order No. 1 for 22nd Avenue Water Main Relay Contract with Wanasek Corporation, second by Trustee Aupperle. Motion carried 7-0.

Authorize purchase of Public Works Vehicles & Plow

Trustee Sinnen moved to concur with Public Works recommendation & approve purchase of vehicles & plow: GMC Truck $33,946.00 & Peterbilt Truck $167,457.00, second by Trustee Cardinali. Motion carried 7-0.

Public hearing & action on application for Class “B” Fermented Malt License & Class “C” Wine License by Petrifying Springs Beer Garden LLC, Petrifying Springs Park, Pavilion #1 (5555 7th St.) Kenosha, WI, DBA Petrifying Spring Biergarten, Anthony DeBartolo, Agent, 4832 Copper Leaf Blvd, Mt. Pleasant, WI 53403

President Stoner opened the Public Hearing. No one appeared and the Public Hearing was closed. Trustee Cardinali moved to grant said malt & wine licenses, subject to minor modifications of lease, second by Trustee Aupperle. Motion carried 7-0.

Approval of Operator Licenses: Todd J. Janas, Holly D. Robinson

Trustee Aupperle moved to grant Operator Licenses to Todd J. Janas & Holly D. Robinson, second by Trustee Heinisch. Motion carried 7-0.

Adjournment

There being no further business, the meeting was adjourned at 6:05 p.m.
