State departments have data and universities like data (pair the two)
AUCD synthesize evidence based policies around community employment/ transitions/ etc.

peer to peer contact is key thing - gives info to state DD directors

Medicaid and CMS view themselves as insurance, not as capacity building

As a first step to influence policy and practice: and be of use to state government. Focus on the cadre of career state people who don’t turn over rapidly.
