Job Summary: Under the general direction of the Chief Judge and District Court Administrator, directs the activities of the Milwaukee County Criminal Courts, Pretrial Services and Court-administered alternatives to incarceration. Provides leadership, direction, administration and oversees court activities to ensure accomplishment of objectives.

Essential Duties and Responsibilities:

·  Direct all aspects of pretrial services and court-administered alternatives to incarceration; recommend, develop, and implement, short and long-term goals, objectives and outcome measures for programs; monitor vendor performance.

·  Develop, secure approval, and implement policies and procedures; monitor operations, programs and physical properties and initiates appropriate changes.

·  Supervise and manage staff assigned to the Court Coordinator's Office; responsible for hiring, staff development, performance evaluation and discipline of assigned staff; manage daily office operations and activities, assign tasks as necessary.

·  Responsible for budget development for pretrial services and alternatives programming, funding and resource allocation; monitor program and vendor expenditures and evaluate cost-effectiveness of programs; ensure cost-containment without jeopardizing program and/or service quality or delivery.

·  Pursue grant and funding opportunities to support program services and activities; prepare grant applications; facilitate and maintain grantor relations with outside funding sources; support other system partners in seeking and preparing grant proposals.

·  Represent the Office of the Chief Judge, District Court Administrator and Milwaukee County on federal, state and local criminal justice system councils and committees and in relationships with other court systems, government agencies, elected officials, and the public.

·  Liaison between Information Management System Division (IMSD), state and program services providers; obtain and maintain access to necessary information systems such as Consolidated Court Automation Programs (CCAP), Criminal Justice Information Services (CJIS), Wisconsin Crime Information Bureau Portal 100 System, and the Milwaukee County Pretrial Services Information System; act as security point of contact for Information Technology (IT) systems.

·  Prepare all documents required for items needing County Board approval; prepare reports, fiscal notes and resolutions in support of agenda items; appear before County Board committees to provide testimony on agenda items.

·  Prepare requests for proposals for all programming; establish bid processes and ensure compliance with Milwaukee County Request for Purchase (RFP) regulations; establish methodologies for review of and selection of providers; negotiate and prepare contracts.

·  Plan, coordinate and direct the annual judicial rotation courtroom move with both internal staff and external moving company.

·  Other duties as assigned.

·  Regular attendance is required.

Minimum Education & Years of Experience Required: Bachelor’s Degree in Criminal Justice, Public Administration or related field with five (5) or more years of pretrial services, court or criminal justice program administration experience and five (5) or more years of supervisory/management experience.

License/Certification: Certified Pretrial Service Professional preferred.
