Estimated Expenditure on counting of past service implementations of Para 8.0.0. of UGC notification dated 24-12-1998, which is a compiled version of UGC letter dated 27-11-90 along with the clarification of 1 (e) clause of this letter dated 25-12-1998.
There are 4 categories of lecturers, which shall be benefited from this. The category wise expenditure is expected to be as under:
- Lecturers whose services were regularized on 05-10-1995 after ad-hoc service ranging from 16 years to 8 years.
Their number at present is nearly 200 and they joined service during 1979,80,81,82,85,86,and 87. Their average entry into service may be taken as on 01-01-1981. By counting their past ad-hoc service, they are entitled for placement in senior scale as on 01-01-1989 and in selection grade on 01-01-1997. The arrears of pay in the old scale from 01-01-1989 to 01-01-1996 shall be around as Rs.30000 per lecturer. The arrears w.e.f. 01-01-1996 shall be as under:-

For 200 lecturers=3,70,000*2oo=7.4 crore
- Ad-hoc lecturers who were selected during 1982-83, 1987-88 and 1992-93 by PPSC. Their number is nearly 100, as a majority of them were selected during 1987-88 and their ad-hoc service to be counted is just 7-8 years and they are already placed in senior scale in 1995 and selection grade in 2000. So the arrears of lectures will be 2.50 lac. Expenditure for 100 lecturers=2.50 lacs=2.50 crore.
- Lectures taken over colleges:- there are three batches i.e. 1974 batch, 1983 batch and 1997 batch.
(a)1974 batch: In this batch 8 college with nearly 100 teachers were taken over. All of them are already placed in 14940 as on 01-01-1996. They will get the benefit of one bunching increment from -1-01-1996 to the date of next increment and also their will be advanced by 2 years. The net arrear/lecturer shall be Rs.50000. (b)1983 batch: In this batch,4 colleges having nearly 70 lecturers were taken over. Taking the past service to be 5 years. Pay were to be placed in senior scale on 01-01-1986 and selection grade on 01-01-1994 and in placement of 14940 on 01-01-1999 the arrear teacher shall be around 4.0 lac
Total for 70 lecturers +40*70=2.80 crore
(c)1995-97 batch: 4 colleges at Mansa, Naya Nangal, Kotkapura,Giddarbaha with 120 teachers wee taken over.More than 100 of them were already in the selection grade.About 20 of them will get a benefit of placement in selection grade and a few in 14940 fixation. So,the total expenditure is expected to be Rs. 70.0 Lacs.
Expenditure for taken over colleges =a=b=c=0.50=2.80=0.70=4.0 crore
- For lecturers who served elsewhere in lecturer scale before being selected by PPSC:-
Their number is nearly 100. Benefit is about 1.70 lac/lecturer.Total for this category= 1.70 lac*100=1.70 crore
