1. Organizer
1.1. This tournament is jointly organized by the Singapore Chess Federation (SCF) and Cairnhill Community Club.
2. Playing Venue
2.1. The Playing Venue shall be at the CAIRNHILL COMMUNITY CLUB.
2.2. No 1 Anthony Road, Singapore 229944 (5 minutes’ walk from Newton MRT Station).
3. Eligibility
3.1. The 2nd Singapore Amateur Chess Championship 2016 is open to all players with FIDE Rating 2000 and below (Standard Chess) as on 1st December 2016 FRL.
3.2. All players are required to have a FIDE ID in order to participate.
3.3. Singaporeans / Singapore Permanent Residents (SPRs) without a FIDE ID can register for an ID with the Singapore Chess Federation. A one-time admin fee shall be charged for new FIDE IDs (Juniors ages below 20 - $30 ; Adults ages 20 & above - $60).
4. Schedule
4.1. The Technical Meeting shall be held on Saturday, 17th December 2016, 8.30 am at the tournament hall, Cairnhill Community Club.
4.2. The Organizer reserves the right to amend the schedule in the case of unforeseen circumstances.

5. Flight / Hotel Conditions
5.1. Flight / Hotel expenses are to be borne by the respective players.
6. Tournament Format
6.1. The FIDE Laws of Chess shall apply.
6.2. The tournament will be played according to the Swiss System of 9 rounds.
6.3. Rate of play shall be 90 minutes with 30 seconds increment for every move starting from the first move.
6.4. Recording is compulsory. Both players must record the offer of a draw on the score sheet. Players not recording moves shall have no right of claim in a dispute.
7. Default Time
7.1. The default time shall be 60 minutes from the start of the round.
8. Appeals Committee
8.1. SCF shall appoint 3 members to form the Appeals Committee.
8.2. An appeal to the Appeals Committee may be made in writing within 15 minutes of the completion of the relevant playing session, accompanied by an appeal fee of SGD 100. Fees shall be refunded if the appeal is upheld, and forfeited if appeal is deemed unsuccessful.
8.3. The ruling of the Appeals Committee is final and no further correspondence shall be entertained.
9. Singapore Chess Federation
9.1. The SCF has the right to accept, or reject entries without assigning any reason.
9.2. The organizer’s decisions are final and no further correspondence shall be entertained.
10. Ranking and Tie Break
10.1. The final ranking is determined by the total number of points scored.
10.2. In the case of a tie, the following order of tie breaks shall be used:
a. Direct Encounter
b. Buchholz Cut 1
c. Buchholz
d. Greater number of wins with BLACK pieces
e. Greater number of wins
11. Additional Regulations
11.1. Withdrawals shall not be refunded.
11.2. Players are assumed to have read the Tournament Rules and are obliged to obey them.
11.3. Competitors are expected to maintain acceptable standards of dress and behaviour.
11.4. No analysis of games and/or friendly matches are allowed in the tournament area.
11.5. All players and audiences in the tournament hall are to adhere to the rules put forward by the arbiters/organizers. Otherwise, they may be asked to leave the tournament hall.
12. Prizes
12.1. Top 3 Singaporean / Singapore PRs shall qualify for the National Championship in 2017.

12.9. All participants are eligible to win more than one prize.
13. Entry Fees
13.1. The entry fee shall be SGD 100.
13.2. The deadline for registration is 12th December 2016 (Monday).
13.3. After the deadline of 12th December 2016, a surcharge of SGD 100 shall be imposed.

The organizer reserves the right to accept or reject any registrations for any reasons deemed acceptable to ensure a harmonious tournament.
