UTILITY LEADMAN

DEPARTMENT: PUBLIC WORKS

DATE: APRIL 2014

REPORTS TO: PUBLIC WORKS DIRECTOR & SUPERVISOR

SUMMARY:

The Utility Leadman oversees the daily operation of the water and sewer division of the Department of Public Works and directs maintenance, and repair of the Village street lighting system.

NOTE: The listing of this position as assigned to the Water, Sewer, and Lighting Division or the Streets and Storm Water Division does not mean the employee only performs duties within a particular Division. Each employee is required to perform all duties assigned, regardless of whether these duties are listed on this Job Description or not.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Follow established rules, regulations and guidelines relating to distribution, operation and maintenance standards for water and sewer utilities, and standards for the construction of water and sewer facilities.

Coordinate activities of employees in the sewer, water and lighting division of the public works department.

Direct water testing, following DNR Regulations including well checks, water testing and logging of test results. Obtain water samples and perform chemical testing as required.

Direct and assist in the repair and maintenance of the sewer system of the Village including cleaning of sewers and repair and upkeep of manholes, mains and laterals.

Direct and assist in the excavation and repair of water main breaks, valve failures, hydrant damage and water service leaks. Document repair locations and water loss.

Direct and assist in reading water meters via electronic radio read system.

Direct and assist in replacing water meters on appointment schedule. Maintain inventory of water meters and order meter repairs, repair parts and replacement meters.

Direct and assist in operating hydrants to flush water mains and water main valve operation.

Direct and assist in following Digger’s Hotline procedures in locating Village owned underground utilities including sanitary sewer, storm sewer, water main and lighting cables.

Operate Village supervisory control and data acquisition system (SCADA). Respond to alarms sent from SCADA.

Operate PC and Village GIS software.

Direct and assist in the maintenance and repair of Village street lighting system.

Drive and operate vehicles and equipment related to job duties.

Direct and assist in the repair of electrical and mechanical problems in the water, sewer and lighting divisions.

Direct and assist in repair and maintenance of equipment at the sewage lift stations.

Assist in the training of workers to improve work performance and acquaint workers with policies and procedures.

Supervise a safe working environment for all employees and report any safety violations or emergencies directly to the Public Works Director or Supervisor.

Performance of overtime responsibilities as required.

OTHER DUTIES:

Perform duties in the Streets and Storm Water Division, when required. Other duties as may be assigned by Supervisor, as time permits.

SUPERVISORY RESPONSIBILITIES:

Supervises employees in the Water, Sewer and Light Division of the Public Works Department. Carries out supervisory responsibilities in accordance with the Village's policies, regulations, ordinances, and applicable laws.

Work with other DPW employees in the upkeep of the floor and interior of the public works facilities as needed.

Establish and maintain a positive working relationship with members of the community and other employees.

Attend training courses, meetings and conferences as directed by supervisor. May be required to confer with citizens on problems or concerns.

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

High school diploma or general education degree (GED); plus one to three years related experience; or equivalent combination of education and experience.

KNOWLEDGE AND SKILLS:

Ability to carry out and supervise performance of personnel in the utility division; ability to understand and carry out oral and written instructions; ability to establish and maintain effective working relations; and general working knowledge of diesel and gasoline engines, pumps, electric motors, PC’s and PC software, machinery and tools and an electrical/mechanical aptitude.

LANGUAGE SKILLS:

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence and document completed work. Ability to effectively present information in one-on-one and small group situations to fellow employees and the general public.

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.

REASONING ABILITY:

Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS:

Valid driver's license or the ability to obtain a driver's license. Commercial Driver's License or the ability to obtain a CDL with endorsements B and D.

Wisconsin Department of Natural Resources Waterworks Operator certification, grade 1-GD (ground water and distribution).

TOOLS AND EQUIPMENT:

Frequent use of a PC and PC software, adding machine/calculator, meter reading equipment, pumps, motors, lawn mowers, detectors and water testing equipment. Use of a telephone.

While performing the duties of this job, the employee constantly works in outside weather conditions during all temperature and weather extremes. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicalsextreme heatand risk of electrical shock.
