GENERAL SUMMARY

Under the general supervision of the Assessor, performs general office duties and assists in providing information, researching and entering assessment data. Assists property owners with tax credit and exemption applications.

Maintains manual and computer assessment records. Maintains a professional attitude and appearance while representing the assessor's office. Performs any and all other duties or responsibilities as directed by the Assessor.

ESSENTIAL DUTIES

Provide in-person or telephone answers to questions regarding assessment values, legal descriptions and related information maintained in the assessor's office.

Inform realtors, independent appraisers and property owners of locations of property, soil types and related information;

Assist customers at counter

Explain assessment process and values

Provide copies of property record cards and declaration of values as required

Explain tax credit and exemptions upon request and provide appropriate application

Help maintain property record card and computer software programs including administrative and valuation programs.

Process Declaration of Value forms including necessary research of documents and updating plat books.

Maintain and update Family Farm applications and listings

Assist in the appraisal process of all classes of properties in the field and in the office as required.

Assist with field work by evaluating existing real estate and collect data necessary to determine assessed valuations by performing related work as required.

Handle physical requirements of being out in the field working in various weather conditions, e.g.; getting in and out of vehicle, walking around properties, bending and reaching to obtain measurements.

Draw, sketch and enter information on property record cards in the field and accurately transfer the data to the computer.

Interpret notes from field work completed on new construction, construction removed or revaluation changes. Calculate math changes accurately, process the changes on the computer accurately.

Take initiative to always scan property record cards for potential errors, outdated obsolescence or notes that need to be changed.

Compute property values utilizing the State Manual and the CAMA system. Update the assessor's main real estate files, CAMA, and sketches.

Process and submit claims and payroll and associated reports.

Prepares quarterly and annual sales reports

Prepares and sends out Grain Handled, Cable TV and Credit Union forms on an annual basis

Keeps office stocked in supplies and assists assessor in ordering equipment

Maintains and updates inventory records as necessary

Participate in the decision-making process and daily operation of the office.

Perform general office duties including typing, filing, payroll and preparation of reports.

Attend schools, conferences and meetings as required by the assessor. Some of these may require taking and passing an exam.

Maintain a professional attitude and appearance at all times while representing the office

Conduct dealings with other offices in the courthouse in a congenial but businesslike manner. Understand that it is in the best interest of this office to cooperate at all times with those offices and the personnel from those offices.

Refrain from activities that would have an adverse effect on the public opinion or general effectiveness of the office and use good judgment in personal time activities.

Attendance and punctuality, according to the established work hours determined the Assessor, are essential to this position.

Knowledge of:

Iowa laws pertaining to the assessment of property for taxation with emphasis on "market value" as provided in Code section 441.

state laws related to tax exemption.

the assessment process along with taxpayer and property owner rights relative to the taxation of the property

eligibility requirements for Homestead credit and Military exemption, Family Farm tax credit, forest reserve and other state and federal credits or exemptions

procedures for transferring ownership of real estate

county roads and landmarks.

Ability to:

read legal descriptions and locate property from legal descriptions, maps and other source material

solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

interpret a variety of instructions furnished in written, oral, diagram, or schedule form

work the mathematical concepts such as fundamentals of geometry and algebra, probability and statistical inference

apply concepts such as fractions, percentages, ratios and proportions to practical situations

read and use a tape measure, measuring wheel, electronic measuring device, or equivalent

tactfully and courteously communicate in potentially volatile situations

understand and utilize Microsoft Office products or similar programs

read and write the English language

operate standard office equipment such as telephone, computer, calculator, typewriter and photocopier.

EDUCATION, EXPERIENCE AND SPECIAL QUALIFICATIONS

High school graduate or GED equivalency. College course work in business administration and real estate or other related fields is desirable.

At least two years successful employment in an office atmosphere or training beyond high school or equivalent combination of education and experience.

Operate personal or county vehicle safely with a valid Iowa driver's license, be insurable and drive in various weather conditions.

Must have a reliable, insured vehicle available for field use.

Must be a resident of Hamilton County or relocate to Hamilton County within six months of employment.

WORK ENVIRONMENT

Works inside and outside. Uses standard office equipment. Deals directly with public in the office, in the field and on the telephone.

The noise level in the work environment is usually moderate. Due to the nature of the office function there may be times when the employee will be under stress from external sources.

Moderate risk for injury from unsafe property or animals.

May be subject to extreme weather conditions.

Perform any and all other duties or responsibilities as directed by the assessor.

While performing the duties of this job, the employee is regularly required to talk, listen, sit, stand, and walk. Also handle or feel objects, tools, or controls. Also reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl.

The employee must frequently lift and/or move up to 30 pounds. Specific vision abilities required by this job include close up, distant, color, peripheral, depth perception and the ability to adjust focus.
