MINUTES

July 12, 2017

CALL TO ORDER:

Franklin Ruch called the meeting to order at 6:00 PM at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235

PLEDGE OF ALLEGIANCE: Franklin Ruch led the Pledge of Allegiance

PRESENT:

Franklin Ruch, Chairman; John Wieczorek, Vice Chairman; Bruce Steigerwalt, Supervisor; Robert Slaw, Supervisor; Thomas Nanovic, Solicitor and Natalie D. Haggerty, Secretary-Treasurer

ABSENT:

Brian Reeser, Supervisor

PUBLIC COMMENT:

Victor Leidy 1744 Orioles Drive: Reached out to the road department with regards to a problem area on the westside of Orioles Drive around the Helfrich property. The roadmaster informed Mr. Leidy that Bruce Steigerwalt determines what roads get done in the township. Why would they tar and chip Fredericks Grove Road? Franklin Ruch informed Mr. Leidy the road committee does a yearly road inspection and uses a rating system established to evaluate every road within the township. The committee brings this information back to the Board of Supervisors and then the Board determines by need which roads will be done with the funds the township has available. Orioles Drive has various areas that require base repair or scratch coat. His next question, was he said the reason for the stop sign installation on Beisels Road was because of the trees. Who is going to tell him to move or cut his trees. Tom Nanovic asked if it is creating a hazard, if it is in the township right of way we can trim. Robert Slaw shared that they are not in the township right of way. However, branches might be by now. There is also a huge pothole where you get off the blacktop top and get onto the dirt road. It is on list to repair. Every time I call the township I’m told by the roadmaster we’re shorthanded, we have men out.

NEW BUSINESS:

Agreement Township of Mahoning and Mahoning Township Police Department January 1, 2017-

December 31, 2019 (Signed off by the officers, agreement needs to be signed by the supervisors)

MOTION:

Franklin Ruch made a motion to accept and sign the Collective Bargaining Agreement Between Mahoning Township and Mahoning Township Police Department January 1,2017 to December 31, 2019. Seconded by Bruce Steigerwalt. Franklin Ruch, yes; John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

Metro/Alert Recurring Annual Licensing and Maintenance Service Agreement (August 5, 2017-August 8, 2018) $1,808.00.

MOTION:

Bruce Steigerwalt made a motion adopt Metro/Alert Licensing and Maintenance Service Agreement. Seconded by John Wieczorek. Franklin Ruch, yes; John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

Brian Reeser Letter of Resignation

MOTION:

John Wieczorek made a motion to accept Brian Reeser’s letter of resignation effective July 11, 2017. Seconded by Robert Slaw. Franklin Ruch, yes; John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

Franklin Ruch thanked Brian for his service, mentioned you must do what you have to do with work.

OLD BUSINESS:

Rex Road Bridge

Bruce Steigerwalt spoke with Ryan Richards, Carbon County Planning. He wants to know if the township wants to rebid Rex Road Bridge Project. Question of what is our time frame on the permit from DEP to do the project. Bruce will reach out to the county

MOTION:

Franklin Ruch made a motion to rebid and extend the contract period to give more lead time, informing Ryan Richards the township wants to rebid Rex Road Bridge and to extend contract period to October 31, 2018 to complete. Seconded by Robert Slaw. Franklin Ruch, yes; John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes. 4-0 vote. Motion carried.

Sherry Subdivision

Follow up to an email received from Greg Haas. He is looking to have a site meeting with Pete and I to discuss the basin that has been constructed and stabilized with vegetation and it is holding water.

Franklin Ruch made a motion to have Pete and Bruce meet with Greg Haas, Carbon Engineering to discuss basin issues regarding Sherry Subdivision. Seconded by John Wieczorek. Franklin Ruch, yes; John Wieczorek, yes; Bruce Steigerwalt, yes and Robert Slaw, yes 4-0 vote. Motion carried.

Robert Slaw:

·  Audie shared that there is a onetime drug task enforcement coming up in August. The Board would like more information prior to deciding.

·  Asked for contact information of the gentleman that prepared drawings.

Bruce Steigerwalt:

·  The township received an invoice from the Delaware River Water Basin. The township joined the Central Carbon Municipal Authority and the Jamestown-Packerton area is sewered and treated by a regional plant. Advised to discard the invoice.

·  Requested an executive session at conclusion of meeting.

·  Tar and chip is finished, they were 645 square yards over which is 1% over.

John Wieczorek:

·  Within this month’s Township News there is an article regarding tax credit from real estate tax or earned income tax for volunteer fire fighters and ambulance. Get more information and bring back to next agenda.

Franklin Ruch:

·  Executive session at conclusion of meeting for personnel.
