Overview of the team and role

The Authorisation and Audit team is responsible for a range of verification and assurance activities which are designed to monitor compliance; enhance the effectiveness of prevention, rehabilitation and claims management practices; and improve the quality of provider service delivery required by legislation.

The purpose of this position is to provide assurance to Comcare and the Safety, Rehabilitation and Compensation Commission (SRCC) that licensees are meeting licence requirements in regards to work health and safety (WHS). Further assurance is also provided to Comcare, the regulator, that licensees and premium paying agencies are meeting their legislative obligations und the Work Health and Safety Act 2011 (WHS Act).

The role contributes to improved WHS performance across the jurisdiction and improved safety outcomes for workers, by providing support, education and guidance and by monitoring corrective actions to completion.

Qualifications

  • The successful applicant will be required to have Audit qualifications (Lead Auditor and Audit WHS systems)
  • The successful applicant is expected to have knowledge and experience in the application of the Work Health and Safety Act 2011 (WHS Act) and an understanding of Safety Rehabilitation and Compensation Act 1988 (SRC Act).

Special conditions

  • The position requires regular interstate travel including overnight absences.

Job specific capabilities

  1. Demonstrated ability in leading WHS quality management systems audit programmes including compliance with legislative requirements.
  2. Knowledge and experience in the interpretation and application of the Work Health and Safety Act 2011 and an understanding of the Safety Rehabilitation and Compensation Act 1988.
  3. Ability to compile and analyse audit data and identify areas of risk which require corrective action implementation and monitoring.
  4. Highly developed verbal and written communication skills to produce reports and liaise with stakeholders.
  5. Demonstrated experience in building and managing complex relationships with internal and external clients.

Primary responsibilities

Specialist/Technical

  1. Lead and conduct WHS management systems audits of federal employers and licensees using various audit tools to ensure safety systems compliance, and compliance with relevant legislations and licencing conditions.
  2. Where deficiencies have been identified through audit assess that the corrective action plans are assessed as appropriate and monitored till closure.
  3. Draft audit reports and correspondence to key stakeholders.
  1. Provide regular updates on progress to the Assistant Director, Audit.
  2. Contribute to improved performance across the jurisdiction and outcomes for injured workers
  3. Compile, analyse and document audit report findings for internal and external stakeholders, and perform quality assurance checks on audit reports.
  4. Manage a Standing Offer Panel of external WHS auditors.

Business

  1. Develop and maintain complex internal and external relationships with stakeholders, providing appropriate advice and managing the resolution of issues or complaints.
  2. Contribute to the development of team objectives for short term tasks and strategic planning for longer-term initiatives.
  3. Develop and maintain in-depth knowledge of Comcare’s longer-term strategic and operational outcomes, the possible impacts on the work area and monitor changes in the broader work environment.
  4. Manage and deliver programmes or projects under limited direction.
  5. Participate in corporate learning and development activities.
  6. Model and promote a healthy and safe working environment, modelling and promoting ethical behaviour and practices consistent with the APS Code of Conduct and Values.
Leadership
  1. Effectively represent Comcare at internal and external meetings and forums.
  2. Mentor, guide and assist with the training of other staff.
  3. Contribute to managing change and uncertainty in the workplace.
  4. Contribute innovative solutions and identify opportunities for continuous improvement in the quality and efficiency of services.

Comcare uses a competitive merit process. This process will likely take approximately six weeks for shortlisting, interviewing, reference checking and offers to be made.
