COLTON JOINT UNIFIED SCHOOL DISTRICT
BASIC FUNCTIONS: Under the direction of the Assistant Superintendent, Business Services, plan, organize, implement, manage and administer a comprehensive risk management and insurance program for the District; serves as the District’s Safety Officer and directs and leads committees, training and regulatory compliance programs related to District safety issues; supervise and evaluate the performance of assigned staff and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS: This single-class position is responsible for managing and directing the District’s risk management and insurance programs, including the property, liability and workers’ compensation insured and/or self-insured programs, a variety of safety and loss control programs and the District employees’ and retirees’ health and welfare benefits insurance program. Responsibilities are broad and diverse in scope and require a high degree of independent judgment and discretion.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. Plan, organize, administer and manage the District’s risk management programs including Workers’ Compensation, property, liability, student accident insurance and claims, safety and environmental health, employee benefit programs including COBRA; ensures compliance with CAL-OSHA, Americans with Disabilities Act and other applicable federal, state and local laws and regulations. Plan, develop and recommend policies, procedures, rules and regulations related to the District’s risk management and insurance programs. Develop and prepare annual budget for the risk management department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations. Train, supervise, direct and evaluate the performance of assigned personnel; provide ongoing department staff development activities; recommend disciplinary action when necessary; interview and recommend candidates for employment. Assess and evaluate the District’s exposure to risk; recommend, implement and monitor risk avoidance, risk transfer, risk sharing and risk financing options for the District’s workers’ compensation, property, casualty and general liability programs, employee and student safety and other exposures through appropriate prevention and loss control programs; meet with staff to evaluate and recommend employee security practices and procedures.
Develop, manage and administer the property and liability insured programs; develop RFPs for consultants; review and investigate all incident reports and claims; work cooperatively with third- party administrators, legal counsel and investigators; and negotiate settlements where authorized. Direct and manage the workers’ compensation program; establish, implement and seek to improve methods of proper reporting, investigating and paying claims and benefits; develops RFPs for consultants; review and investigate all incident reports and claims; work cooperatively with third-party administrators, legal counsel and investigators; determine next level of care or employee’s ability to return to prior position; coordinate assignments and monitor employees on modified duty. Receive and forward all claims to the appropriate third-party claims administrator for handling and adjustment; investigate accidents and claims immediately and thoroughly; prepare and maintain related legal files and records. Develop, implement and coordinate the District employee and retiree benefits insurance programs, including health/medical, dental, vision, life, long-term care and employee assistance programs; research insurance options; coordinates eligibility and resolves disputes; manage new employee benefit orientations; manage terminating employee benefit continuation through COBRA and other legal requirements; Chair the District’s Benefits Advisory Committee; Develop and implement the annual District-wide open enrollment program; prepare related documents; plan, organize and manage employee information meetings for current and retired employees. Develop, manage, direct and coordinate the District’s safety and disaster recovery programs; serves as District Safety Officer; chairs the District Safety Committee and ensures District compliance with all applicable federal, state and local safety laws and regulations; develop, direct and coordinate the training of employees in the proper use, control, disposal and documentation of hazardous materials; review and analyze public and student accident reports to determine, recommend and implement preventive actions; inspect District facilities and property to identify potential safety issues; verify that playground equipment and other safety mandated inspections are appropriately performed within required time frames. Prepare, update, maintain and implement the District Emergency Response Plan; manage testing of District emergency communication systems; coordinate with other agencies such as cities, police and fire departments; conduct related training sessions drills; monitor site compliance with emergency response plan implementation and with mandated emergency drills and exercises. Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel. Attend workshops, seminars and conferences; maintain current knowledge of codes, laws and legislation concerning risk management and safety.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF Laws, codes, rules, regulations, policies and practices governing the administration of risk management and benefits programs, including workers’ compensation, liability, property, health and welfare, and safety. Communicate effectively both orally and in writing. Work independently with little direction. Meet schedules and time lines. Prepare and present comprehensive narrative and statistical reports. Organize and direct safety and training activities and workshops for employees. Establish and maintain accurate and comprehensive records. Use tact, discretion and diplomacy to establish cooperative and effective relationships with those contacted in the course of work. Analyze situations accurately and adopt an effective course of action. Effectively use automated (computer/software) systems and other standard office equipment. Operate a vehicle observing legal and defensive driving practices.
EDUCATION AND EXPERIENCE: Education: Bachelor's degree in public administration, business administration or related field. Experience: Five years increasingly responsible experience in the administration of a risk management program including two years in a supervisory capacity. Certification as an Associate in Risk Management is highly desirable. LICENSES AND OTHER REQUIREMENTS: Valid California Class C Driver’s License WORKING ENVIRONMENT: Office environment; constant interruptions Outdoor environment; driving to conduct work, visit school sites; travel to other organizations and companies, meetings and workshops. PHYSICAL AND MENTAL DEMANDS: Hearing and speaking to conduct group training, exchange information in person, electronically and on the telephone. Ability to read printed matter and computer screens. Ability to understand speech at normal levels. Dexterity of hands and fingers to operate a computer keyboard and other office equipment. Kneeling, bending at the waist and reaching overhead, above the shoulders and horizontally, to retrieve and store files and supplies. Ability to lift and carry 30 pounds. Ability to climb stairs, walk, stand and sit for extended periods of time. Ability to climb a ladder for purposes of inspection when necessary.
