Minutes of the meeting of the BMW Committee 3 under BMW Rules held on 27.02.2009, in the chamber of SEE (BMW).

The Committee reviewed the ATR of the decisions of last meeting. The following are the records of discussions.

Agenda -1

ATR of Decisions taken in meeting held on 23.01.09

i) Regarding the implementation of decisions of the meeting held on 23.01.09, it was informed by EE that necessary action has been taken w.r.t HCUs as per the decisions. Further, it was informed by TraineeEngineerthat04 inspections have been carried out in respect of the Units which have been granted authorization so as to check the compliance of BMW rules. It was decided that the remaining inspections shall be carried out by the trainee engineer on urgent basis.

ii)  It was decided that in 04 cases where information regarding validity of agreement has not been received from the two Common Bio- Medical Waste Facility Operators, letters may be written to the HCUs for submission of a copy of agreement and a copy of this letter may be sent to CBWTF for providing the proof of valid agreement with the CBWTF.

Agenda - 2

Units which have not applied for Renewal

It was informed to the Committee that out of 390 HCUs which were sent letters for submitting the application for the Renewal of Authorization under BMW Rules, 77 HCUs have applied for Renewal of Authorization. The decisions of these cases are placed in Annexure-I. For remaining units, it was informed by the EE (BMW) that the replies are still being received. It was, therefore, decided to place complete status of these 390 units in the next meeting. However, the following decisions were taken in principle:

(i)  Units which have informed that number of patient are less than 1000/month, an affidavit should be obtained in this regards. Letters may be issued to theses units which have not submitted the desired affidavit.

(ii)  In those cases, where letters have been received back undelivered, the letters may be pasted at the wall of the unit and inspections be done to know the present status.

(iii)  Units which have informed regarding the shifting/closure, inspections be carried out to know the present status.

(iv)  Those units which have replied but not applied for authorization, a well drafted reply may be sent to these, advising them to submit the application under BMW Rules for Renewal.

Agenda – 3

Delhi Govt. Dispensaries

It was informed that DHS has sent a list of the units indicating the number of days by which the application has been submitted late to DPCC for the renewal of application. The committee examined this letter & the list and decided that the Authorization be granted to these dispensaries from the date of expiry of previous authorization as done in other cases in the past.

19 fresh applications for Authorization were discussed in the meeting. The decisions taken are presented in Annexure-II.
