Distribution Loss Factors (DLFs) Documentation and Sample Data Files:

The file you are now reading is Readme.doc and along with this file are 6 accompanying files:

  1. dlf_rsif.doc: this is the distribution loss factors (DLFs) supplemental to the July 25, 1997, workshop report on Retail Settlements and Information Flows. Chapter 5 provides information on the DLF communications, including file naming and file formats. (The format is Word 7.0a).
  2. utc_time.xls: this is a spreadsheet showing the timestamps in Universal Coordinated Time (UTC) and how they compare to Pacific Standard time and Pacific Daylight Savings time during the two days of the year when we loss an hour and gain an hour. (The format is Excel 7.0a).

The next four files are DLF sample files in the specified format. The dates of these files are for days in 1997. These are the file types that will be posted starting 1/1/98.

Note that the UDC name is a Dunn & Bradstreet number for PG&E. The number is 006912877. This is the same identifier used for PG&E when transferring meter data from the PG&E meter data management agent (MDMA) file server. The four data files are listed below.

  1. f19970211.dlf: this is a sample DLF file. The naming convention corresponds this to February 2, 1997, a Pacific Standard day/time.
  2. f19970611.dlf: this is a sample DLF file. The naming convention corresponds this to June 11, 1997, a Pacific Daylight Savings day/time.
  3. f19970406.dlf: this is a sample DLF file. The naming convention corresponds this to April 6, 1997, the day we convert to Pacific Daylight Savings time. This file will only have 23 records.
  4. f19970406.dlf: this is a sample DLF file. The naming convention corresponds this to October 26, 1997, the day we convert from Pacific Daylight Savings time back to Pacific Standard time. This file will have 25 records.

New Naming Convention for the Yearly Files

There will be a file posted on the server which will hold all the DLFs up to date. The original naming convention of this file was (as agreed to in the supplement to the RSIF):

fccyy.dlf This the file name for the yearly accumulated DLFs file. The ccyy stands for century and year. An example would be f1998.dlf.

PG&E will post this file with a small modification to the extension. The new extension will have a “y” added onto the end of the “dlf” and will be;

fccyy.dlfy

Location of DLFs Information:

The DLF data will be posted on PG&E’s meter data management agent (MDMA) file server in a publicly accessible, logical based directory. The address is http://mads.pge.com/dlf.
