April 8, 2013

Mayor Flaherty called the meeting to order with Council members Reis, Ulmer, Belmore, Pahl, and Maunu present.
Absent: Troy Schilling
City Employees present were: City Foreman Flynn, Attorney Radermacher, Deputy Auditor Pomplun and Police Chief Frannea.
Also present: Johnson, representing Dickey County Leader, Gene Jordan, representing Fargo Water Equipment, Mickey Thorpe, Douglas Muckey, Carl Hedman, Jeff Ulmer, Matt Thorpe, and Vi Nell.
Motion by Pahl, second by Maunu to approve additions to agenda. All members present, aye. Motion approved.
Motion by Pahl, second by Maunu to approve the minutes from the March 11th meeting with the correction of N1/2 of Block 10 in Northport Addition. All members present, aye. Motion approved.
Motion by Ulmer, second by Belmore to approve operating statement as presented. All members present, aye. Motion approved.
Motion by Maunu, second by Reis to approve the bills as presented. All members present, aye. Motion approved.
Delinquent accounts: Robert Ash, The Bakery, Trent Browning and Melvina Olson-Thorpe.
Building Permits: Motion by Belmore, second by Pahl to approve building permits for Donald Middlestead, Kyle Laabs and Jeff Fastnacht. All members present, aye. Motion approved.
Raffle permits: Motion by Reis, second by Maunu to approve raffle permits for BFF team for Relay for Life and Tianna Peterson. All members present, aye. Motion approved.
City Foreman Flynn updated the Council on the March projects. City wide clean-up will be changed to May 13th due to weather conditions. Harold Swatfager was hired for cemetery maintenance.
Motion by Ulmer, second by Reis to approve the quotes for a new control panel, concrete cover and access hatch for the Main lift station. All members present, aye. Motion approved.
Gene Jordan, Sales Representative of Fargo Water Equipment provided information for a remote radio read water meter reading system.
6:00 PM Bid Open - E1/2 of Lot 2, Block 31, First Addition - Motion by Pahl, second by Belmore to accept the bid from Jeff and Jess Ulmer for $100, plus any additional closing and filing fees. Roll Call Vote: All members present, aye. Motion Approved.
6:15 PM Bid Open – 216 2nd S.t S. – Motion by Reis, second by Belmore to accept the bid from Douglas Muckey for $1,000, plus any additional closing and filing fees. City landfill disposal charge of $.30 per sq ft will apply if needed. Roll Call Vote: All members present, aye. Motion approved.
Carl Hedman questioned the leash ordinance and why cats are allowed to run free. The ordinance does not allow cats or dogs to run free. Hedman was given permission to live trap cats and contact the City Police if the cat has owner ID.
Roberta Johnson informed the Council of the Ellendale Area Arts Council’s past achievements and future plans.
6:30 PM Bid Open – 217 3rd S.t N. – Motion by Pahl, Second by Belmore to accept the bid for demolition from Thorpe Excavating for $3,000. Roll Call Vote: All members present, aye. Motion approved. A bid from Kendall Construction was unable to be considered due to the absence of an enclosed current Contractor’s License.
Chief Frannea updated the Council on the police activity for the month of March.
A concerned Ellendale citizen visited with the Mayor about the on-going concern of the constant lack of stopping at the 4-way stop on Main St and US Hwy 281. A letter will be written to the appropriate office at ND DOT.
No Building Inspector report.
Approval of Ellendale Acres Fourth Addition was tabled due to minor concerns from surveyor.
Motion by Ulmer, second by Belmore to approve the Second Reading of The Fence, Hedge and Walls - Ordinance # 5.0502 with amendments to include the landowners responsibility for cost to hire a qualified, licensed surveyor; and the fence type will be determined by city zoning, the City Council will determine type if permit request is in a Residential/Commercial mixed property area. Roll call vote: Maunu – No; Belmore – Yes; Ulmer – Yes; Reis – Yes; Pahl – No. Motion Approved.
Mayor discussed the zoning committee meeting and changes that will be considered.
Alcohol Beverage Ordinances and Event Alcohol Beverage Permit Ordinances First Reading were tabled in order to made adjustments.
Motion by Ulmer, second by Reis to approve $12 per lot mowing contracts; omitting monument lawn for further discussion. All members present, aye. Motion Approved.
Council approved the Inez Redlin family request to waive the no parking restriction on the 600 block of 2nd S.t S. from May 16 thru May 24, 2013.
Ellendale City Board of Equalization will be April 22nd at 5:00 pm.
