Who does this program apply to?
· University personnel who store hazardous chemicals.
o Hazardous chemicals include a substance or combination of substances that because of its quantity, concentration, physical, chemical, or explosive characteristics poses a danger to humans or the environment. These chemicals would always include any material meeting the Department of Transportation (DOT) nine hazard classes:
· Class 1 – Explosives
· Class 2 – Compressed Gases
· Class 3 – Flammable Liquids
· Class 4 – Flammable Solids
· Class 5 – Oxidizing Substances & Organic Peroxides
· Class 6 – Toxic and Infectious Substances
· Class 8 – Corrosives
· Class 9 – Miscellaneous Dangerous Substances
What are the key requirements of this program?
Work Units must:
· Ensure that individuals storing hazardous chemicals are familiar with and comply with the requirements outlined in the Policy (CHIMS_SY39)
Supervisors must:
· Enter chemical inventory data within 60 days of establishing or relocating operations within a Penn State facility unless the chemical is regulated by the Department of Homeland Security (DHS) which MUST be entered immediately upon receipt (see DHS Chemicals of Interest listing on EHS webpage)
· Update the chemical inventory in CHIMS at least annually
· Maintain a dated hardcopy inventory report with the Waste Management Logbook as applicable
· Provide a written verification to the department/work unit CHIMS officer of completion of the annual inventory update
· Provide EHS with the following information for database management
§ Completed New Account Request Form – Found at CHIMS Account Request Form
§ Chemical Inventory hard copy reports for annual inspections.
§ Updates regarding status of Facilities, Chemical Owners, and System Users
· Notify EHS of any software issues associated with data entry or inventory management
