Job Description – Team Leader Carers’ Hub

Overall Purpose of Job

To promote and manage the overall work of the Carers HubLambeth within the Independent Living and Carers Partnershipand to lead the development and implementation of existing and future business, financial and strategic plans.

Human Resources

  • To line manage the Young Carers Project Leader, Mental Health Carers Advice, Support & Development Worker Advice, Support and Development Worker, Older Carers Peer Coordinator and other staff as required from time to time
  • To lead on staff recruitment ensuring the preparation of job advertisements, job descriptions, person specifications and participation in appointment panels as appropriate.
  • To give priority to the retention of skilled and experienced staff through the provision of support, training and development opportunities.
  • To work with the HR Officer and CEO to issue contracts of employment and undertake disciplinary and grievance proceedings in line with agreed procedures and legislation as appropriate.
  • To act as line manager where appropriate within the structure.
  • To ensure that the organisation meets its legal and contractual obligations as an employer and to advise and provide information to the Partnership on employment policies, practices and legislation.

Operation of the Organisation

  • To take overall responsibility for the delivery of a flexible and reliable service which responds to the needs of carers and provides a gateway access to all carers services within Lambeth.
  • To ensure the efficient operation of the organisation through effective systems and structures.

Finance

  • To be responsible for the day-to-day financial management of the Carers Hub budget.
  • To ensure compliance with the Budget,Financial Standard Instructions, and relevant legislation.

Service Delivery and Development

  • To promote an understanding of the needs of the carers in the community identifying any potential areas of growth or unmet need and working with voluntary and statutory agencies within the Borough to identify ways in which theCarer’s Hub Lambeth can support carers in their caring role.
  • To carry a limited caseload, providing advice and support to individual carers.
  • Monitor and evaluate the effectiveness of service provision and keep accurate records, maintaining contact, including visits and/reassessments of the families/individuals in order to assess ongoing support needs.
  • To be aware of all relevant developments in funding, advise on ways of funding additional services and make applications for funding.
  • To develop services and to participate in the planning of services by joining policy and planning groups ensuring that consideration is given to the needs of all carers.
  • To negotiate Service Level Agreements and contracts, which ensure the best available outcome for the organisation and ensure compliance with, agreed terms.
  • To advise the Chief Executive and staff of any changes in the funding situation.

Policy and Planning

  • To develop and ensure implementation and compliance with all South Thames Crossroads as well as the Independent Living and Carers Partnership policies and procedures.
  • To monitor, evaluate and develop strategic plans as appropriate including the Business Plan.
  • To advise the Partnership on relevant legislation, practices and services concerning carers.

Working with the Independent Living and Carers Partnership

  • To work under the direction of South Thames Crossroads and within the Independent Living and Carers Partnership and ensure the decisions of the Partnership are acted upon.
  • To provide advice, guidance and support to Partnership Members and to provide a report on the Carer’s Hub work at each meeting.
  • To consult with and act on the guidance of the lead partner (AUKL) in matters of urgency and confidentiality.
  • To attend all relevant Partnership meetings and other such meetings that may be required.
  • To be responsible for the distribution of the Partnership Minutes, Agendas, reports and such other documents as the Partnership may require.
  • To monitor service level agreements within the Partnership ensuring agreed services are meeting targets and liaising with the appropriate CEO to agree any necessary remedial action.

Developing Hub Services

  • To ensure all volunteer services are developed and supported in line with the requirements as set out in Investors in Volunteering and the policies and procedures of South Thames Crossroads.

Liaison and Public Relations

  • To work in partnership with all stakeholders, who provide or fund services relevant to carers. To actively develop and maintain contacts with these organisations including officers and members of the London Borough of Lambeth, our principal funder.
  • To liaise with officers of the Carers Trust and other local, regional and national organisations as appropriate.
  • To promote the work of the organisation and the needs of carers through giving presentations, by representing the organisation at conferences and other relevant occasions and to ensure the production of adequate publicity materials for the organisation.

Other tasks

  • To represent and promote the aims and objectives of Lambeth Carers Hub and of the Independent Living and Carers Partnership.
  • To be self-supporting administratively.
  • To undertake any other appropriate duties commensurate with this post.
  • To attend and contribute to training sessions and seminars where appropriate.
  • To attend and contribute to team and supervision meetings.
  • To monitor and participate in the on call/out of hours provision.
  • To act at all times in accordance with all South Thames Crossroads policies and procedures.

Person Specification – Carers’ Hub Team Leader

Experience

  1. At least three years’ management experience in a senior role, preferably in the voluntary or statutory sector.
  2. Representing an organisation and developing a network of contacts in the local community and appropriate regional and national organisations.
  3. Managing financial procedures, planning and managing budgets.
  4. Negotiating contracts or service level agreements with a local authority and/or other funders.
  5. Leading, managing, recruiting, selecting and developing staff.
  6. Developing new and existing services to meet the needs of service users.
  7. Monitoring the quality of a service and ensuring that best practice is achieved.

Ability to

  1. Develop and implement strategic and organisational plans.
  2. Negotiate and communicate effectively both verbally and in writing to a wide range of audiences.
  3. Present funding applications and develop new sources of funding.
  4. Develop and maintain links with people and partners from all sections of a multi-ethnic community.
  5. Work flexibly according to the needs of the organisation including attending meetings outside office hours if required.
  6. Work in cooperation with a multi-agencyPartnership.

Knowledge

  1. An excellent understanding of and commitment to working with organisational and legislative codes of practice, policies and quality standards including those relating to confidentiality and equality.
  2. A good understanding of the needs of carers and young carers and any relevant legislation including the Care Act 2014 and the Children and Families Act 2014.
  3. A good standard of computer skills.

Qualifications

  1. NVQ level 4 or equivalent professional or management qualification and, if necessary, the willingness to study for one of the required qualifications
