Shri. M. M. Rajendran holds a Masters Degree in Physics, from Madras Christian College,University of Madras with top honours standing first in the University. Was teaching Physics in the College for two years. Took the competitive examination for recruitment to the Indian Administrative Service (IAS) and was a topper. Joined the IAS in 1957.

The distinctions and honors received by him include:

(i) University Gold Medals in Madras University for standing first in the Masters Examination in Physics.

(ii) A topper in the Indian Administrative Service Competitive Examination, 1957.

(iii) The Rotary International conferred in 2001 the Honorary Lifetime Membership of the Rotary International, in recognition of “the exemplary contributions in the service of mankind in the field of poverty alleviation, women and child care, toning up the administration and dedication to the humanity in promoting peace and harmony”.

(iv) Nominated as MAN OF THE YEAR in 2002 by the American Biographical Institute, Raleigh, North Carolina USA and included in their “Contemporary Who’s Who” of 2002-2003/

(v) Nominated by The International Biographical Centre, Cambridge, England as International Professional of the Year—2005.

(vi) Nominated by the American Biographical Institute to receive “The World Medal of Freedom” in 2006.

He has undergone formal training in Development Economics, State Administration, Constitutional Law and Criminal Law, besides undertaking field visits to projects in different states in India to equip for the major administrative tasks to be undertaken. Attended several inservice and other training programmes in the country and abroad.

He has a wide experience in development administration at the grass roots, having been District Collector of two major districts for over 4 years and later as Secretary to the State Government of Tamil Nadu in many development-oriented Departments.State Level experience covers General Administration and other important areas particularly in infrastructure, such as Secretary of Departments of Power, Irrigation, Water Supply, Roads, Buildings, Housing and Urban Development.

Has been Chairman and Chief Executive of two major State Government undertakings, Tamil Nadu Electricity Board and Tamil Nadu Housing Board. Has also been part-time Chairman of Public Sector/Joint Sector undertakings and part-time Director of many State and Central Government undertakings. He has extensive experience in Labour and Industrial Relations as a successful Labour Commissioner for over 3 years, Secretary in the State Department of Labour and Employment and at the national level as member of the Committee on Labour Welfare and National Committee on Child Labour.

Was appointed Chief Secretary to Government of Tamil Nadu in February, 1988 and continued as Chief Secretary till January, 1991. The administration under his stewardship, earned a name for integrity and efficiency.He was the Joint Secretary in the then Ministry of Education and Social Welfare in charge of Nutrition and Child Development and played a major role in conceptualizing and developing the Integrated Child Development Services (ICDS) Scheme which has won appreciation at national and international levels. Was a member of the UNICEF Executive Board and Vice-Chairman of its Programme Committee at New York and has led the Indian delegation to the UNICEF Executive Board. Later had worked as Secretary to Government of India in the Ministry of Human Resources Development with special responsibility for Youth Development and Sports and in the Ministry of Parliamentary Affairs where I was handling the interface between Government and the two Houses. Had led the Indian delegation to United Nations and attended Commonwealth meetings on Youth Develoment in London and in Male (Maldives)

On the invitation of UNICEF, United Nations, joined as its Senior Adviser in UNICEF headquarters in New York in June 1981, on deputation from Government of India. In this capacity, helped UNICEF in Policy formulation particularly in the area of Nutrition, Child and Women’s development and evolved the Joint WHO/UNICEF Nutrition Support Programme which was implemented in 18 developing countries and travelled to several developing countries. This programme was modelled on the ICDS programme developed in India. In recognition of the outstanding achievements in Public Administration at the State, National and International levels, spanning over 36 years, on the recommendation of the then Prime Minister (Hon’ble Shri Vajpayee ji) the President of India was pleased to appoint as Governor of the State of Orissa, in November 1999.

Besides the role of advising the State Government and guiding them in policy formulation, programme implementation and fiscal management, he was also the Chancellor of all the 9 Universities in the State.
