GRANT APPLICATION PROCEDURE

The MSEA Affiliate Grant Program Book contains seven grant applications for the 2015-16 membership year that MSEA local affiliates can apply for. You can obtain a copy or view the entire grant book on MSEA’s Intranet, “DOCK” or in the Microsoft Office Program Outlook, by clicking on Public Folders/All Public Folders/MSEA Reference. Please note the following:

1.The Membership Grant is based on a formula and is paid after the review of your local’s 2015-16Local Strategic Plan.In addition, it has its own separate grant application, which is emailed to local affiliates annually. The amount of the grant will be based on your membership count as of August 31, 2015.

2.Merged locals will be considered separate locals when grants are awarded.

3.Your Grant Application should align with at least one of MSEA’s three Strategic Objectives:

1: Strong Locals

2: Leading the Profession

3: Culture of Organizing

4.Grant requests will be evaluated based on the thoroughness of the responses to the application questions and the completeness of the supporting documentation.

5.Grant funds will not be disbursed if the local affiliate is past due in remitting MSEA/NEA dues or has not submitted all the required documentation.

6.Prior to submitting your grant application(s), submit the following:

  • 2015-16 Local Strategic Plan, sometimes called theAffiliate Program Plan;
  • 2015-16 Local Budget;
  • IRS Form 990 for fiscal year ending August 31, 2014;
  • Maryland Form 1, filed April 2015; and
  • Audited Financial Statements for fiscal year ending August 31, 2015or Summary of Prior Year’s Income and Expenses for fiscal year ending August 31, 2015 (if August 31, 2015 statements are not yet available submit audited financial statements for fiscal year ended August 31, 2014.)

7.The following grants will be pre-approved; however, you will only be reimbursed for actual expenses: Innovative Membership, Supplemental Membership, Affiliate Capacity Building, Professional Development & Training, Public Advocacy, and Special Request.

8.Questions about specific grants should be directed to the contact person identified in the grant description.

9.Once all the required documentation is submitted, grant applications may be completed and submitted to:

10. ALL GRANTS MUST BE SUBMITTED BY: JUNE 30, 2016

MEMBERSHIP GRANT

PURPOSE:

Provide funds to assist local affiliates with programs to recruit and retain membership in the Association.

AMOUNT OF GRANTS:

The grant amount may have up to two components as follows:

  • A base grant up to $1.00 per member (minimum amount $1,000). The amount will be based on your membership count as of August 31, 2015.
  • An incentive based on the net membership gain for the prior year multiplied by $30.

DEADLINE:

The 2015-16 Local Strategic Plan must be submitted by September 1. Upon submission and review of an acceptable plan the membership grants will be issued by MSEA in October based on the formula outlined above.

CRITERIA FOR GRANT AWARDS

  • Thoroughness of the 2015-16 Local Strategic Plan that is submitted. Consider the following:
  • Year-round plan, encompassing a variety of activities
  • One-on-one recruiting strategies
  • Member involvement; example: ARs, local Board members and leaders, membership committee members
  • A strong local commitment to recruitment and retention of members
  • Adequate resources to implement the plan
  • The affiliate was represented at the last Membership Workshop.
  • The affiliate submitted interim progress reports if they received an MSEA membership grant in the prior year
  • Special circumstances that require additional support
  • The local association’s ability to provide resources for membership recruitment and retention activities

INNOVATIVE MEMBERSHIP GRANT

SUPPLEMENTAL MEMBERSHIP GRANT

AFFILIATE CAPACITY BUILDING GRANT

Locals with 1,500 or fewer members may receive “up to” $6,000. Locals with more than 1,500 members may receive “up to” $9,000. Merged locals will be considered as if they were two separate locals.

PROFESSIONAL DEVELOPMENT TRAINING GRANT

The purpose of the Professional Development & Training Grant is to assist local affiliates with meeting various Professional Development Training needs.

SPECIAL REQUIREMENTS:

  • Involve an MSEA staff member in the planning process.
  • Request for MSEA trainers must be made at least six weeks prior to training dates.
  • The training event is to be scheduled during the same fiscal year (September –August) that MSEA disburses the funds for the event.

AMOUNT OF GRANT:

Each local will receive a grant amount up to $1.00 per member; however, locals will receive a minimum of $1,000 if the training expenses are at least that amount.

PUBLIC ADVOCACY GRANT

The purpose of the Public Advocacy Grant is to assist local affiliates with various public advocacy needs.

Building fund-raising capacity for MSEA Fund for Children and Public Education

Community Relations Campaigns that are consistent with the overall MSEA Public Advocacy

Campaign

SPECIAL REQUIREMENTS:

Consult with Government Relations & Communications prior to engaging in activities for which you will request grant funds. Funds are limited, and while additional guidelines and cost-sharing notes are below, they only apply for as long as grant funding is available.

CRITERIA FOR PA GRANTS ASSOCIATED WITH LEGISLATIVE ADVOCACY

  • Include a complete agenda, plan of action, appointments, and list of attendees/participants.
  • While the grant request requires pre-approval, all invoices and supporting materials must be submitted within 30 days of the legislative event/activity.
  • Legislative advocacy must incorporate MSEA’s legislative priorities for the given year.
  • For lobby nights, grant funds will be limited to transportation and some food costs. Grant funds will not be available for alcohol or participation incentives.

LEGISLATIVE RECEPTION COST-SHARING

Grant funds will be available for legislative receptions/breakfasts as part of a cost-sharing agreement with locals as follows:

  • Each local involved in the event can receive a grant of up to $1,000 the total cost of the event.
  • If that is insufficient to cover the cost of the event, then the balance will be divided by two and shared between local funds and additional PA grant funds.
