Minutes of the regular meeting of the Centralia City Schools Board of Education, District No. 135, Marion, Clinton, Jefferson and Washington Counties, Illinois, held on February 21, 2017 at 6:00 p.m., in the Administration Building, 400 South Elm Street, Centralia, Illinois 62801.

Members Present: Ron Johnson, Blake Griffin, Greg Dodson, Lyle Gross, Renae Bauer, Derek Harlan, and Sue Williams

Members Absent:

Also Present: Supt. Craig E. Clark, Tom Woelfel, Mike Middleton, and

Matt Packman

Board President Johnson called the regular meeting to order at 6:04 p.m.

MOTION #1:

It was moved by Dodson and seconded by Gross to adjourn to closed session to discuss personnel matters. Motion carried.

Adjourned to closed session at 6:05 p.m.

Board Member Bauer left the meeting at 7:10 p.m.

Reconvened to open session at 7:28 p.m.

MOTION #2:

It was moved by Dodson and seconded by Harlan to approve the consent agenda as follows:

1. Approval of minutes of regular meeting held on Tuesday, January 10, 2017.

2. Approval of bills in the amount of 378,535.20.

3. Approval of February payroll.

4. Approval to adopt a resolution declaring surplus property and the disposal of the surplus property.

5. Approval of out of district field trips for:

a. Centralia Junior High School Eighth Grade to Kaskaskia College for Career Day, Wednesday, March 8, 2017.

b. Centralia Junior High School Honors Club to Springfield, Illinois, to visit historical sites, Tuesday, April 11, 2017.

c. Centralia Junior High School PBIS to Southern Illinois Miners Game, Tuesday, May 9, 2017.

d. Jordan First Grade to the Carbondale Science Center, Wednesday, May 3, 2017.

e. Jordan Third Grade to St. Louis Busch Stadium, Monday, May 8, 2017.

f. Field Kindergarten to Carlyle Lake for Earth Day, Friday, April 21, 2017.

g. Field Kindergarten to Kaskaskia College for “Robin Hood and the Seven Dwarfs”, Thursday, April 20, 2017.

MOTION #3:

It was moved by Harlan and seconded by Griffin to approve the Treasurer’s Report. Motion carried.

RECOGNITION AND COMMENTS FROM EMPLOYEES AND PUBLIC

BOARD COMMITTEE REPORTS

1. Budget Committee – Committee met with Kevin Heid of Stifel who game a general overview of bonding.

2. Building Committee – Committee met and used the figures from the two different companies that offered bond quotes to create a workable budget. They then looked at the list of items we had the architect estimate and created a list of items that would allow us to consolidate and add projects based on what money was left over. Several options were discussed.

CURRICULUM REPORT

1. iReady Assessment – This instrument will take the place of the Discovery Ed assessment tool which will no longer be available. Principals and teachers have been introduced to the tool and further training will follow.

2. Wonders Reading – The new K-3 series will be delivered in March. Trainings have already started and will continue in the fall.

MOTION #4:

It was moved by Williams and seconded by Gross to accept the resignation of Crystal Leslie, Classroom Paraprofessional at Centralia Junior High School, effective February 10, 2017. Motion carried.

MOTION #5:

It was moved by Griffin and seconded by Dodson to accept the Intent to Retire at the end of the 2020-2021 school year from Stephanie Obermeier, Special Education Teacher at Centralia Junior High School. Motion carried.

MOTION #6:

It was moved by Dodson and seconded by Griffin to adopt the County Schools Facilities Tax Resolution for Potential Revenue. Motion carried.

SUPERINTENDENT’S REPORT

Superintendent Clark reported on the following:

1. Board/Administration Retreat – has been scheduled for Wednesday, May 3, 2017, 5:30 p.m. at C.J.H.S.

2. Semester Enrollment Report – Enrollment is up 17 students since August.

3. Building Celebrations-

Field:

·  Field Kindergarten had 72 students in its January "No Time Club". These students received no time outs for the whole month of January.

·  Seventy-nine percent of Field Kindergarten knew their required list of sight words for the third quarter.

·  We have completed our third round of the Discovery Ed. Testing.

Jordan:

·  Students celebrated 100 days of school on January 24th.

·  Jordan School sponsored an annual Red Cross Blood Drive on January 25th.

·  Students participated in a “Frozen” themed Good Conduct Party at the end of January. The positive behavior rewards party consisted of various stations and activities were designed to spark student interest and improve student behavior. This event was planned by Title I teacher, Andi Barnfield and teacher, Vadawn Stroud.

·  On February 3rd, Jordan School celebrated Black History Month with a special program coordinated by Delmar Hill, a former paraprofessional at the school.

·  On February 3rd, the Centralia Orphans Basketball Team presented an assembly to students as a conclusion to our “Orphans in the Classroom” program.

·  As a school, Jordan raised a total of $3,084 for the American Heart Association through the “Jump Rope for Heart” fundraiser!

·  "Hoot's Helping Hands" After School Program, sponsored by the Centralia Youth Initiative, continues to meet after school on Tuesdays and Thursdays from 3:30-4:30 p.m.

·  Teacher Laurie Miller will begin the “Girls on the Run” program on Tuesday, February 28th. “Girls on the Run” is a positive youth development program for girls in 3rd - 5th grade.

Schiller:

·  Students enjoyed the school-wide field trip to Disney on Ice last week.

·  The schoolcelebratedthe 100th day of school with special made “100th day of school” cookies and classroom activities.

Lincoln:

·  Stranger Danger program by Officer Gary Denton on February 6.

·  RTI Extravaganza - THE US PRESIDENTS - presentations by RTI groups; parents were invited to attend on Thursday, February 16, at 1:00 p.m..

·  Lincoln School went to the Cultural Society on February 7 to see presentation “The Influence of African Americans on American Music”.

·  Round two of benchmark testing has been completed.

·  Lincoln Teachers, Melanie Brink and Heather Tate, will be presenting at the Tri-County Institute.

·  Lincoln School will be roller skating in PE in February.

·  All emergency and safety drills have been completed.

·  Timothia Reid is using a web site called Typing.com for keyboarding in her activity time.

·  Lincoln students will be filming a Valentines message for their parents. Check out the Lincoln School Face Page.

·  Cortney Denton is teaching science in PE with the parachute.

·  Melanie Brink’s class is very close in completing mastery of multiplication and division. The next step will be equivalent fractions. Her students also have filled their marble jars and earned a pizza party.

·  Lindsey Hoerchler will be presenting a session on PARCC Math practice in each classroom. Her presentation will focus on the most often missed PARCC Math questions by Lincoln students from the previous year.

·  Lincoln school received $100.00 from the Central City Lioness Club to purchase books.

CJHS:

·  CJHS is thankful to City Hope Church for remodeling our teacher lounge and providing breakfast to the staff on Monday, January 23rd.

·  CJHS Boys and Girls Basketball Teams both won 3rd at the State Level.

·  The Parent Advisory Council did a “Crush Soda” Fundraiser for Valentine’s Day.

·  Several 8th graders are beginning to work with 5th and 6th grade students...as sort of an informal mentor/buddy.

·  Ninety-four percent of the students taking the high school math placement test passed.

·  Presently, we have around 100 students who have either 99 or 100% of their PBIS points.

·  Several students attended the Martin Luther King celebration and shared their work.

·  Along with help from others, Mrs. Thomason’s classes completed “Valentines for Heroes”

·  Annual Tiger Trek is February 25th.

4. Other – ROE Board of Education training is Monday, May 1st, 5-9 p.m. at Kaskaskia College.
