Permitting under the Industrial Emissions Directive

Proposed Work

Certain high-risk installations, such as power stations, certain waste management activities, large farms, etc are controlled through theIndustrial Emissions Directive (IED.) This Directive has been transposed into several legal notices which include other permitting requirements, mainly: installations requiring an IPPC permit and permits for installations utilising VOC substances. Other legislation which including permitting requirements are petrol handling activities (S.L. 549.52) and installations regulated under the Medium Combustion Plants Directive.

Thus the IED and Major installations team within the Permitting unit would require once intern to help in the following main areas:

-Follow-up and Meeting with operators/consultants for which feedback is pending regarding current EPs (mostly for petrol stations).

-Online searching for facilities which have not been contacted so far to apply for a permit under the VOC regulations (e.g. sprayers) .

-Preparation of BAT comparison document once specific BAT conclusions are adopted through a Commission Implementing Decision

-Data collection regarding medium combustion plants in current EPs/IPs and liaison with the consultants carrying out the RIA under ERA’s supervision.

Requisites

This internship targets students following a Bachelor in science degree or a related subject, with a solid grounding in environmentally related or earth sciences.

Duties, Activities and Job Functions

The task of the interns will be to process permits and contact operators regarding their current environmental permits and or preparation of documents for compilation by operators as aprt of the permitting process. Tasks will also include desktop research to get better knowledge on the process and other related tasks. Candidates shall be expected to assist or carry out site visits apart from other related tasks.

Duration

The Authority is offering one internship. Successful candidates are requested to carry out approximately twenty (20) hours of work per week, to be carried out between 08:00 to 14:00 hrs, excluding weekends. Working days are flexible and to the successful applicant’s preference. The internship duration is July to September 2018.

Location

The internship will be based at the Environment Permitting Unit (EPU)within the Environment & Resources Authority (ERA), Marsa.

Health & Safety

The interns should be made responsible for their own health and safety by signing a standard declaration form. This proposal is mostly related to desktop work, but in the case of field work, student interns will be requested to wear protective gear at all times. The interns are to make these items available. Should the interns not abide to such health and safety precautions, they will be relieved of their involvement in the project.

Insurance

Interns are to take care of an adequate insurance for the duration of the internship placement with the Environment Resources Authority. This cover will include indemnity and personal coverage, direct and indirect damage/loss towards any third party or the Environment Resources Authority.
