General Business

1)Newtown rep resigned. Need new contact (AMG to email name of new person).

2)Minutes from last meeting – no comments.

Questionnaire

Swarthmore, Willistown, Easttown responded.

Copies of Swarthmore response distributed.

Marple questionnaire response is work in progress.

Add low flow (drought conditions)

What is Point of Questionnaire? Why is it important?

a)Reduce problems in watershed.

b)Increase quality of watershed.

c)Identify new projects and generate ideas.

d)Develop specific solutions and BMPs. For example, need solution to high velocity runoff in Little Crum Creek (Park), slower flow, cleaner water, remove sediment and fecal coliform. Solution could be retention pond.

Art McGarity’s Assessment Project designed to create support for other activities.

Identify Photographs – historical, current, before/after.

Identify and update Land Use Maps.

Outreach to Businesses, Institutions, public.

Current Projects Update – Springton Lake Study (Jane Rowan)

Jane Rowan gives Power Point presentation of Springton Lake project, approx. 20-minute presentation, copy of Power Point slides provided).

Jane is a Wetlands Scientist with Schnabel Engineering.

Schnabel is a geotechnical firm, also hydrology/hydraulics.

J.E. Edinger Associates, Inc. is performing lake modeling.

Reservoir provides 20 million gallons per day for roughly 200,000 users.

Project includes photographs at bridge and roadway conduits and crossings.

General Discussion

Septic systems – Try to find location maps. Maps of sewer systems will define areas without active septic systems.

Important issue, high fecal coliform levels noted in Crum Creek by Art McGarity.

Swarthmore College Summer Project Update (AMG)

AMG distributes Progress Report.

Quality Assurance/Quality Control (QA/QC) program submitted to USEPA, 2nd draft re-submitted, anticipating approval (for laboratory at Swarthmore College).

Decision Support Modeling being developed by AMG. Helps user to consider cost, public opinion and concerns, and define solutions for improvement that are affordable.

Committee at Swarthmore College established to manage Crum Creek Woods around college.

Ecologist (staff, alum) uses woods on College property to teach his students. There is concern for protection of the woods.

Develop a Master Plan for Swarthmore College (zoned institutional).

There is talk about athletic fields on nursery for Scott Arboretum.

Footbridge is proposed (would cross wetlands).

Committee will create ecological inventory to help with land use planning.

Exceptional Value (EV) Petition (MHM)

Submitted by Mary McLoughlin of Willistown Conservation Trust.

Results not favorable. DEP sampled macroinverterbrates the 3rd week in May 2000.

There is a permit application for a proposed 50,000 gpd wastewater treatment plant.

The Upper Crum is currently classified as a cold water fishery.

No EV-level results in Upper Crum except Malvern Prep branch.

No other Upper Curm locations even got High Quality results.

Emphasizes need for restoration.

Could petition for EV via other routes.

Role of Crum Creek Watershed Partnership

Chester Ridley Crum Watershed Association (CRCWA) active 30 years.

How is CCWP different?

Make up is different – Municipalities, EACs, PSWC.

More specific agenda.

CRC is community and education based.

Propose that we ask CRCWA what growth they have seen last 10 years.

Guidance For EACs (Jeanne Barret-Ortiz, PEC)

PEC provides founding guidance for EACs.

PEC emphasizes that EACs get municipalities involved in watershed studies.

PEC is a resource for information about what’s happening in other EACs.

PEC can help EACs to get set up and establish an agenda.

Need watershed maps for each municipality.

In Lower Delaware, eight EACs came together to draft a conservation plan, with help from the Heritage Conservancy.

Also there was much coordination in Darby Creek.

General Discussion

USGS maps are the best base maps for each municipality or member to use for watershed planning.

Ridley Township does not have an EAC.

Easttown Township does not have an EAC.

Eddystone – Pat Rodden, Treasure has been contacted and will take CCWP Questionnaire to the Borough council.

DEADLINE for Questionnaires to be submitted – end of December 2000.

Try to come up with BMP demonstration locations. Jane Rowan will develop a short list of BMPs (and/or locations).
