Sub: Tender for supply of Track Suits during the year 2016-17
Sir,
Sealed tenders for the supply of track suits shown in the attached statement are invited by the undersigned on behalf of the Navodaya Vidyalaya Samiti, Regional Office,Shillong.. The last date for submission of completed tender forms in the office is 26.07.2016 (upto 12:00 noon). Tenders must be submitted either by hand/registered post in sealed cover and the envelope containing the same is to be marked as “Tender for Supply of Track Suits” and addressed to the Deputy Commissioner, Navodaya Vidyalaya Samiti, Regional Office, Shillong and not by name. The tender will be opened in the office of the undersigned at 2.30 P.M. on 26.07.2016 in the presence of all tenders if they so desire.
1. The tenders shall be submitted according to the terms and conditions specified below from SL 2 to 24.Unless specified otherwise in the tender, it shall be construed that the terms and conditions stipulated here under have been agreed to by the tenderer. One sample of each article of Track suits as per specification given in Annexure A is to be submitted in the office in a sealed cover superscribed as “SAMPLE OF TRACK SUIT” is to be submitted and the same will not be returned back.
2. The tenderer must be owner of registered firm/manufacturer/authorized dealer of manufacturer for which proof must be attached.
3. The rates quoted should be inclusive of all raw materials, taxes, like TT/CST/Excise Duty/Vat. Freights & Packing etc. Payment will be made on receipt of the material by JNV, Ri – Bhoi (the collection / distribution centre)
4. The Income Tax will be deducted from the supplier’s bill as per Income Tax rules.
The rates should be F.O.R. Jawahar Navodaya Vidyalaya, Niangbari, Ri-Bhoi District (Meghalaya).
5. There should not be any over writing or corrections in the tender. If a figure is to be amended, it should be neatly scored out, the revised figure be written above and the same be attested with full signature, seal and date. Otherwise, the tender is liable to be rejected.
6. It would not be binding upon the authority to accept the lowest tender .The authority reserves the right to accept the tender in whole or in part keeping in view the quality of sample submitted i.e for all the articles or for any one or more articles specified in the attach statements.
7. On acceptance of the tender, it will become a contract and the contractor shall be bound by the terms and conditions of the tender.
8. (a) A sum of Rs.10,000/- (Rupees Ten Thousand only) in the form of Demand Draft in the name of Navodaya Vidyalaya Samiti, Regional Office, Shillong must be paid along with the tender as Earnest Money Deposit. In the event of acceptance of tender the amount of earnest money will be adjusted against security deposit. If the demand draft for earnest money is not found enclosed with tender form, the tender will be summarily rejected.
9. A sum of Rs. 500/- in the form of Bank Draft payable at Shillong in the office name of “Navodaya Vidyalaya Samiti, Regional Office, Shillong” must be paid as processing fee ( Non-refundable).
10. The earnest money of those firms whose tenders are not approved will be refunded within 15 days.
11. The security deposit will be forfeited in the event of failure to comply with the supply contract.
12. The security money will be 10% of total value of the order. The balance of security money after adjustment of earnest money will have to be deposited by the party at the time of signing of agreement. This process will be done in the event of acceptance of tender and approved firm will be intimated accordingly.
13. In the event of acceptance of the tender and placing of the order for purchase, the article supplied will be verified by a duly constituted committee and if the quality and specifications of the items are not found in accordance with approved sample, the competent authority i.e Deputy Commissioner, NVS (RO), Shillong reserves the right to reject the material and forfeit security deposit or imposed of financial penalty which will be deducted from the bill of the supplier, firm straightaway.
14. If the supplier fails to supply the articles within the stipulated time period of 15 days and there is a delay in supply, a penalty amounting to Rs. 500/- (Rupees Five Hundred only) per day can be imposed for the period of delay subject to maximum of one week. Thereafter, the undersigned shall have a liberty to procure the articles from the open market and get the supply completed. The difference of excess payment, if any, shall be deducted from the earnest money / security deposit and in case the amount paid is more than the security deposit, the excess amount will be recovered from the supplier/ firm. However, the competent Authority reserves the right to condone the delay in case of exceptional circumstances / condition only.
15. The security money will also be forfeited if the tenderer fails to supply items required as per order or any breach of contract.
16. The rates quoted by the supplier shall be valid upto 31. 03. 2017. No amendment in the rate during the period of execution of the contract will be accepted.
17. The undersigned reserves the right to reject any or all tenders without assigning any reason thereof.
18. On acceptance of the tender it will become a supply contract and the tenderer shall abide by the terms and conditions of the tender given herein apart from signing an agreement subsequently.
19. The tenderer should submit the income tax and sales clearance certificate as on 31. 03. 2016 from the competent authority along with the tender. Income tax at source as applicable will be deducted from the bill and will be deposited with the income tax authorities.
20. The tenderer should communicate the acceptance of the award of tender in writing within 02 days from the date of receipt of work order failing which the earnest money deposited along with the tender, will be forfeited and the work order will be placed with the next approved bidder and the difference of the rates will be recovered from the lowest tenderer.
21. Mere quoting the lowest rate does not confer any right for the tenderer to place the work order with them. The decision of the Deputy Commissioner,NVS RO Shillong shall be binding. The tender should be submitted in the prescribed tender form itself in Annexure Ĕand no addition or alteration will be permitted.
22. If the tender firm is a SSI Unit / Govt. Agency and needs exemption towards depositing the earnest money and cost of tender, Attested Certificate is required for seeking such exemption issued by GOI.
23. In case of any dispute, court jurisdiction is subjected to Shillong.
24. The tenders which do not comply with the above conditions are liable to be rejected.
