FESTIVAL 2014

OBJECTIVES:

1)  To promote and develop Clark and Pampanga as the ballooning capital in Asia;

2)  To foster unity and friendship among balloon pilots and balloon followers;

3)  To attract more visitors into Clark and the province of Pampanga thru marketing and development of major activities such as ballooning and other air-sporting activities;

4)  To generate economic activity in and around Clark thru travel and tourism; and

5)  To raise large sum of money for various charity missions.

HISTORY OF THE PROJECT:

The project commenced in 1994 when then Secretary Mina Gabor commissioned Korean businessman and hot-air balloon pilot, Mr. Sung Kee Paik, and British Airways General Manager, Mr. John Emery, to consider the staging of a balloon fiesta in the country similar to the ones mounted in countries like Japan, United States and Europe. The tandem together with Sec. Gabor then met up with Regional Director Ronaldo Tiotuico to explore the potential of the project. After scouring the length and breadth of the region, the group decided to lay their stakes at the Clark Parade Ground and later at the former US Air Force facility, Clark Freeport Zone in Pampanga for the holding of the ballooning event.

And so the first hot-air balloon fiesta was held in the same year with some 21 balloon pilots from 10 countries participating plus a lone entry from the Philippines with the Department of Tourism, the Hot Air Balloon Club and British Airways as organizers. The ultralight planes became part of the event. In 1995, participation grew to 27 balloons including a basketless one-man balloon and two entries from the Philippines. In 1996, the tourism department requested Capt. Joy Roa of Air Ads, Inc. who is himself a balloon pilot, to take over the responsibilities of organizing the fiesta. The event was enlarged to include other aero-sport activities such as sky diving, aerobatic stunts and precision maneuvers courtesy of the Blue Diamonds and later the Red Aces of the Philippine Air Force, paragliding, motorized hang-gliding, remote controlled model aircraft (aeromodelers) and kite flying. In 1999, the festival was cancelled due to financial difficulties. In 2000, organizers pooled their resources together to come up with a good show with some 12 balloons doing their aerial stunts plus a total of 18 light planes from Thailand, Japan and Singapore participating in an air rally that was to become a regular feature of the fiesta.

The year 2003 saw the participation of some 19 balloons from Malaysia, Korea, Japan, Germany, United Kingdom, Sweden, Holland, Czechoslovakia and the Philippines. For the first time, special shaped balloons such as the flying newspaper from Korea, the big dog from Japan and Festo Airship, owned by a company from Netherlands, took part in the event.

Every year thereafter, the event never ceased to attract no less than a hundred thousand spectators based on ticket sales with more than 400 trade/exhibit booths plus a host of other similar field demonstrations like car shows and on-site tethered ballooning.

In November 2013, Clark Development Corporation, upon consultation with Capt. Roa, decided cancel the ballooning event in 2014 due to lack of time and to prepare for the holding of a much bigger event in 2015. And so, Regional Director Ronaldo P. Tiotuico of the Department of Tourism – Region III decided to take the cudgels and pursue the conduct of the same in 2014.
