Child and Adolescent Mental Health Services (CAMHS)

Service Levels:
Child and Adolescent Mental Health Services work with children from 0 to their 18th birthday and their families. They are commissioned across 4 Tiers of service as detailed in the diagram below:
All CAMH services can support transition into adult services, however the 18th birthday cut off for CAMH services and the higher thresholds for access to adult mental health services is a nationally recognised issue. The introduction of IAPT for adult services has gone some way to addressing the threshold issues, however young people’s willingness to access services via a GP remains an area to be considered and addressed locally.
CAMHS - Services Commissioned for Kensington and Chelsea
Tier 2 Services
Tier 2 CAMHS services in Kensington and Chelsea are currently under review in the context of the wider social care and ‘early help’ service re-structures and introduction of the community budgets programme.

Primary Mental Health Worker Service

Referrals accepted for residents of LBHF and RBKC including self referral
Offers counselling and therapeutic services for children, young people, adults and families:
- To identify local Child and Adolescent Mental Health (CAMH) services and referral processes
- Parenting issues
- Transitions: i.e. birth of a child, challenge of teenagers
- Family separation
- Bereavement
- Abuse and violence
- Mental health concerns
- Relationships
- Bullying, exclusion and school related issues
Other Tier 2 Services
Schools
Many schools commission their own in-house counselling services. Individual schools will be able to give information about the services they have available to support the emotional and mental health needs of their pupils.
Tier 3 Services
Tier 3 services are provided by Central and North West London Mental Health Foundation Trust. They are currently undergoing internal re-organisation and locations may therefore change in the future. Current services are as follows:
Parkside Child and Family Clinic

Serves residents in the north of the borough and includes adolescent ‘walk in’ provision.

Child & Family Consultation Service, Violet Melchett Clinic

Serves residents in the south of the borough (no psychiatry)
Referrals to all services are accepted from GPs and local services. Children must be resident in RBKC.
Advice and case consultation is available to all professionals by calling the service. These multi-disciplinary team of mental health professionals work with children and families with serious and complex needs - e.g. depression, self-harm, ADHD, psychotic disorders, serious behavioural difficulties, learning disabled children with mental health issues, etc.
Dental Public Health Team

Provision:
Key Focus on oral health improvement for children implementing the three priority areas within the North West London Child Oral Health Improvement Strategy:
- Making oral health everybody’s business – delivering training around consistent oral health messages; making every contact count.
- Increasing exposure to fluoride – increasing use of fluoride toothpaste, fluoride varnish in dental practices and on an outreach basis.
- Integrating oral health in other public health and children’s programmes – including within schools.
Local implementation plan includes the following actions relevant to schools:
- Training school nurses, health visitors, locality teams, outreach teams children’s centre staff, QPR in the Community Trust health officers, Community Champions to deliver consistent oral health messages.
- Promoting of healthy eating and good lifestyle practices e.g. brushing teeth twice a day with fluoride toothpaste
- Improving access to dental practices
- Fluoride varnish applied on an outreach basis in targeted schools
- Toothbrushing programmes in targeted schools
- Working with the Oral Health Promotion Team, Community Champions, Schools, Early Years Settings, Health Professionals, Voluntary Organisations and commercial health and oral health partners collaboratively to improve oral health.

Provision:
The Haven Paddington is one of three sexual assault referrals centres in London.
The Havens provide victims of sexual assault access to:
- Medical care and advice
- Counselling
- Practical and emotional support
The Young Person’s Worker can deliver sexual violence sessions to schools and youth organisations. The sessions are aimed at young people aged 13-18 years old and cover the issue of consent and the myths around rape/sexual assault.

Provision:
Health Education Partnership have been commissioned by Public Health to coordinate the Healthy Schools Partnership across the three boroughs.
The following support is available to schools:
- Advice and guidance to renew Healthy School Status (Bronze award) by completing the Healthy Schools Partnership Review Tool.
- Consultation processes and access to local data for any schools wishing to move on to Healthy Schools Silver and Gold awards.
- Signposting to free practical guidance and training opportunities from the Healthy Schools Partnership of local organisations.
- Access to additional support of specialist advisers from Health Education Partnership regarding healthy eating and catering, physical activity, PSHEE and emotional health and wellbeing.

The Hidden Harm project engages children and young people between the ages of 5-18 years old who have been affected by parental substance and/or alcohol misuse. The Hidden Harm project has been developed as a response to a growing body of research that suggests up to 2.6 million children and young people have been affected by parental substance misuse in the UK.
- Provide on-going consultation to all professionals within Schools and Social Services with regards to the Hidden Harm Agenda, substance misuse and the importance of both early identification and early intervention of those affected by parental substance misuse.
- Provide specific Hidden Harm and parental substance misuse training tailored to the needs of organisations. Training can be delivered as a whole day or half day package suited to Inset days.
- Children and young people offered evidence based therapeutic interventions designed to improve outcomes in key health and development areas as well as building resilience, reducing isolation and developing social support networks for children and young people affected by parental substance and/or alcohol misuse.
- One to one and group interventions designed to support children and young people.
- Children and young people offered opportunities to take part in social activities.
- Parental consent for child/young person to engage in the project.

Provision:
'Saving Londoners' Lives' (SLL) is open to all London schools and completely free of charge. SLL allows schools to teach their pupils how to save a life according to a sustainable model, at no cost to the school. You are able to receive the following completely free of charge, which will enable you to set up the project and continue to run it year on year at no cost:
- Instructor training for school staff in Emergency Life Support (ELS) skills from St John Ambulance, including additional new teachers in following years if needed
- Supply cover for up to 4 teachers for initial teacher instructor training days
- Annual ELS skills refresher courses for school staff
- Medical student support for teachers in the classroom
- Certificates for pupils
- Heartstart UK schools training pack (includes DVD, poster and other teaching materials)
- British Heart Foundation grant for resuscitation equipment (for a class of 30 they will supply 10 manikins worth around £1,500 for a class of 30)
- Public liability and personal accident insurance
- Affiliation to Heartstart UK and on-going support from community resuscitation experts.
Heartstart UK is an initiative co–ordinated by the British Heart Foundation to teach members of the public what to do in a life threatening emergency, and is a nationally recognised model for ELS skills training. For more information on the project please go to our website

The school nursing teams see children and young people between 4 to 19 years of age who attended schools in Kensington and Chelsea, Hammersmith and Fulham, and Westminster.
School nurses have two main roles:
- to give confidential advice, care and treatment to young people and their parents and/or carers
- to look after and protect a young person's physical and emotional health
The school nursing teams deliver a range of programmes including:
- developmental screening including height, weight, vision and hearing
- administering immunisation programmes
- health and sex education
- management of children with special needs
- the Healthy Child programme (available to all pupils attending state schools)
- safeguarding children

Provision:
Rethink Mental Illness Young People's Team offer a free Mental Health Awareness Course to all secondary schools. The aim of the session is to challenge misconceptions around mental illness,
The session will provide the young people who attend:
- An understanding of why mental health is important and what this means for them.
- Key tips on how to look after their own mental health.
- Advice on what to do if their worried about their own mental health.
- Key tips on what to do if they are worried about a friend or family members mental health.
All officers delivering the training are CRB checked and have received local safeguarding board training. Sessions can cater for between 8 to 30 young people and all materials and resources are provided.
Rethink can also provide a targeted Emotional Health and Wellbeing Programme for small groups of young people in school.
