MINUTES

MINUTESof the Annual General Meeting of the SWD Sport Council that was held on Friday 8 June 2007 at 18:00 in the Conference Hall, Civic Centre, George.
1OPENING & WELCOME : The chairperson, Mr Goliath Munro, opens the meeting with a prayer and mr Kidron Kaboni welcomes all the members and delegates to George. A special word of welcome to the DCAS delegate, mr Jean Neethling. An apology is offered for the absence of mr Bennett Bailey by mr Munro.
2ATTENDANCE REGISTER/APOLOGIES : 18 Affiliates attended [see attached attending register that was circulated]. Apologies received from : SWD Action Cricket[C Reynolds], SWD Rugby [T Paremoer], SAFA Central Karoo Soccer [L le Roux], Disabled Sport [D Schoeman & B Henning], Beaufort West Sportforum [T de Klerk] and Dirk v d Westhuizen [DCAS].
3SCRUTINY : DELEGATES’ CREDENTIALS : The secretary report the credentials received.
18 members responded. This constitutes a quorum. A special word of welcome was extended to SAFA Central Karoo. Mr Jean Neethling asked that a letter of dissolvement being handed in by the late SWD Soccer Association of which members of the new SAFA structures were than executive members. Until the necessary documents are received, they will only be seen as temporally members.
4READING OF THE NOTICE OF THE AGM : The secretary read the official notice of this AGM.
5SUBMISSION & ADOPTION OF PREVIOUS MUNUTES : The minutes of the previous AGM [9 June 2006] have been circulated and is accepted as been read. The minutes were adopted. Proposed : F Muller [SWD Aquatics]. Seconded : D Speelman [SWD Baseball]. From the minutes the chair reacted to point 7: SWD Rugby: No rival sport codes will be accepted, only the sport codes acknowledged by SASCOC.
6SUBMISSION, DISCUSSION & ACCEPTANCE : Chairman’s Report. The vice chairman mr Albertus Kennedy, takes the chair and present the chairman, mr Munro, to deliver his report [attached]. In the discussion the following matters were raised :
- Committees: The secretary express his concerned on the selecting of standing committees of the SWDSC. People are forced into accepting selection onto this committees of which they don’t know much or have no interest in. This than lead to this committees never getting of the ground. He suggested than the EXCO find interested capable people for this committees and asked them to form this committees in calibration with the EXCO or MANCO. The committees will than be circulated to all members. This was accepted unanimously.
- PROCOC: Mr Rudi Claassen from SWD Cricket expressed his concern with the fact that no or very little input was given by the federations. Mr Munro answered by explaining the situation. Himself is unhappy with the opportunities for input given. It was mainly driven by School Sport of the WCED although they shared a secretariat with DCAS. He felt that sport councils should be part of this.
The report was accepted. Proposed: Rudi Claassen [SWD Cricket]. Seconded: G Titus [SWD Baseball].
7SUBMISSION, DISCUSSION & ACCEPTANCE : Financial Report: The chairman explained to the meeting the situation. Mr Japie v d Linde explained his situation that have changed dramatically with his election as mayor of the Greater Central Karoo. He left the education and found it very difficult to pay his full attention to his responsibilities as treasurer. This was the first time in many years that an audited financial statement been presented to the AGM. He then lead the meeting through the 2007 statement and time for questions were offered. The interim financial statement was tabled by mr Dave van der Walt. Die voorstel dat die vervoerkoste aangepas word na R2/km word algemeen aanvaar. After he reacted to questions, the financial statement for 2007 [attached] was accepted. Proposed: Christel Johannes. Seconded: Keith Crecthley [SWD Squash]. The balance as reflected in the bank is R27025,82.
8MOTIONS : SUBMISSION & DISCUSSION : No Motions was received but the contradictory clause on the election of office bearers for the schools and disabled sport should be adjusted.
9ELECTION OF OFFICE BEARERS : The chairman explained that according to the constitution 50% of the members of management [EXCO] must be up for election. An analyses was circulated and the following persons were elected/nominated :

- Disabled Sport: L van der Merwe and Dennie Schoeman.
- DCAS [ex officio]: Dirk van der Westhuizen
10APPOINTMENT OF AUDITORS : The chairman explained why the accepted auditors were not used this year. He also suggested that the treasurer in conjunction with the MANCO appoint a suitable auditor in Oudtshoorn for convenience sake. Accepted. The new signatories for the bank account is: G Munro [Chairperson], C Johannes [Treasurer] and DJ van der Walt [secretary]. Mr J v d Linde will be replaced.
11CONCLUSION : Me Christel Johannes thank all the people that attended. She also thaned the GeorgeMunicipality and mr Kidron Kaboni for the facilities and the refreshments. The meeting adjourned at 19:50.

- OBJECTIVES FOR 2008 / 2009
List your Federation’s objectives for 2008/2009, with special emphasis on establishment of clubs in historically disadvantaged areas; increase of female participation and integration of disabled people within your federation. This must correspond with projects identified under Section B.
The main objective of the SWDSC for this period of time will be to built out the administration of the SWDSC, to promote sport in this area, to establish a permanent development component to handle transformation, to promote woman in sport, to streamline the dispute resolution committee, to organise courses for administration of the federations in the SWD, to get all the sport federations and municipal sport councils to join the SWDSC and to develop the farm workers component.

5.1 Brief event history:
SPORT AWARDS
This is will be the 5th time that this event will be staged in the SWD. It has grown in stature and numbers and the level of participants are of a high standard. The idea is to rotate it between the major towns/cities of the SWD/SC
The local DCAS [SWD] has played a major role in this staging of this event since its inauguration.
LEGENDS AWARDS
This will be the first time that the legends of SWD/SC will be honoured. This is long overdue in this region.
