Gerd Ferdinand Kirchhoff, Prof. Dr. jur. (* 1939 in Iserlohn, Germany) , Professor of Victimology in Tokiwa Graduate School of Victimology (Dr. and Master) in Mito, Japan ,and Professor (em.) for Criminal Law, Criminology and Victimology of the School of Social Studies Hochschule Niederrhein, Moenchengladbach, Germany. He studied philosophy, literature and theology (University in Bonn) and continued his academic studies in the Law Schools of the universities in Cologne and Munich. He acquired the “Qualification to be a Judge” in 1969 and the Diploma of the Academy of Administrative Sciences in Speyer, Germany.
He received his doctorate from the Law Faculty of the Justus Liebig University in Giessen, Mentor Prof. Dr. Anne Eva Brauneck. His doctoral dissertation is an empirical study on Hidden Delinquency of Minors in Germany (with replication).Supported by a grant of the German Academic Exchange Service DAAD, he studied for a year in the Graduate Program of Criminology of the University of Pennsylvania in Philadelphia, USA (Mentor Prof. Dr. Marvin E. Wolfgang).
Career in Victimology:
Prof. Dr. Kirchhoff learned about Victimology in a seminar from Marvin E.Wolfgang in Phialdephia 1970. He started to teach victimology in 1973. He was invited to the seminal “Bellagio Institute” 1975. In 1976, he actively participated in several events that became important in the development of victimology in the USA: he taught the first graduate seminar in victimology in Western Michigan Univerity ever, presented a paper on Hiddem Sexual Victimization in the 2nd WSV Symposium in Boston, USA and attended the foundation of the National Orgabnization for Victim Assistance USA in Fresno. He was appointed Special Advisor to the President of the3rd International Symposium on Victimology 1979 in Muenster, Germany. Co-Founder of the World Society of Victimology, he was soon elected member of the Executive Committee of the World Society of Victimology, served 15 years as WSV Secretary General, 3 years as WSV President and is currently Treasurer of the society. For twelve years, he edited the “WSV International Newsletter”. In Germany he taught victimology, criminology, criminal law and social work, especially in the field of Juvenile Delinquency, and Prison Work. He was elected Dean of the School of Social Studies in Moenchengladbach where he taught for 33 years. He was the driving motor behind a groundbreaking study reform of social work integrating theoretical and practical studies in social work. He was consultant for several victimology study programs abroad. His research projects often involved participation of students.
He founded and initated the first German Diversion Program in Juvenile Justice which became very successful. He directed one of the first Victim – Offender – Mediation Programs for Adult Offenders in Germany. He evaluated the Victim Compensation Program in the German state Northrhine-Westphalia and evaluated an innovative training program for decision makers in state victim compensation. He initiated and directed a Study-Abroad Program with the Western Michigan University Department of Sociology financed with the German Academic ExchangeService DAAD, with some forty students participating in a period of eight years.
For three terms, he lectured in the Graduate School of Penal Sciences of the University in Sarajevo, the first lectures in victimology in Bosnia I Hercegovina. For a year, he was Visiting Professor at Western Michigan University Department of Sociology where he taught the first victimology graduate seminar at his university ever. He served as Visiting Researher at the Criminal Justice Department of the Uiversity of North Carolina in Charlotte, NC, USA.
He is co-founder and Cop-Director of the Inter University Center Dubrovnik (Croatia) Postgraduate Course in Victimology, a postgraduate course in victimology that had 31 reunions to date (2015). This course produced about eight hundred graduates. He co-organized victimology postgraduate courses in Africa (Johannesburg, Cape Town) and in Tokiwa University, the home of now 15 Asian Postgraduate Courses in Victimology (convened in Mito, Jakarta, New Delhi and Perth forthcoming). In 2009, he organized as Chair of the Scientific Committee the academic program of the 13th International WSV Symposium on Victimology in Tokiwa University, an event with about 250 scientific papers presented. He participated actively in all of the 16 International Symposia on Victimology except one (Japan 1982).
He is Honorary Member of several international victimologicalsocieties (Serbia, Mexico, Argentina) and has published about ninety articles, mainly in peer reviewed journals and readers. He published (as author or co-author) or co-edited six books mainly in victimology.
In 2014, his victimological work was honored with a Festschrift “Establishing Victimology”containing contributions of about 40 leading international victimologists. He has lectured in numerous countries and in the last year has given invited papers in conferences in Croatia, Germany, India, Japan and in Korea,and was leader of WSV delegation to a UN Conference on Femicide in Bangkok 2014.
In 2003, he was invited to join the Graduate School of Victimology and the Tokiwa International Victimology Institute where he wrote a monograph on “What is Victimology” (2005). In Mito, he conducted empirical research on the relationship of stress and victimization of homeless, on elderly victimization and on hidden sexual victimization in Germany and USA. Since 2003, he lives in Mito, Japan and works in Tokiwa University.
He was/is mentor of three doctoral dissertations (Barkhuizen, James, Kim) and a MA theses (Ali) as well as coreferent of another master thesis (Pandian). He mentored numerous diploma theses. He served as referee for more than ten scientific journals and was asked to serve as an evaluator for various numerous external hiring committees (in Israel and Souith Africa). He was called as Out-of-State Referee in doctoral dissertations in South Africa (3) and India (1).
His main experiences are in victimology, in study reform projects and – in the last ten years – in establishing graduate programs in victimology.
