Current Fee Schedule

Building PermitAll applications for a building permit shall be accompanied at the time of submission by a non refundable fee of $25, plus an additional fee of $5 per thousand dollars ($1000.) of construction Value to cover the costs of administration and inspection.

ShorelandAll applications for a permit shall be accompanied at the time of submission by a nonrefundable fee of $50. An additional fee of $5 per thousand dollars ($1000) of construction costs or $250; whichever is greater shall be paid and placed by the town in an escrow account to cover costs of administration, review, and inspection. Additional fees may be required of the escrow fund if it’s not sufficient to pay all expenses incurred. Upon request, the town will provide an accounting of the escrow to the applicant. Any unexpended balance shall be returned to the applicant following the completion and final inspection of the premises.

Subdivision

Each initial submission for subdivision plan and application review shall be accompanied by a non-refundable fee of $200,plus $50 per lot or unit, payable to the Town of Monmouth,Maine to cover Planning Board administrative costs.

Applications to review revisions to approved plans shall be accompanied by a non-refundable fee of $100 plus $50 for each lot affected by the revision.

The fee for an application review of an after the fact subdivision shall be double the above stated application review fee.

Pursuant to section 2.4 of the Town of Monmouth Comprehensive Development Ordinance, the Board of Selectmen authorize the Code Enforcement Officer and/or the Planning Board to collect from each applicant for a permit, funds for deposit in a Review Escrow Account at the time an application is accepted or when the Code Enforcement Officer and/or the Planning Board determines that funds are necessary. The monies shall be made by check payable to the Town of Monmouth, Maine, and shall be deposited in a special line account which is separate and distinct from all other municipal bank line accounts. These funds or portions thereof may, from time to time, be used by the Town, at the request of the Code Enforcement Officer or the Planning Board at his/its discretion for purposes which relate directly to the review of an application. Such services may include, but need not be limited to; mailing costs, code enforcement inspection services, consulting engineering fees and other professional consultants fees (e.g. for review of storm water and phosphorus control plans), architectural fees, attorney fees, recoding fees and appraisal fees. All such fees must relate to the review of the application pursuant to the review criteria and standards of the Monmouth Subdivision Ordinance and the laws of the State of Maine, and in addition, may be used for the conducting of special public hearings related to the Planning Board review of the application.

The Town Manager shall provide the applicant with an accounting of this account within 10 business days of a request and shall refund all of the remaining monies in the account upon the payment of all costs and services related to the Code Enforcement or Planning Board review. Such payment of remaining monies shall be made after the Code Enforcement Officer issues a Certificate of Completion, or no later than 90 days after the denial of the application. In the case where the permit approval requirescontinued inspections, funds shall be held to cover any necessary future inspection costs and the developer/owner shall deposit additional funds as required to cover costs.Refunds shall be accompanied by a final accounting of expenditures from the fund. In the event that the costs of such services and proceedings associated directly with the application exceed the amount of the additional fee assessed according to the above formula, the Town shall bill the applicant for the actual additional costs, and the applicant shall pay the additional costs in full prior to receiving final approval.

Street and RoadA non-refundable fee of thee hundred dollars ($300), payable

to the Town of Monmouth, shall accompany the application to

cover administrative costs

In addition to the application fee, there shall be a payment of

one thousand ($1000) for each mile of roadway, or portion thereof, proposed for acceptance. This portion of the fees shall be known as the Street and Road review escrow account. The monies shall be made by check payable to the Town of Monmouth and shall be deposited in a special bank account which is separate and distinct from all other municipal bank accounts. These funds or portions thereof may, from time to time, be used by the Town for the purposes which relate to the review of an application. Such services may include, but need not be limited to; clerical costs, code enforcement services, consulting engineering fees, attorney fees, and recording fees. All such fees must relate to the review of the application for acceptance pursuant to the standards of the Monmouth Street and Road Ordinance, and in addition, may be used for the conducting of public hearings related to the review of the application.

Site Plan

Each initial application for a site plan review shall be accompanied by a non-refundable fee of $150 for minor developments and $300 for major developments.

The town clerk and a copy of a receipt for the same shall accompany the application.

Residuals Ordinance

The applicant shall pay an initial application fee of $600.00 to the town to cover the direct costs of reviewing the application,

giving notice to abutters and the public, and administering town oversight of composting or utilization activities for the first year of site utilization.Beginning in the second year of site utilization, the applicant shall pay $300 to the town per year to cover these same direct costs, for as long as site utilization is ongoing.

Solid Waste Flow Control Ordinance

The Select Board may establish, by order, a schedule of license fees to be charged to commercial refuse collectors for the use of the disposal facility which schedule shall be posted and published. All fees collected shall be for the use of the Municipality. Any license granted hereunder may be revoked upon any violation of this ordinance.

Board of Appeals

All applications to the Board of Appeals shall be accompanied

by a Non-Refundable fee of $25.00, plus the cost of mailings

and any other notifications needed.

Earth Moving

All Applications pursuant to the Town of Monmouth Comprehensive Development Ordinance 4.1.2, a $25 fee must

accompany the application.
