  • Update of the SATCOM SARPs Manuals and standardisation of the future SATCOM systems (taking into account the performance requirements derived under WP Item 10):
  • progress the update of the SATCOM SARPS to include in a more stringent performance requirements.
  • Application of PBCS principles and validation and verification of capability
  • oversee the development of new parts of the ICAO SATCOM Manual to capture the new systems (INMARSAT Precursor and Iridium Next), and
  • coordinate as required with the EUROCAE and RTCA SATCOM activities.

Joint OPDLWG and DCIWG Tasks
  • Jointly with OPDLWG (and with support from the ATMRP,RPASP IMP, FSMP and other Panelsand industry groups as needed), development of a roadmap for the future data link communications in support of the GANP update (including information on dealing with mixed environment (OSI, IPS and non-equipped a/c) and the steps to be taken until full deployment of future communication systems (using all media).This shall include:
1) transitional aspects and regional coordination
2) rationalization of the COM infrastructure,
3) monitor and report on the implementation status of COM systems
4)development of guidelines/recommendations for decommissioning of obsolete/redundant COM systems, / On-going with first edition by

  • In coordination with the AVSEC Panel and others as needed), establishment of technical provisions to meet security requirements for the COM aspects (considering the operational requirements). Initially this will involve the development of a security technical framework, raising questions on security policy and operational issues for consideration by other panels, ie; AVSEC, RPASP, IMP.

  • In the light of technological developments, the DLIWG and OPDLWG, (and with support from the ATMRP and IM Panels in ICAO and industry groups as needed), shall work together on the consideration of the operational aspects and development of operational material (performance based requirements) for future services This shall include:
A)Update PBCS manual with performance based requirements for future services, in alignment with Job Card CP-OPDLWG.002.01. (add note to say beyond ATNB2, perhaps reference Class A services )
B)If necessary, update of GOLD with operational services and procedures beyond ATN B1 in alignment with Job Card CP-OPDLWG.001.01. / 2020 / CP-OPDLWG.001.01

Development of a concept of operations and a transition roadmapfor future voice communications (when the role of datalink increases significantly and could potentially become the primary means of communication) for different airspaces, considering:
1) migration aspects (from voice primary to data primary),
2) definition of functional and performance requirements for future voice com systems including consideration of required performance for digital voice for the a/g side, and
3) rationalisation of spectrum requirements.
4) Update of PBCS Manual and Gold as required.
  • Deliverable – Document for publication. This document will be reviewed regularly.

Coordination with other Panels
  • Coordinate with and provide support to the Remotely Piloted Aircraft Systems Panel (RPASP) in relation to: 1) command/control links, 2) ATC-Pilot Communicationand 3) other non-payload communications.
