Bids are hereby invited from suitably qualified and experienced organisations/consortia in terms of Section 83 of the Municipal Systems Act, Act 32 of 2000 (as amended) and Sections 110 and 112 of the Municipal Finance Management Act, Act 56 of 2003 for the following:

APPOINTMENT OF A PANEL OF SERVICE PROVIDERS TO CONDUCT MFMA TRAINING COURSE FOR A PERIOD OF THREE (3) YEARS

Acceptable bids will be evaluated by using a system that awards points on the basis of 90/10 preferential point system of which 90 is for price and 10 is for BBBEE points.

Bid documents are obtainable from Monday 9 November 2015 (bid documents need to be reserved prior to the purchase if they will be collected on briefing session day) at the Office of the Executive Manager: Finance (CFO) at the Lister Clarence Building, 221 Murchison Street, Ladysmith in Room 206. GENERAL VALUATION AND PREPARATION OF A VALUATION FOR IMPLEMENTATION 1 JULY 2017

PRE-QUALIFICATION

• At least 5 years experience as a Professional Valuer or Professional Associated Valuer (no restrictions) with proven compliance and completion of General Valuation contracts with traceable references and with a valid registration with the SACPVP (0-3 years= 10 points, 4-5 years – 20 points)

• Representation as a Valuer on not less than 2 Valuation Appeal Boards (10 points)

• At least 5 years experience as a Municipal Valuer of a similar size and complexity with traceable references (0-3 years= 5 points, 4-5 years – 15 points)

A non-refundable deposit of R500.00 per document, payable in cash or by bank guaranteed cheque made out in favor of the Emnambithi/Ladysmith Municipality, is payable prior to the collection of the bid documents.

Bidders need to make reservations for the bid document prior to the purchase and all reservations need to be made before THREE days before the briefing date, failure to make reservations of the document before the stipulated time will result in no document being sold to the bidders.

BID SUBMISSION

Sealed bids with the contract number and description of the bid endorsed on the envelope, with the bidders’ details clearly indicated, must be deposited into the bid box located on the first floor of the Lister Clarence Building outside Room 106, 221 Murchison Street, Ladysmith on or before the closing date and time. Bids received after the said closing date and time and not clearly marked as prescribed, will not be considered. Facsimile and emailed bids will not be accepted.

Bid documents may only be submitted on the original bid documentation that is issued.

The following documents are mandatory:

1. Municipal Rates and Service charges Statements where the company is located.
2. Valid Tax Clearance Certificate for each company.
3. BBBEE Certificate/JV BBBEE Certificate if the company is a joint venture.
4. Joint Venture Agreement if the company has entered into a joint venture and specifying the name of the signatory in the JV.
5. Entity’s copy of Registration with the Registrar of Companies, Close Corporation
6. Profile of members of the Implementing Agent with their qualification.

The successful Bidder will be required to enter into a Service Level Agreement with Emnambithi/Ladysmith Municipality. The bidder or a person who is directly employed by the bidder and is suitably qualified and experienced to comprehend the implications of the work involved must represent the bidder at the compulsory briefing session. Failure to attend the compulsory briefing sessions will invalidate your bid.

PLEASE NOTE:

1. BIDDERS ARE REQUIRED TO PROVIDE PROOF FOR EACH OF THE FOLLOWING, NAMELY COMPANY REGISTRATION, QUALIFICATIONS DOCUMENTS, AND REFERENCE LETTERS FOR PREVIOUSLY COMPLETED PROJECTS. FAILURE TO DO SO WILL RENDER THE BID INVALID.

1. 20% OF THE WORK WILL HAVE TO BE SUB-CONTRACTED TO LOCAL SERVICE PROVIDERS (CIDB REGISTERED AND COMPLIANT CONTRACTORS) EITHER ON COUNCIL’S CDP PROGRAM OR COUNCIL’S DATABASE.

Emnambithi/Ladysmith Municipality is not bound to accept the lowest bid and it reserves the right to accept whole or part of any bid or not to consider any bid not suitably endorsed or to reject any or the entire bid without stating the reasons thereof.
