1.1Introduction

1.1.1ThisAsbestosManagementPlan(AMP)setsouthowWCBCLandlordServices ismanagingtherisksfromAsbestosContainingMaterials(ACMs)identifiedatWCBCLandlordServicesportfolio,andprovideshowtherecordofactions undertakenandplannedshouldbekept.

1.1.2WCBCLandlordServicesispartof WrexhamCountyBoroughCouncilandforthe purposeofthisAMPwillcontinuetobereferredtoasWCBCLandlordServices.

1.1.3ThisAMPisaworkingdocumentdesignedtoeffectivelymanageandminimiseasbestos-related healthriskstopersonnelworkingon,occupyingorvisiting WCBCLandlordServicesportfolio.

1.2Background

1.2.1Asbestosisatermusedforthefibrousformsofseveralnaturallyoccurringsilicate mineralswhichhavebeenexploitedfortheirusefulpropertiesofflexibility,hightensilestrength,incombustibility,lowthermalconductivityandresistancetochemicalattack.

1.2.2Therearesixvarietiesofasbestoscurrentlynamedinthelegislation;

SerpentineGroup- Chrysotile(WhiteAsbestos)

AmphiboleGroup- Crocidolite(BlueAsbestos)

Amosite(BrownAsbestos)FibrousAnthophylite FibrousActinolite

Fibrous Tremolite ·

ThethreemaintypesusedintheUKareChrysotile,CrocidoliteandAmosite.

1.2.3Ithasbeenproposedthatexposuretoamphiboleasbestosposes a greater healthhazardthanexposuretoChrysotilealone,butalltypescancauseasbestos-relateddiseases,especiallyif theACMis damagedorindebrisform.

1.2.4ACMshavebeenwidelyusedinbuildingsasconstructionmaterials,fireproofing,thermal insulation, electrical insulation, sound insulation, decorative plasters,roofingproducts, flooring products, heat-resistant materials, gaskets, friction productsetc.Since1985thenewuseofanymaterialcontainingblueandbrownasbestoshasbeen banned. By 1999the newuseof any building materialscontainingwhiteasbestoshadeffectivelybeenbanned.

1.2.5TheApprovedCodeofPracticeL127 paragraph12states:

((Whenasbestosisdisturbedordamaged,thefibresarereleasedintotheairandpeoplebreathethemin,whichcreatesarisktohumanhealth.Thetypesofworkthatreleasefibresinclude,forexample,drillingholeswithpowertools,sawingorsandingmaterial.Simplyworkingneartomaterialcontainingasbestosmight resultindisturbance,particularlyifitisinpoorcondition.Accidentaldamage,wearandtearorvandalismcanreleasefibresfromtheACMs,forexamplein walls,ceilingsandfloorcoverings".

1.3'DutytoManageAsbestos'-RegulatoryRequirements

1.3.1TheControlofAsbestosRegulationsCAR2006,requireemployerstopreventtheexposureoftheiremployeesandotherstoasbestosfromALLworkactivities,orwherethisisnotpracticabletoreducetheexposuretothelowestpossiblelevel.

1.3.2Regulation4ofCAR2006,'Themanagementofasbestosinnon-domesticpremises'placesa·dutyon thosewhohaverepairandmaintenanceresponsibilitiesforpremises,becauseofacontractortenancy, tomanagetheriskofasbestosinthosepremises.Wherethereisnocontractortenancyinplace,thepersonincontrolisregardedasthedutyholder.Thereisalsoadutyofco­operationinsuchmattersonallotherparties.

1.3.3TheApprovedCodeofPracticeL127(2ndEdition,2006)providesguidanceonthecompliancewithRegulation4.ThisApprovedCodeofPracticeunderpins·theprinciplesofthemanagementofasbestosrecommendedinthisplan.

1.3.4Inbrief Regulation4requiresdutyholdersto:

a.Takereasonable steps to find materials in premises likely to containasbestosandchecktheircondition;

b.Presumethatmaterialscontainasbestosunlessthereisstrongevidenceto

supposetheydonot.

c.Makeawrittenrecordofthelocationandconditionofasbestosand presumedasbestos-containingmaterialsandkeepsuchrecord(s) uptodate

d.Assesstheriskofanyonebeingexposedtothesematerials.

e.Prepareaplantomanagetheidentifiedriskandputitintoeffecttoensure

that:

oAny material knownor presumedto containasbestos iskept ina goodstateofrepair

1.4TheDutyHolder

1.4.1The'dutyholder'asdefinedinRegulation4isasfollows;

a)Everypersonwhohas,byvirtueofacontractortenancy,anobligationof anyextentinrelationtothemaintenanceorrepairofnon-domestic premisesoranymeansofaccesstheretooregresstherefrom;or

b)inrelationtoanypartofnon-domesticpremisesinwhichthereisnosuch contractortenancy,everypersonwhohas,toanyextent,controlofthat partofthosenon-domesticpremisesoranymeanspfaccesstheretooregresstherefrom,

c)andwherethereismorethanonedutyholder,therelativecontributiontobemadebyeachsuchpersonincomplyingwiththerequirementsofthis regulationwillbedeterminedbythenatureancjextentofthemaintenance andrepairobligationowedbythatperson.

asbestosinpremisesrequiresemployersto:

a.undertakeriskassessmentsbeforecommencingworkwhichexposes,or isliabletoexpose,employeestoasbestos;

b.produceaplanofworkdetailinghowtheworkistobecarriedout;and

c.eitherpreventexposuretoasbestosorreduceittoaslowalevelasisreasonablypracticable.

d.arangeofotherlegislativerequirementsisalsoincluded,forexampleontheuseandmaintenanceof control measures and protective clothing,andadutytopreventthespreadofasbestos.

e.anyassessment madeforthepurposesofCAR2006willnotneedtobe

repeatedfortheManagementRegulations.

1.5.3Regulation4CAR2006dutiescomplementtheabovedutiesandmakesgenerallegaldutiesspecific,toensurethatalltherisksfromasbestosareproperlyaddressed.(L127,para20).

1.5.4ThismanagementplanisintendedtoaddresstherequirementsoftheControlof Asbestos·Regulations2006withparticularfocusonRegulation4.Additionalprocedures,documentation,recordsetc.arerequiredtomeetthe provisionsoftheotherrelatedduties.WCBCLandlordServicesprocedures for managingtheseregulationsarelocatedintheWCBCCorporateHealthandSafety PolicyandProcedures.

1.6DomesticRented Premises-StatementofIntent

uTheDutytomanageasbestosinpremisesdoesapplytocommonpartsofpremises,includinghousingdevelopmentsandblocksofflats,butdoesnotplaceanydirectdutiesonLandlordsinrespectofindividualhousesorflats.However,landlordsdohavetomeettherequirementsoftheDefectivePremisesAct1972inEnglandWalesortheCivicGovernments(Scotland)Act1982inScotland.A domesticpremisesisaprivatedwellinginwhichapersonlives.Legalprecedentshaveestablished thatcommonparts offlatsarenotpartoftheprivate dwelling

andarethereforeclassifiedasnon-domestic. Thiswouldincludecommonpartsofbothpurposebuiltblocksofflatsandinsomecasesconversionstoflats.Examplesofcommonpartswouldincludefoyers,corridors,liftsandliftshafts,staircases,boilerhouses, verticalrisers,gardens,yardsandouthouses. Howeveritwouldnotapplytorooms withinaprivate residence thataresharedbymore

thanonehouseholdsuchasbathrooms,kitchensetcinsharedhousesandcommunaldiningroomsandloungesinsharedaccommodation."

"Domesticpremises

60Inthedomesticsector,_localauthoritiesand_housingassociationshave responsibilityforverylargenumbersofpropertieswhichneedarangeofmaintenanceandrepairworkaswellasgeneralimprovementandupgradingoroccasionallydemolition.Workscanincludeelectricalrewiring,structuralrepairsandalterations,replacementwindows,centralheating,insulation,renewalof bathroom and kitchen fittings or complete renovations. The work may be

necessaryonindividualorsmallnumbersofpremises(egemergencyworkduetofire/water/stormdamage)oronlargenumberswheretherearemajorimprovementorupgradingschemes(egthe'DecentHomesImprovement' programme).

61Domesticpropertiespresentparticularchallengesforsurveyingasbestos.Themainissuesarethescale(ielargenumbersofproperties(andconsequentlywhatisreasonableandpracticable)),therealextentofsimilarityinbuildingmaterials andthepersonalnatureoftheproperty.Asbestoswasextensivelyusedin domesticprppertiesbetween1930and1980.Howeverthepresence ofACMscannowbequitevariableandunpredictableevenwithinthesamearchetypalgroup.Thecontentvariesforseveralreasonsincluding:

•Inconsistent/variableinitialuse;

Randomuseofwastepiecesandoffcutsbybuilders;

Previousunrecordedremovalofasbestos;

Modifications of properties by tenants (present and past)and housingassociations(removingandaddingACMs).

62Domesticdwellingsoftenfallintoparticulararchetypalgroupsintermsofstyle, designandage,egflatswithinblockswouldgenerallybesimilarinconstruction. Thesefactorscanbeusedtodevelopthesurveystrategy. Thefollowing paragraphsoutlinethegeneralstrategytouseforsurveyingdomesticproperties.Therearethreecomponents:establishtheasbestosstatus ofproperties, carryoutmanagementsurveysandcarryout,asnecessary,refurbishment surveys.

Establishasbestosstatusofproperties

63Carryoutadesk-topstudytoestablishtheprobableasbestosstatusofgroupsof properties.Inthisexercise,propertiescanbeplacedinto archetypal groupsbasedonvariousparametersincludingconstructiondate(egestatesphases), housedesignandlocation.Thesegroupsofpropertiescanbeseparatedintothefollowingcategories:asbestosfree,'contain'ACMs,and'possiblycontain'ACMs.

Themaincriteriainvolvedhereforconcludinggroupsareasbestosfreewouldbeanypropertyconstructedin2000orlater.Itmaya/sobepossibletoconcludethatgroupsareasbestosfreebasedonotherinformation,such as originalconstructioninformation,buildingmaterial specification, previous asbestossurveysorremovalsorotherrecords.Theevidenceforthiswouldneedtobestrongandrecordscomplete.Thesesourcesofinformationwouldalsobeusedto concludethedefinitepresenceofasbestosinparticularpropertygroups.Other propertiesconstructedpre-2000shouldbeclassedaspossiblycontainingACMs(unlessthereisevidencetoshowotherwise(egprevioussurveysetc)).

Managementsurveys

64ManagementsurveysshouldbecarriedoutonpropertieswhichcontainorpossiblycontainACMs.'Asbestos-free'dwellingsshouldberecordedassuchin themanagementplananddonotneedsurveying.Howeverworkersinsuchpremises(particularlypre-2000)shouldalwaysbevigilant.Aproportionofpropertiesineachcategory(iecontainorpossiblycontainACMs)andeacharchetypalgroupshouldbesurveyed.Exactsamplingratios cannot bespecified,astheproportion willdependonthevariabilityofhousingstock.AproportionshouldbesurveyeduntiltheresultsdemonstrateasfarasreasonablypracticablethatthereisconsistencyintherangeofACMsinthepropertytype.NoteverypropertywillcontainalloftheACMitemsbuttherangeofACMsinthepropertytypeswillbeknown.Everynon-surveyedpropertyhasthepotentialtocontainalloftheACMsintherangeandtheACMsshouldbemanagedonthatbasis.Wherethereisconsiderablevariability,theratiosurveyedwillbehigh.

66Managementsurveys,supported by refurbishment and demolition surveys,shouldbeusedastheprimarymeansofmanagingroutinemaintenanceworkin domesticpremises.HoweverdutyholdersmustrecognisethatthesesurveysarelimitedintheirscopeandextentofintrusionandthereforedonotprovidesufficientinformationonthepresenceofACMsforlarger·scalerefurbishmentandotherimprovementprojects.

Refurbishmentsurveys

67Refurbishmentanddemolitionsurveyswillberequiredwhererefurbishmentworkorotherworkinvolvingdisturbingthefabricofthebuildingiscarriedout.Thesurveystrategyforrefurbishmentworksissimilartothatfor managementsurveys.Refurbishmentanddemolition surveysshouldalsobecarriedoutonaproportionofpropertiesintheworkprogramme.Theratioagainwilldependon asbestosvariability with thehousing stock andmay be high where

thereissubstantialvariation.Aproportionshouldbesurveyeduntiltheresults demonstrateasfarasreasonablypracticablethatthereisconsistencyintherangeofACMsinthepropertytypeandthereisanaccuratepictureofasbestospresence.Therefurbishment anddemolitionsurveywillonlybenecessary inthespecificarea/locationwheretheworkswilltakeplace,egcupboard,partofaroom,kitchen/bathroom.Howeverfurtherrefurbishmentanddemolition surveyswillbenecessaryinotherlocationswhennewimprovementschemesareproposed.Theselocalisedrefurbishmentanddemolitionsurveys should havethespecificpurposeofidentifyingACMsforremoval,controloravoidanceduringrfurbishmentworks.

68Forhouseimprovementschemesandotherprojectwork,refurbishmentanddemolitionsurveysshouldbeincorporatedintotheplanningphaseassuchworkasfaraspossible.Thiswillavoiddelaysanddisruptionetc.Wheretheworkisurgent(egessentialoremergencymaintenance,repairandinstallation),therefurbishmentsurveysmayhavetobecarriedoutjustbeforetheworkitself. Surveysshouldbeperformedwithduediligence.

69TheabovestrategyrequiresmanagementarrangementswhichreflectthecircumstancesanduncertaintyofACMsindomesticpremises.TherewillalwaysbethepotentialforACMsnottohavebeenidentifiedbeforemaintenanceandrefurbishment workiscarriedout.Inthesesituationsthemanagement arrangementsmustincludethefollowing:

•Adequateasbestostrainingoftradespeople(egtocoverawareness, includingidentification)andworkprocedures:

•Arrangementsmustbeinplaceto ensure that asbestos registers orrecordsarecheckedbeforeworkcommencingandthereareproceduresfor dealingwithanysuspect/suspicious/unknownmaterial,iestopwork,checkmaterialetc;

•Adequatesupervisionto ensure procedures are implemented andfollowed".

1.6.1ThisinformationwillberetainedbyWCBCLandlordServicestobedisseminated toallinterestedpartiespriortoplanning,oranypotentialdisturbance of theACMs,forexamplesuchasmaytakeplaceduringroutinemaintenanceIrepairworksoramajorrefurbishmentprogramme.

1.6.2If items of high priority or risk are identified within domestic dwellings theappropriate remedial action will betaken byWCBC Landlord Services. TheoccupantwillbeinformedoftheactiontobetakenbyWCBCLandlordServices.Ifhighhazardlevelitems(suchasAsbestos InsulationBoard)areidentifiedby ourAsbestosconsultant,theirrecommendationsaretobefollowed. IftheACMis inagoodandmanageableconditionthenWCBCLandlordServiceswillinform

2.1AsbestosPolicy

2.1.1WCBCLandlordServicesshall,sofarasisreasonablypracticable:-

a.Preventexposuretoasbestosandasbestoscontainingmaterials.

b.Wherepreventionisnotpossible,ensuretherisksfromasbestospresent areminimised.

c.Ensure a suitable and sufficient assessment. of' risks to health fromasbestos present ismade.

d.EnsureanyonecarryingoutworkforWCBC LandlordServiceswillhavesufficient information,instructionandtraining(includingemergency procedures)sothatallpersonswhoseworkhasthepotentialtocreateanasbestoshazardareawareofthepreciserisks,natureandlocationofasbestos.ThisincludesWCBCLandlordServicesemployeesandexternal contractorsorconsultants.

e.ProvideandmaintainanAsbestosRegisterIDatabase.

f.Develop,implementandreviewaneffectiveAsbestos ManagementPlanwhichwillinclude;

•IdentificationandcategorisationofACMsinordertomanagetheseasbestoshazardsbasedonprioritisationandassessmentoftherisktohealththattheypresent.

•AprioritisedprogrammefortheremediationofACMsthat,becauseof theirlocationand,orcondition,presentanactualorperceivedrisktohealth.

•Monitoringandreinspectingtheconditionofand maintaining identifiedACMsthathavebeenassessed asbeingsuitabletobeleftin-situandfallwithintheremitofCAR2006Reg4.

•Ensuringonlycompetentpersonsare usedinthesurveying,sampling,analysingandremovalofasbestos.

•Ensuringsuitableandsufficient recordsaremaintainedinordertodemonstratecompliance:

3.1.5Theprecedingaimsandobjectivesshouldbeconsideredcomplimentarytotherequirements of The Control of Asbestos Regulations 2006 in particular Regulation4andarenotintendedtoreplacetherequirementsoftheregulationsasthe definitive objectives inproduction ofacompliant asbestos managementplan.

3.2AsbestosManagement Plan-StatementofIntent

3.2.1ThisAMPhasbeen establishedforWCBCLandlordServices and the roleof'DutyHolder'hasbeenidentifiedasstipulatedunderRegulation4oftheControl ofAsbestosRegulations2006andasindicatedwithinSection4ofthisdocument.

3.2.2ItisthePolicyoftheWCBCLandlordServicestodevelopand implement anAMPjwhichshallhelpfulfilthegeneralrequirementsoftheControlofAsbestos Regulations2006andmorespecificallyRegulation4;'thedutytomanageasbestosinnon-domesticpremises'.

3.2.3TheAMPprovidesmanagementdirectionthroughproceduralguidelinesandalso includesinformationonthemaintenanceandorremovalofasbestoscontainingmaterials.

3.2.4Objectivesforcompletingtheoutstandingasbestossurveysissubjecttobudget, changesinlegislationandistobecompletedintandemwith(andinadvanceof)ongoingCapitalWorksProgrammes,withtheintentionofeventually obtaining100°/ocoverageofthebuildingstockwithinLandlordServicesportfolio.

3.2.4ItistheintentionofWCBCLandlordServicesto managethehazardofACMsidentifiedontheirpremisesandpropertiesin amannerthatwillpreventtheriskofharmtothehealthofallstaff,tenantsandotherresidents,contractorsandothervisitorsandincompliancewithRegulation4ofTheControlofAsbestosRegulations2006.

3.2.5ACMsinthecommonpartsofWCBCLandlordServicespremisesandpropertiesare beinginspectedandthe information recorded. Regular reinspections are undertaken bytheasbestosteam·or by approved and accredited inspectionbodies.Thisprocessisauditedandreviewedtoassesscompliance.

3.2.6ThisAMPhasbeenestablished to appropriately manage all identified andpresumedACMs.RisksfromACMsandpresumed ACMs shall beassessed, prioritised, controlled and managed. RiskAssessment outcomes willgenerally involveACMsbeingmanagedasfollows;

a.Where existinginstallationsincludeACMswhich areinagoodconditionandnotsubjecttoabrasionordeterioration,thematerialshallbeleft undisturbedanditsconditionmonitored.

b.WhereexistinginstallationsincludeACMswhich are damaged, deterioratingorinadequatelysealed,itshallberepairedandIorencapsulatedprovidedtherepairwillbedurableandnotlikelytobeaffectedbyfurtherdamageordisturbance.

c.WhereexistinginstallationsincludeACMswhichare damaged, deterioratingorinadequatelysealedandrepairasaboveisnotpracticable, theyshallberemovedandreplacedwithasuitablematerialnotcontainingasbestos.

3.2.7WCBCLandlordServiceswilltakeallreasonablestepstoreduceexposuretoairborneasbestosfibrestothelowestlevelpracticableevenifthisisbelow prescribedexposurelimits.

3.2.8WCBCLandlordServicesiscommittedto achieving this intent by the mostreasonablypracticablemeanspossible,andinawaythatensuresacoordinated approachwiththe management ofother hazardsandthe requirements oftheservicesandfacilitieswithinWCBCLandlordServices.

3.2.9WCBCLandlordServiceswillensurethatcomplianceisachievedwith the requirementsofallrelevantlegislation,codesofpracticeandguidance.

3.2.10WCBCLandlordServiceswillensure thatallpartiesinvolvedinachieving thisintentaregivennecessaryinformation,instruction,trainingandfacilitiestoallowtheintenttoberealizedsafely,andwiththeinformedconsentandco-operationof allpartiesinvolved.Suchinformationmayinclude:

3.2.11AsbestosSurvey,RegistersandannotatedFloorPlansdetailsareheldandmaintainedintheWCBCLandlordServicesOffices.Theinformationisavailableinbothelectronicandhardcopyandwillbemadeavailabletoconsultants,maintenancestaff,contractorsandanyotherpersons planning or undertakingworkthatmaydisturbACMsonthepremises.

3.2.12Wherebuildingorengineeringworksareduetobeundertakenonpremises,the

appropriateprocedures,definedinAppendixEofthisAMPshallbefollowed.

3.2.13ContractorswillbeprovidedwithacopyofthisStatementtoread,understandandagreetoaspartoftheirtenderbidorotherplannedoremergencymaintenanceworks.

3.2.141fthereisanydoubtastothecompositionofmaterialslikelytobe .disturbedduring anyproposedbuildingworks,asamplewillberemovedbyanapproved/competentpersonandanalysedforitsasbestoscontentpriortotheworksbeingundertaken.

3.2.151ntheeventofasbestos(orsuspectedasbestos)materialbeingdiscoveredunexpectedlyorbeingdamagedallworkmustceaseandtheareawillbesealedoffuntilithasbeeninspectedbyasuitablytrainedmemberofstaffand/oraspecialistasbestoscontractororconsultant.

5.1Control

5.1.1ThisAMPisacontrolleddocument.Issueandamendmentsarerecordedbythe AsbestosCoordinatorintheDocumentControltableatthefrontof thedocument.

5.1.2Allholdersarerequiredtoholdthemostrecentversion.Thiscanbecheckedat anytimebycomparisonwiththeAMPMasterCopywhichiskeptindigitalformatbytheAsbestosCoordinator.ItisalsolocatedintheLandlordServices'ssectionontheWCBC'sintranet,'Wrexnet'.Itistheresponsibilityofeachholdertoensure theyholdacurrentversionoftheAMP.

6.1IdentificationofACMs

6.1.1To comply with Regulation 4(5) CAR2006 Identification of ACMs should becarriedoutbytwomethods,reviewofinformationandinspection;

(5)Withoutprejudicetothegeneralityofparagraph(4),thedutyholdershall ensurethat-

(a)accountistakenofbuildingplansorotherrelevantinformationandoftheageofthepremises;and ·

(b)aninspectionismadeofthosepartsofthepremiseswhicharereasonablyaccessible.

6.2ReviewofInformation-Desktopstudy

6.2.1AthoroughdesktopstudyhasbeenundertakenontheWCBCLandlordServices PropertyStocktoestablishtheasbestosstatusoftheproperties,toestablishthecurrent level of information known and recorded about asbestos within theproperties

6.2.2Thedesktopstudyhasreviewedalltheinformationthatcanbeobtainedabout

thepremisesbasedonageandrisk.

6.2.3Anyexistingsurveys/assessmentsofthepremiseshavebeenassessedandconsiderationgiventohowaccuratetheyare,basedonwhentheywerecarriedout,whethertheyareuptodate,whatpartsofthepremisestheycoveredandiftheycomplywithcurrentrequirementsinthisAMP.

6.3.5InaccordancewithHSG264everyreasonableattemptwillbemadetoaccessnormallyaccessibleareasduringManagementsurveys.Anyinaccessibleareasmustbenotedforfuturereferenceandriskassessment.

6.3.6InaccordancewithHSG264allareasanditemswillbeassessedregardlessofaccessibilityduringPre-refurbishmentIpre-demolitionsurveysinlinewiththescopeoftherefurbishmentetcworks.

6.3.7Itemswillbepresumedtobeasbestoscontainingunlessthereisstrongevidence

tothecontrary,suchas:-

a.theresultofasamplehavingbeentested.

b.informationfromthemanufacturer.

c.informationcollectedduringthedocumentarysearch.

6.3.8All survey inspections will be supported by clearly annotated floor plans Idrawingsindicatingthepresenceof all items (e.g. asbestos, non-asbestos,presumed,inaccessible).

6.3.9ObservationswillberecordedonallroomsIlocationstoindicatebasicbuilding structureandmaterials,supportedbyphotographs.

6.3.10Any inaccessibleareas(see6.3.56.3.6)willbeneedtoberecordedintheregisterandonthedrawinganyareanotaccessedorinspectedanditmustbeassumedtocontainasbestosunlessyouhavestrongevidencethatitdoesnot.

6.3.11ItisarequirementofRegulation21oftheCAR2006thatthoseengagedintheanalysisofsamplesofmaterialtodetermineiftheycontainasbestosmustdemonstratetheycomplywithISO17025. IntheUnitedKingdomUKASisthesolerecognisedaccreditationbodyforthisstandard;AUKASlaboratorymustbe usedtoanalyseanysamplestakentodeterminethepresenceofasbestos.

6.3.12TheformatandresultsofreviewsorinspectionsonWCBCLandlordServicespropertieswillbeheldontheKeystoneAsbestosRegister,seesection9.

6.3.13PriortoanyroutinemaintenanceworktheAsbestosRegistershouldbeconsultedoraninspectioncarriedouttodeterminethetruenature,locationandextentofanyACMspresentthatmaybedisturbedbytheworks.

6.3.14Aninspectionand/orassessmentwillbe carriedoutontheguidanceoftheAsbestosTeamwherethereisreasontobelieveACMsorasbestoscontaining debrismaybepresentinpremisesfromwhatevercause(previousworks,damage,omissionsonpreviousinspectionsetc.).AfullrecordofallinspectionsIassessmentswillbekept.

6.3.15AsperCAR2006Reg4,ACMswillbere-inspectedregularlytoensurethatthey continuetobemaintainedinasafeconditionandatalowrisk.There-inspectionregimeisdetailedinSection14ofthisAMP'Monitoringof ACMs'.

8.2.2IngeneralACMsinpoorconditionmustberepairedorremoved.Poorcondition meansthatthematerial'sexposedsurfaceisinaconditionwheretherearesubstantialareasofvisiblyloosefibresthatmaybereleasedbyveryslightdisturbance, oranymaterialwhichhassufferedsignificantdamageordeterioration.(Examplesofpotentialdisturbancewouldbesomeoneusinghigh speedpowertoolsclosebyorthevibrationofnearbyplantoranotherformofcontactwiththematerial.)

8.2.3IngeneralACMswhichareonlyslightlydamagedcanberepaired,encapsulated orenclosed.TheseoptionswillbeusedbyWCBCLandlordServicesifnomajoralterationsorrefurbishmenttothatareaofthepremisesisplanned.ACMswhicharedamagedandcannotberepairedwouldusuallyneed toberemoved orsealedaway.Howevertherearesomematerials,suchasasbestoscementand compositematerials,wherefibresarefirmlyboundintothematrixofmaterial. Thesematerialsarelesslikelytoeasilyreleasefibresevenwhendamaged.

8.2.4Materialswillpresentagreaterriskifthey:

a.arealreadydeterioratedorhavebeendamaged;

b.arelikelytobedisturbedinthecourseofplannedwork,e.g.requireregularrepairormaintenance;

c.areveryaccessibleandlikely tobedisturbedordamagedinnormaluse;

d.arelikelytobedamagedbyvandalism;

e.arelocatedinhostileorvaryingenvironments.

8.2.5Themostsignificantriskwillbefromasbestosinareaswheremaintenanceis requiredregularly,orareaswhererefurbishmentworksaretotakeplace.Thisis particularlytrueforl'!laintenanceIrefurbishmentworkstoheatingandelectrical systems(forexample).Theriskwillbegreaterstillifthematerialisinaconfined spaceand/oranunventilatedarea.

8.2.6Thereisunlikelytobeanysignificantrisk from ACMs in areas which areunoccupied,inaccessible,andnotlikelytobedisturbedbymaintenanceactivities.

8.2.7IfACMsaresuitablyidentifiedandmanagedthroughsuitabledisseminationofinformation,therewillnotbemuchriskthatapersonwillunknowinglyworkonthemwithouthavingproperprotection.IfACMsarenotidentifiedandtheyareinanareawhereworksIdisturbanceislikelytotakeplacetherewillbeahighriskofsomeoneworkingonthem,oraccidentally damaging themwithout knowingthattheycontainasbestos.

8.2.8EvenwhereACMsareinpartsofthepremiseswhereworkcouldregularlytakeplacetheywillnotpresentahighrisktohealth,providedthat:thematerialisingoodconditionandfibrescannotbereleased;itisnotpronetoaccidentaldamageorvandalism;andthereisasysteminplacetopreyentanyonefromworkingonitwithoutproperprotection.

8.2.9TherearecircumstanceswhereACMswillhavetoberemoved,despitethefactthattheyareingoodcondition.Forexample,wheredemolitionis planned orwheremajorbuildingworkormaintenanceislikelytodisturbthem,theyshouldbe

·removedbeforeworkstarts.WhereACMsareinplaceswheretheyareverylikelytobedamaged,orwheretheyarealreadybadlydamaged,managementalonemaynotbeenough.

8.2ManagementOptions

9.1AsbestosRegister

9.2General

9.2.1WCBCLandlordServicesarein theprocessofconsolidatingallasbestossurvey,inspectionandremovaldataontotheKeystoneAssetManagementsystemandhavealldatainhardcopy. ReferencetoAsbestosRegisterintheAMPwillmeanreference tothe KeystoneAsset management system. [statement pending reviewofKeystonedataandprocessofdisseminatinginformation]

9.2.2TheAsbestosRegisterisarecord ofknownorsuspectedACMsthroughout WCBCLandlordServices(HRA)portfolio.Itcontainsinformation,foridentifiedorsuspectedACMs,ontheirlocation,nature,conditionandextent.Italsostates, whereknown,thoseareaswhichhavenotbeensurveyed.InformationmayalsobeincludedonnoriACMswhere,inthenormalcourseofthebuildingoperation, theymaybeconfusedwithACMsandthuscauseconcern.

9.2.3Thepresumptionmustbe thatACMsarepresentinallun-surveyedareasandforallsurveyedareaswherethematerialwouldnothavefallenwithinthescopeoftheoriginalsurvey Iinspection. '

9.2.4Whereavailableannotateddrawingsshouldbeusedtoillustratethe Registerinformation;these will be marked upwith the location, nature, condition andextentofknownorsuspectedACMs.

9.2.5Thedata,layoutandanydrawingsusedaspartoftheRegisterwillbealignedwiththerecommendationsofHSG264andHSG227.Informationrecordedwill,asminimum,allowanobjectiveriskassessmenttobecarriedout,asdescribedwithinsection7.

9.2.6AsbestosRegisterinformationwillbestoredelectronically,withcopiesofarchive

andcurrentRegisterheldbyWCBCLandlordServices.

9.2.7TheAsbestosRegistercontainsawiderangeofinformationthatneedstobekeptuptodate.Thoseindividuals,departmentsororganisationswiththeabilitytoaffectorinfluencedataintheRegisterwillbeexpectedtosupplyrelevant informationtotheAsbestosCoordinatorasandwhenchangesoccur.AttheAMPauditsorreviewstheAsbestosCoordinatorwill requestfeedbackontherangeandquantityofamendmentsreceived..

9.2.8TheRegisterwillbeupdatedregularly,asfurtherinformationisgenerated.

9.2.9Archive copiesoftheRegisterwill bekeptbyWCBC LandlordServicesforatleast 40years;thecopieswill beavailableforauditpurposes,forexample,todemonstrateon-goingmanagementofACMs.

9.2.10ChangesinrelevantlegislationwillbereflectedwithintheAMP,AsbestosActionPlanandAsbestosRegisterrespectively.AwarenessandimplementationofrelevantchangeswillbetheresponsibilityofWCBCLandlordServices'sAsbestos Coordinator.ProposedchangestotheAMPwillbediscussedat theAMPReview.

9.2.11TheelectronicAsbestosRegisters(databases)areheldbyWCBCLandlordServices. TheAsbestosCoordinatorensuresthattheRegisterissubjecttoongoingreviewandupdate.

9.2.12AversionofthemostrecentlyissuedAsbestosRegisterwillbelocatedonWCBCLandlordServicesITnetworkwhereitwillbeavailabletoallselectedpersonnel.Thelocationof,orthemeanstolocate,theAsbestosRegisterwillbegiventoallwhomayrequiresuchinformation.InformationonACMlocationandconditionwillbemadeavailabletoanyonelikelytodisturbit.

9.2.13ForthosewithoutaccesstoelectronicorpaperbasedinformationshouldcontacttheAsbestosCoordinator.Informationwillthenbemadeavailableasone ormoreofthefollowing:

a.PhotocopiesofRegistertext

b.Printoutofcolourmarkedupplans.

c.· Other records as required.

9.2.14Thoseaccessingtheinformationshouldregularly read information on theinterpretationandlimitationsoftheRegister.Inparticulardetailsof:

a.Areasnotaccessed,and

b.ACMscommonthroughabuildingorfloor.

c.Scopeandlimitationsofspecificsurveysorinspections

10.1.15Allrequestsforinformationwillbe dealtwithbytheAsbestosCoordinator.

c.Detailsofallinaccessibleareasandpresumedmaterialswhereaccesshas

notbeenpossible.

d.Ifavailable,thealgorithmvaluesforthematerial/priorityandrisk assessmentsrespectivelyasdeterminedbyHSG227togetherwitharecommendationforremedialactionbasedonthosevalues.

e.Periodic inspection record, providing anuptodate riskassessment and

historicalrecordofthematerial,fromits discoverytoeventualremoval.

f.Inaddition,detailsofprojectsandindividualitemsofworkthatareaffected bythepresenceoftheasbestos,alongwithdetailsofthecontractorsthatcarryouttheworkshouldberecorded.Thisprovideshistoricalrecordsof whodidwhat,whereandwhen,includingaddressandcontractdetailsofasbestoscontractorsandlaboratoriesused.

g.Thespreadsheetshould.produceacomprehensiveset of reports and Registersthatcanbefilteredandsortedtomeettheneedsofallparties concernedincludingindividualcustomers.

9.3UseoftheAsbestosRegister

9.3.1InformationfromtheAsbestosRegistermustbeconsultedpriortocarryingout anyworkwhichisliabletodisturbanybuildingmaterialsordebriswhicharenotstronglypresumed(withsupportingevidence)orprovedtobenon-asbestos.

9.3.2The Asbestos Co-ordinator must update the asbestos Register following any

removalorremedialwork. Recordsshouldincludeasminimum:

a.amendmenttoRegisterdetailingitemsremediated/removed

b.Airmonitorirtgstrategyandreports,andspecificallytheCertificateofRe­

10.1.1CAR2006Regulation4(9)Themeasurestobespecifiedintheplanformanagingtheriskshallincludeadequatemeasuresfor-

(a)ensuringthatinformationaboutthelocationandconditionofanyasbestosoranysuchsubstanceis-

(i)providedtoeverypersonliabletodisturbit,and

(ii)madeavailabletotheemergencyservices.

10.1.2The register is in digital format in a database.A paper copy can be made

availableforuseonsite.

10.2Disseminationofinformation-InterimProcedure

10.2.1ItisassessedthatthosemostlikelytodisturbACMsarecontractorsengagedindemolition,refurbishment,andrepairormaintenanceworksrespectively.InadditiontheinformationshouldbegiventoStaffandtheEmergencyServicesinordertopreventaccidentaldamage.

10.2.2ForEmployeesengaged inroutinemaintenance,,repairandrefurbishment

theflowchartinAppendixEshouldbefollowed.Insurilmary;

a.AllsuchemployeesmusthaveattendedAsbestosAwarenessTrainingandhave been provided with suitable and sufficient training on the WCBCHousing and Public Protection Procedures as summarised bythe flowchartinAppendixE.

·b.All employees are provided with information on asbestos items on the

worksticketIorderpriortotheworkscommencing.

c.WhenaworkinstructionisreceivedbythecontractortheymustcheckforthepresenceofACMs.WherenoinformationisavailableACMsmustbeassumedtobepresent.IfnoACMsarepresentthenworkcan progressasnormal.WhereACMsarepresent,orpresumedtobepresent theemployeeisthenrequiredtocontacttheAsbestosCoordinatortomake anassessment.

d:IftheassessmentconcludesthatnoACMswillbedisturbedthenthework canprogresswithcaution.Howeveriftheassessment concludes thatACMswillbedisturbedthen·theAsbestosCoordinatorwillinstructonthecorrectcourseofaction,probablyinvolvingaspecialistcontractor.

e.RegularauditsofroutinemaintenanceandrepairworkwillbecarriedoutbytheAsbestosCoordinatortoensurecompliance.

10.2.3For External Contractors engaged in refurbishment and demolition the

followingprocedureisfollowed;

a.AllexternalcontractorsmustbeassessedpriortoworktoensurethattheyhavesuitableandsufficientasbestosriskmanagementpoliciesandproceduresandtoensurethatalloftheirstaffthataretoworkonWCBCLandlord ServicespropertieshavehadsuitableandsufficientAsbestos AwarenessTraining.

b.AttheplanningstagetherelevantWCBCLandlordServicesOfficermustcheckforthepresenceofACMsinthepremisesontheAsbestosRegister.Wherenoinformationis availableACMsmustbeassumedtobepresent. IfnoACMsarepresentthenworkcanprogressasnormal.WhereACMsarepresent,orpresumedtobepresenttheProjectManager isthenrequiredtomakeanassessmentiftheworksarelikelytodisturbthose materials.Thisassessmentmustbewritten,recordedandforwardedtotheAsbestosCoordinator.Iftheassessmentconcludesthat noACMswillbedisturbedthentheworkcanprogresswithcaution.HoweveriftheassessmentconcludesthatACMswillbedisturbedthentheAsbestosCoordinatormustbecontactedwhowillinstructonthecorrectcourseofaction,probablyinvolvingaspecialistcontractor.

c.TherelevantWCBCLandlordServicesOfficermustensurea Pre­refurbishmentIDemolitionsurveyhasbeencarriedoutinthepremises concernedwherethereisanydoubtthatACMscouldbepresent.

d.AllACMslikelytobedisturbedbytheworkmustberemovedpriortothestart ofotherworks.All work on ACMs must beundertaken instrictaccordance withcurrentguidance and WCBC Landlord Services procedures and adequate records keptand forwarded to the AsbestosCoordinator.

e.ProjectManagersaretogiveallrelevantinformationtocontractors, includingCouncilProcedures.Contractorsshallpassthis informationinhardcopy formontotheirsite operativesorsub-contractors

f.Allcontractorsaregivenaccesstothedataon any asbestos removal workscarriedoutandmadeawarethatshouldsuspectmaterialsbe uncoveredtheProjectManagermustbeinformedasamatterofurgency.

g.Regular auditsof projectswill becarried out bythe Safety Compliance

OfficerandtheAsbestosCoordinatortoensurecompliance.

h.Contractorsmustdemonstratesuitableandsufficientasbestosawareness trainingandrefreshersbeforeprojectworkcommences.
