MINUTES of theMEETINGof SILKSTONE PARISH COUNCIL held on Monday4 January 2016 at 6.45pm at Silkstone Sports Pavilion.

In attendance: 3 residents and the Clerk. Mr S Loach from Barnsley MBC attended for part of the meeting.

PUBLIC QUESTION TIME

The following street lights are not working and will be reported to Barnsley MBC street lighting:

LP No 2 Ben Bank Road, Silkstone Common
LP No 16 & 18 High Street, Silkstone
LP No 20 Cone Lane, Silkstone

Barnsley MBC highways will be advised that the directional signage at the top of Cone lane needs attention since the Barnsley sign is missing and the Penistone sign is unattached. Also Ben Bank road is still flooding in places and Cone lane hedges are still overgrown despite Parish Council reporting this problem to Barnsley MBC numerous times since the summer. The dumped sofa on Ben Bank Road has already been reported to Barnsley MBC.

15-150 APOLOGIES - RESOLVED to accept apologies from Cllr Barkworth and Cllr Bell. Cllrs Mr & Mrs Liddell have advised that they will be late.
15-151 DECLARATIONS OF INTEREST - None

RESOLVED to bring forward agenda item 9 - A628 crossing

15-152 A628 CROSSING

RESOLVEDto note that the data from the speed survey report has been received and an updated options report for the crossing is awaited from Barnsley MBC. The updated options report will be considered by the Parish Council at their next meeting on 1 February 16 when a way forward in relation to grant applications and priority work will be agreed.

15-153 PRECEPT 2016/2017 INFORMATION FROM BARNSLEY MBC

RESOLVED to suspend standing orders to allow Mr Loach (Finance Manager from Barnsley MBC) to address the Parish Council.

Cllrs Mr & Mrs Liddell joined the meeting.

Mr Loach gave a 10 minute address to the Parish Council regarding the Precept and Council Tax support Grant along with information relating to the council tax base for 2016/2017.

Mr Loach was thanked for giving up his time to attend the Parish Council meeting.

Mr Loach left the meeting.

RESOLVED to approve the minutesof themeeting of Silkstone Parish Councilon 7 December 15 as a true and accurate record. The Chairman signed the minutes.

Silkstone Playing Fields Committee
RESOLVED to note the minutes of the meeting of Silkstone Playing Fields Committee on 14 December 15.

PLANNING

15-155 PLANNING COMMITTEE

RESOLVED to note that there are no planning applications for consideration.

POLICY

15-156 REQUEST TO HIRE PART OF CAR PARK

RESOLVED to note that the Clerk has sought advice from the Parish Council’s solicitor and insurer. Once the community centre manager has confirmed the start date of the booking, the Clerk will contact the hirer to request copies of his public liability insurance, licence to work as a motorbike trainer and his risk assessment for use of the car park for training. The hirer will be asked to indemnify the Council against any damage to the car park during the hire. Start date and times will be requested (use to be restricted to weekday daytime). An hourly charge for use of the car park will be agreed (between the Clerk and Chairman) once the hire charge for the community centre booking is known. The agreement for hire will be for a trial period and then renewable annually.

15-157 BUSINESS PLAN FOR CURRENT ELECTORAL TERM (TO MAY 2019)

RESOLVED to approve the Business plan including an action plan for the current electoral term to May 2019.

15-158 YLCA CORRESPONDENCE

RESOLVED to note the White Rose Update. FURTHER RESOLVED to congratulate Cllr Liddell on his appointment as Vice Chairman of NALC.

RESOLVED that Silkstone Parish Council will opt in to the sector led body audit arrangements.

RESOLVED to note the increase in YLCA membership fees.

ENVIRONMENT

15-159 SILKSTONE RECREATION GROUND

a. Sport England grant application update

RESOLVED to note that the STRI are tendering the scheme this month. The STRI’s invoice for design fees will be forwarded to Sport England for payment prior to Parish Council releasing payment to the STRI.
15-160COMMUNITY FACILITIES HUB PROJECT

RESOLVED to note with thanks Cllr Fletcher’s comprehensive report on a proposal for a community facilities hub next to the Huskar Community Rooms. The project proposal includes a picnic area and trim trail, improvements to the footpaths and bridges in Conroyd wood to create a sign posted nature trail and an extension of the MUGA or replacement with an astro turf pitch (practicality of these options currently being investigated).

RESOLVED that since two of the possible grant funds have a closing date for applications of mid January, the Clerk and Cllr Fletcher will work on these two grant applications which are to include capital costs and 3 years maintenance costs. Following submission of these two applications a working party will be set up to share the work of completing grant applications.

FURTHER RESOLVED that Cllr Fletcher will approach Silkstone primary school and Silkstone Common Junior and Infant school to investigate grant opportunities to extend the sporting provision within the school grounds.

FINANCE

15-1612016/2017 PRECEPT & BUDGET

RESOLVED to approve the budget build up for 2016/2017 (precept level may be amended following information from Barnsley MBC on the Council tax base next week)

RESOLVED that the Parish Council will set the income to be generated from the Council tax at the February Parish Council meeting.

RESOLVED to note that the next meeting of Silkstone Parish Council will be on Monday1 February 2016 at 6.45pm at Silkstone Sports Pavilion. Cllr Leech advised that he will not be able to attend the meeting.
