Council Meeting – March 1, 2012

Mayor Thomas L. Hardesty called the regularcouncil meeting to order at 6:30 p.m. with the following council members present:Alan Matthews, Mike Zoeller, Donna Eaton,Shane Suttor, Jon Swindler and Frank Page.

City Employees Present:Judy Smith, Jennifer Herrell, Tom Doyle, Robert Schutte, Inez Harris, and Willard Tucker.

City Attorney: Steven Gregory

Councilmember Matthews gave the invocation.

All present pledged allegiance to the flag.

Minutes/February 16, 2012

Councilmember Matthews moved to approve the minutes of the February 16, 2012meeting as read by council members prior to the meeting. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Proclamation – Severe Storms Preparedness Month

Mayor Hardesty joined the City of Simpsonville, Shelby County Fiscal Court, Shelby County Emergency Management, and the Kentucky Division of Emergency Management in declaring March 2012 as Severe Storms Preparedness Month.

Ordinance No. 2012-03-01 – Ordinance of the City of Shelbyville Annexing the Wesley Apartments, LLC property into the City of Shelbyville – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville whereas property owned by Wesley Apartments, LLC may be annexed into the City of Shelbyville. The owners have executed a written consent for annexation into the City of Shelbyville.

It was introduced for secondreading by Councilmember Zoeller. Seconded by Councilmember Swindler.

Upon roll call the following council members voted “aye”: Matthews, Zoeller, Eaton, Suttor, Swindler, and Page.

Request from Fairway Crossing Homeowners – Melanie McDonald

Ms. Melanie McDonald addressed council as a representative of the residents of Fairway Crossing. She requested that a noise barrier wall be placed when the extra lane on I-64 East is finished. A noise study was done on the opposite side of the road, not in Fairway Crossing. She stated when construction reaches them; it has the potential to go on half the afternoon and into the night.

Ted Kohl, another resident, stated it will take about 200 yards of barrier. The developer led the residents to think they would be the ones to put up the barrier.

Mayor Hardesty stated that state funds would have to be involved in this project. A letter will be written to State Representatives asking for assistance in this matter.

Department Reports

Eilene Collins, Executive Director of Shelby Development Corporation, reported Shelbyville was one of five cities to be accredited a “Main Street City”. Shelby Development Corporation is sponsoring a workshop on “Developing Second Story Space” on March 21, 2012. Space is limited, so please register early.

Jennifer Herrell, City Engineer/Public Works Director, reported replacing a drain in Town N Country. They installed a new drain at the North Central Health Department. Council will be asked to update the ordinance on the MS4 language. Sidewalks are 22% done. Fifty percent of homeowners have contacted Public Works regarding their sidewalks. They have not heard from the other 47%.

Inez Harris, City Clerk/Treasurer, reported preparing foreclosure notices for delinquent property owners.

Police Chief Robert Schutte reported they are advertising for positions. There are some personnel issues in the department. An arrest was made for car theft.

Fire Chief Willard Tucker reported February was a slow month. Calls for service were down. Dwayne Davis has been hired to replace Rickie Floyd who retired.

Tom Doyle, Manager Water/Sewer, reported they are replacing sidewalks around the office building with a grant from Kentucky League of Cities. They have updated their computer software and are remodeling the front office to make it more user friendly and handicap accessible.

Mayor’s Report

Mayor Hardesty reported Inez Harris has received her Master Municipal Clerk Certification from IIMC. There will be a Disaster Preparedness drill on Tuesday, March 6th at 10:07 a.m. There will be a Public Hearing before the next council meeting at 6:15 p.m. to obtain public comments on the issuance of bonds for Jewish Hospital.

Councilmember Page moved to adjourn the meeting at 7:15 p.m. Seconded by Councilmember Suttor.

All voted “aye” and motion carried.
