Organizational Setting

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Information and Communications Technology (ICT) Unit of UNEP’s Office for Operations (UNEP/OfO/ICTU) is mandated to enable efficient UNEP programme delivery through the use of ICT standards, solution and overall business process automation supporting UNEP’s programme of work. It undertakes a wide range of services, activities and projects. It works closely with clients throughout the project life cycle to tailor the services to their needs ensuring that the solution meets the required objectives from a specification, resource and time perspective.

One of the projects currently being undertaken is the redesign and redevelopment of the Programme Information Management System (PIMS) 2.0, a software application to facilitate programme / project planning, design, implementation, monitoring and reporting in UNEP.

This position is located in UNEP/OfO at the Nairobi duty station.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief of UNEP OfO ICT Unit, the consultant will provide technical support in designing, developing, installing and deploying the various PIMS 2.0 sub-modules, and is expected to work closely with other team members involved in the development of the PIMS 2.0.

Specific tasks and responsibilities

  1. Analyse in detail all the required systems, databases, and modules, and produce an implementation work plan and software design document.
  2. Migrate data from the PIMS 1.0 to PIMS 2.0.
  3. Create Web services from PIMS 2.0 to be consumed with other UNEP applications.
  4. Upon approval of the work plan and software design document, create the required architecture and data model of the system of the various databases and modules.
  5. Develop the front-end and back-end web application interfaces of the portal system, including input forms, search forms, and reporting facilities.
  6. Interact and communicate with the relevant business owner or clients as required.
  7. Install the system on UNEP OfO designated servers during the above tasks.
  8. Provide technical assistance as required.

QUALIFICATIONS

Education:A first level university degree in IT or Computer related field is required.

Experience:At least seven years’ experience in the Information Technology field, Experience in information systems analysis and programming, systems administration and maintenance, software development or related area. Experience in PHP, Joomla or Drupal, MySQL and LINUX is a must. Experience with Python programming, proven understanding of web development, nginx and varnish would be beneficial.

Languages:English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
