RFQ Questions – Submit to :

Liberia Teacher Training Program (LTTP) is a five year project funded by the United States Agency for International Development (USAID) and implemented by Family Health International 360 (FHI 360 / LTTP). LTTP supports the development of a coordinated system for improving the infrastructure at the Liberian Ministry of Education (MoE) by improving the quality of new and existing teachers in classrooms, and by enhancing reading/literacy in select locations throughout Liberia.

SCOPE OF WORK

This RFQ focusses on three key requirements:

1)Provide hardware and software necessary for the completion of the Ministry of Education IT infrastructure.

2)Provide three year warranty

3)Provide project management, installation, and continuing support to the IT infrastructure.

4)Provide software training and retraining at both Ministry of Education Headquarters and in distributed locations for MS office automation, thin-client network management software, and driver software required for operation of the networks.

5)Provide product delivery to the Liberia Ministry of Education

To fulfill the above requirements, Vendors should have the following qualifications:

  1. A partner (e.g. Preferred Partner), or licensed representative for a single, internationally recognized vendor of equipment and software that can meet equipment and service requirements.
  2. A local presence in Liberia
  3. Prior experience with Liberian Government installations
  4. Able to provide services for three year warranty on all items (hardware and software) from time of installation, including on-site maintenance, throughout warranty period.

All qualified vendors operating legally in Liberia with the capability to provide satisfactory computer goods and warranty services may bid.

Qualified vendors are invited to submit offers to provide computer goods and services as fully described in Annex 1 of this Request for Quote. All prices must be quoted in US dollars and inclusive of all costs.

FHI 360 / LTTP reservesthe right to award to one or more offerors. All or a portion of the work may be awarded, contingent upon evaluation criteria cited in this document and availability of funding for this task.

The offerors proposed costs must be valid for a period for 30 days.

EVALUATION CRITERIA AND AWARD

These criteria are intended to (a) serve as the standard against which all proposals will be evaluated and (b) serve to identify the significant areas offerors should address in their proposals.

The criteria are listed in descending order starting with the most important factors to be evaluated.

  2. Proposed specifications in response to required specifications

4.Warranty and service capability

5.Experience and demonstrated capability

A fixed price PO is expected to be awarded to the responsibleofferor whose proposal is most advantageous to LTTP in terms of price, delivery time, warranty and quality of commodities.

A responsive offer is one which complies with all the RFQ terms and conditions without service modifications. A service modification affects the price, quantity, quality or delivery of the services or which limits in any way any responsibilities, duties or liabilities of the offeror or any rights of LTTP.

NOTE: FHI 360/LTTP levies penalty charges for non or late performance of 1% of the agreement total amount for each day of delay

CERTIFICATION REGARDING TERRORIST FINANCING - Implementation of E.O. 13224

Offeror hereby certifies that it has not provided and will not provide material support or resources to any individual or entity that it knows, or has reason to know, is an individual or entity that advocates, plans, sponsors, engages in, or has engaged in terrorist activity, including but not limited to the individuals and entities listed in the Annex to Executive Order 13224 and other such individuals and entities that may be later designated by the United States under any of the following authorities: § 219 of the Immigration and Nationality Act, as amended (8 U.S.C. § 1189), the International Emergency Economic Powers Act (50 U.S.C. § 1701 et seq.), the National Emergencies Act (50 U.S.C. § 1601 et seq.), or § 212(a)(3)(B) of the Immigration and Nationality Act, as amended by the USA Patriot Act of 2001, Pub.
