"How to improve the functioning of the SLIC working Groups"

1- Attendance

  • An attendance list to the WGs in 2014 is attached as Annex 1.
  • The main responsibility of attendance to the SLIC WGs lies on the Member States. SLIC members should check internal availability of experts before committing their presence at WGs.
  • Bear in mind that the number of meetings of the WGs is reasonable and limited: MACHEX meets once a year, Enforcement, Observatory and Cross-border enforcement twice a year. Therefore, the attendance to WGs is unlikely to upset the normal functioning of the National Labour Inspectorates.
  • Keep meetings for discussions about documents already sent, known and previously analysed. To get the maximum benefit from the meetings the previous exchange of information and comments by electronic means (e-mail or CIRCABC) is crucial.
  • Short-noticed absence should be avoided as far as possible.
  • Ideally each member of the WG should send comments, opinions or position before the meeting - even if they are not going to attend the meeting.

2- Coherence WGs-Plenary

  • Experience shows that there is a need for a better flow of information between the members of the WGs and their SLIC member at the plenary.
  • It is up to each Member States to decide how to improve this communication. A good practice might be that the attendees to the WGs meetings brief the SLIC member on the outcomes of these meetings after each meeting and, in any case, one or two weeks before the plenary. This would guarantee that each SLIC member has a clear view of the position of its NLI regarding the decisions to be discussed at the plenary.
  • Likewise, each WG meeting should ideally start with a summary by the chair or by the SLIC secretary of the relevant decisions taken and discussions held in the previous plenary.

3- Results-orientation

  • In principle, SLIC WGs meetings are not intended for brainstorming, but to debate documents previously submitted and, ideally discussed by electronic means.
  • The members of the WG and, in particular, their chairpersons, should keep in mind the outcomes expected from them. A good practice might be for the chair to remind the WG of the content of its mandate and, especially the outcomes to be delivered at the beginning of the meeting.
  • The SLIC plan of work and the specific contribution by each WG to its completion should be taken into account by all the WGs.

4- Practical arrangements

  • The WG shall be convened by the Committee's secretariat in agreement with its chairperson.
  • The agenda will be prepared by the chairperson and, in agreement with the SLIC secretariat, sent to the members of the WG at least three weeks before the meeting, together with the relevant documents.
  • Minutes from each meeting should be drawn up by the chair and sent to the SLIC secretariat not later than one month after the meeting.
  • The SLIC secretariat should upload the minutes into the WG CIRCABC site immediately.
