HOUSE RULE CHANGE

Motion to table discussion but clubs will need to start asking for player “home club” next year.

Revise motion to vote on adoption of transfer letter/approval, seconded

Discussion of how this idea originated – to help maintain parity between competitive teams and clubs and avoid the wholesale movement of players from club(s) to other clubs that are recruiting.

Vote: 17 for, 5 against. Motion passes.

Wording of motion passed is:

1.2.2.d Player Transfer Rule. By definition a player’s “home club” is defined as the club he has been registered with, or played with, in the most recent CYLA season. Should a player wish to transfer from his home club to another CYLA club, a release must be granted by the home club administrator. Once the home club administrator and transfer club administrator have communication and should the home club administrator refuse the transfer release, the transfer request will automatically be reviewed and voted on by the CYLA Executive Committee. All transfer requests must be made by February 1st prior to the upcoming season. Aside from granting or denying transfer releases, the Executive Committee may also grant transfers with specific restrictions included with the transfer release. A player that has not received a release will be considered “ineligible,” subject to a waiver by the Executive Committee.
