Invitation for Bids

1. Georgia has applied for financing from the Asian Development Bank (ADB) toward the cost of Urban Services Improvement Investment Program - Tranche 6. Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The United Water Supply Company of Georgia LLC (UWSCG) (“the Employer”) invites sealed bids from eligible bidders for the construction and completion of water supply system in Chiatura, in particular, arrangement of 6 water supply wells, rehabilitation of 4 raw water pumping stations, including civil works and provision of new pump sets, construction of two reservoirs (1400 and 500 m³), rehabilitation of existing 8 reservoirs (4 of them with less than 520 m3 volume, remaining 4 of 850, 1190,1340 and 2720 m3 ), laying of about 16 km long main transmission line (400 and 500 mm diameter pipes), about 10 km long transmission lines (114 to 355 mm diameter pipes) and about 68 km of distribution network pipes works.

3. The estimated construction period for whole of the works is 540 days.

4. International Competitive Bidding will be conducted in accordance with ADB's SingleStage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries as described in the Bidding Document.

The bidding documents can be picked up at the office of UWSCG against submission of letter from the Bidder and proof of payment either by cash or by electronic transfer. Alternatively, against written request and after payment, the UWSCG will send the bidding documents by courier to interested bidders. The bidding documents will be issued in hard and soft copy. In case of any discrepancy, the hard copy shall prevail. The Employer will not accept any liability for loss or late delivery.

Invitation for Bids

1. The Democratic Socialist Republic of Sri Lanka has received financing from the Asian Development Bank (ADB) towards the cost of the Mahaweli Water Security Investment Program (MWSIP) – Tranche 1. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Ministry of Mahaweli Development and Environment (MMDE), represented by Program Management Unit (PMU) of MWSIP (“the Employer”), invites sealed bids from eligible bidders for the Rehabilitation and Electrification of Radial Gated Structures at 8 Locations and Improvements to Cross Regulator Structures at 3 Locations of Minipe Left Bank Canal ("the Works”).

3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single-Stage, Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document..

4. Only eligible Bidders with the following key qualifications are invited to participate in this bidding:

· The Bidder shall have minimum average annual construction turnover of Sri Lankan Rupees (SLRs) 380 million calculated as total certified payments received for Contracts in progress or completed, within the last three (3) years.

· Participation in at least one (1) contract, within the last five (5) years that has been successfully or substantially completed and that is similar to the proposed works, where the value of Bidder’s participation exceeds SLRs 180 million. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity of methods, technology or other characteristics described in Section 6 (Employer’s Requirements).

· The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit or other financial resources, (other than any contractual advance payments) to meet the Bidder’s financial resources requirement indicated in Form FIN-4 of the bidding document. For complete eligibility and qualification requirements, Bidders should refer to the Bid Documents. Interested Bidders may obtain further information from the Office of the Program Director at the address provided below. The Bidding Document may be inspected free of charge at this address on working days from 9:00 A.M. to 3:00 P.M.

5. A complete set of the bidding documents in English language may be purchased by interested bidders from 7 March 2017 up to 20 April 2017 from 9:00 A.M. to 3:00 P.M. on normal working days, on the submission of a written request on a business letterhead (Original) to the Program Director, at the address provided below, and upon payment of a non-refundable fee of SLRs 40,000 in cash or Bank Draft in favor of “Secretary, Mahaweli Water Security Investment Program, Ministry of Mahaweli Development and Environment”. The Program Director will dispatch the Bid Document by courier service on request. An additional amount of SLRs 3,500 (domestic delivery) or SLRs 7,000 (overseas delivery) is payable, but under no circumstances will the Program Director be held responsible for late delivery or loss of documents so sent out.

6. A pre-bid meeting with the Bidders will be held at the Office of Program Director, on 27 March 2017 at 10:00 A.M. at the address provided below. Bidders’ representatives are invited and encouraged to attend the meeting. Interested Bidders can also visit the site on 24 March 2017 at 9:00 A.M. with prior notification to the Employer.
