CODE ENFORCEMENT OFFICER

General Description of Duties

The Code Enforcement Officer will be under the supervision of the Planning and Zoning Administrator. The individual will investigate suspected violations of the zoning ordinance; maintain records on open violations, review and update code enforcement policy; prepare zoning violation cases for commencement of appropriate legal action; and assist other Planning & Zoning staff in the performance of their various roles and responsibilities as needed.

Representative duties

The following duties are typical of the position, although not all listed duties may need performed and/or additional duties not listed here may be required .

Code Enforcement Officer

  1. Perform a variety of field and office work in support of the County’s local code enforcement program; enforce compliance with the Zoning Ordinance.
  2. Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of County Zoning Ordinance; interview complainant(s) and witnesses; conduct investigations and provide recommendations for resolution.
  3. Conduct field investigations, read County Assessors maps and property profiles,inspect properties for violations; attempt to make contact at the residence or business in order to resolve violation; issues notice violation; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate zoning ordinance; or other code compliance requirements delegated by the Board of County Commissioners to the Planning and Zoning Department.
  4. Prepare evidence in support of legal actions taken by the County; appear in court as necessary, testify at hearings and court proceedings as required and assist the Prosecuting Attorney with all zoning violations as required.
  5. Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
  6. Prepare variety of written reports, memos, and correspondence related to enforcement activities.
  7. If assigned, patrol areas designated by the Planning & Zoning Administrator for zoning violation.
  8. Attend meetings and serve as a resource to other County Departments; general public, outside agencies in the enforcement of zoning regulations; provide research and documentations for meetings; interpret and explain Jerome County Ordinances and Zoning Ordinance to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.
  9. Operate computer to enter, process and acquire data relative to complaints, inspection sites, and effective code enforcement; research complaints.
  10. Work independently, follow written and oral instructions.
  11. Maintain strict confidentiality and impartiality
  12. Remain calm and professional when dealing with anger and /or frustrated customers.
  13. Be able to tactfully explain guidelines, regulations and policies to the public both orally and written.
  14. Perform related duties as required or assigned.

Minimum Training and Experience

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

This position requires someone who has experience working with the public, who can be organized when maintaining records, who can research, compile, and collect data. and who is able to perform basic administrative tasks.Applicant should be able to work independently in the absence of supervision.

Experience in related fields of planning and code enforcement are preferred but not required.Applicant mustpossess a valid Idaho driver licenseand be able to pass a drug test before employment.

Skills

  • Ability to use personal computer, including word-processing and data base software; file; fax; copy and other administrative tasks including writing reports and business correspondence with Microsoft Word, preparing records in Excel, maintaining files and exhibits and working within the County Data base.
  • Communicate clearly and concisely, both orally and in writing.
  • Drive a motor vehicle; must have a valid Idaho driver’s license.
