TALBOT VILLAGE – TRAFFIC REGULATION ORDERS

STATUS (Service Delivery)

  1. PURPOSE

1.1To consider representations received in response to the recent advertisement of amendments to the parking scheme in Talbot Village.

  1. DECISION(S) REQUIRED

2.1It is recommended that the Portfolio Holder be requested to approve the amended Traffic Regulation Orders shown on Appendix B, namely:

(i)Extend the restricted hours of all the single yellow lines in the current Inner Zone of Marianne Road, Cull, Mullins, McWilliam and Charlotte Closes to apply 10am - 4pm Mon - Fri, except 15 June-15 September.

(ii)Extend the restricted hours of all the single yellow lines in the current Outer Zone of Vine Farm Road, Vine Farm Close, Talbot Meadows and Georgina Close to the same as (i) above

(iii)The restricted hours of all the single yellow lines in the remainder of the Outer Zone of Talbot Village estate will remain unchanged.

(iv)Impose no waiting at any time restrictions as advertised

(v)Extend the 30min. limit on waiting in the Gillett Road layby to 60mins as advertised.

  1. BACKGROUND/INFORMATION

3.1On 5 December 2007 the Alderney, Branksome East and Branksome West Area Committee considered the response to a consultation of residents and approved the advertisement of a proposal to extend the hours of operation of the Talbot Village parking scheme. The scheme currently comprises two separate Controlled parking Zones:

(i)Parking is not allowed in the Inner Zone, closest to the University, between 10am-3pm Mon Fri

(ii)Parking is not allowed in the Outer Zone, furthest from the University, between 10-11am and 3-4pm Mon Fri

(iii)There is a summer break in the restrictions in both zones, to allow parking between 15 June and 15 September

3.2The advertised proposal (shown on Appendix A) would:

(i)extend the parking restrictions across the whole estate to apply 10am-5pm Mon-Fri and

(ii)remove the summer break so restrictions apply all of the year.

(iii)Introduce double yellow lines at the entrances to McWilliam Close and Marianne Close, opposite two junctions in Fern Barrow and at a disabled dropped kerb in Mullins Close

(iv)Extend the waiting time in the Gillett Road lay by from 30mins to 60 mins.

3.3The advertisements were placed in the local paper and circulated to the Council’s list of Statutory Consultees on 26 February, and displayed on lamp columns between 26 February and 26 March 2009. Residents were also invited to an exhibition of the proposals at the Village Surgery.

3.4A large number of representations have been received - these have been circulated to Committee members in Appendix C. In general terms these can be summarised as:

  • 55 letters of objection - feel that the proposed restrictions will cause difficulties for residents and their visitors.
  • 22 letters of support - feel that the proposed restrictions will discourage the obstructive parking that occurs in some parts of the estate
  • The largest specific point raised in the letters of objection (30 objections) concerned the removal of the summer break
  • Furthermore analysis of the results in detail shows, not surprisingly, that residents in furthest part of the estate currently experience very little problem with extraneous parking and would therefore not welcome the current restrictions being extended.
  1. Proposals
  2. Based on the results of this consultation suggested proposals are shown as appendix B. This consists of:

(a)The inner Zone should be extended to include roads where parking currently causes most problems during the day - Vine Farm Road, Vine Farm Close, Talbot Meadows and Georgina Close. There appears to be considerable support for this here with 7 letters in favour and only one objection.

(b)On the question of extending the hours of operation of the Inner Zone the position was not so clear. While there were 12 letters of support for this, there were also 7 letters of objection. In this respect a compromise position is suggested in that

  • the hours of operation should be extended from the current 10am - 3pm to 10am – 4pm ( and not 5pm as originally advertised ). Extending the hours to 4pm would remove the current opportunity for drivers to avoid the restrictions by moving between zones at 3pm.
  • the summer break (15 June and 15 September ) be retained. The package of restrictions includes an extension of the double yellow lines to keep the accesses to McWilliam Close and Marianne Road clear and this could reduce the summer problems without having to impose a year round restriction throughout the estate.
  • The Outer Zone, with the exception of the roads referred to in (a) above, remain without change
  • The two zones can be signed in a similar way to the current arrangement and as they would both include the same summer break, the restrictions should remain clear to drivers.
  1. FINANCIAL IMPLICATIONS

4.1.The University and Arts College are funding the change as part of the agreement to relieve them of the unenforceable S106 agreement on parking.

  1. LEGAL IMPLICATIONS

5.1The Traffic Regulation Orders have been advertised in accordance with the relevant procedures. The Portfolio Holder has authority to confirm the Orders or confirm them on a reduced basis.

6.RISK MANAGEMENT IMPLICATIONS

7.EQUALITIES IMPLICATIONS

7.1Blue Badge Holders can make use of a national exemption to park on yellow lines for up to 3hrs.

8.CONCLUSIONS

8.1The extended hours have been a longstanding request from those residents who have concerns about obstructive parking on the estate. While not all residents agree with the proposed restrictions, the amended proposal addresses the major points of concern.
