Details of Service / UMH is a regional referral centre for maternity care operating as part of the UL Hospitals established in 2012. The Hospitals include University Hospital Limerick, UniversityMaternityHospital, Ennis, Nenagh, Croom and St. John’s hospitals which operate as one single hospital system of corporate and clinical governance.
UMH provides a twenty-four hour, seven-day Midwifery and Obstetric service for the region, including a 24-hour emergency service for all maternity emergencies.
The Neonatal unit is a tertiary referral unit with 19 funded cots including 4 Intensive Care, 5 High Dependency and 10 Special Care Cots.
The Neonatal Unit is a Specialist clinical placement site for midwifery training and is affiliated with the University of Limerick. Training provided includes the Post Registration Midwifery Programme and BSc Midwifery Degree (Direct Entry).
The Neonatal Unitis also a clinical placement site for the training of Medical Students from the GraduateMedicalEntrySchool, Faculty of Education and Health Sciences,University of Limerick.
The Neonatal Units of UMH, Limerick and Our Lady of Lourdes Hospital, Drogheda with the Coombe Women’s, National Maternity and Rotunda Neonatal Units work together to support Staff Midwives and Nurses in attending the Post Graduate Diploma in Neonatal Intensive Care Nursing, Royal College of Surgeons (RCSI), Ireland.

Purpose of the Post / The primary purpose of the post of the Clinical Skills Facilitator Neonatal is to provide clinical support, education and instruction to Midwives and Nurses in developing skills and competencies in order to fulfil their roles and responsibilities in the provision of care to the neonate.
A key element of this post is the clinical credibility of the post holder. It is envisaged that the post holder will be acknowledged as an excellent resource to professionals within the unit.
Principal Duties and Responsibilities / Professional /Clinical
  • Maintains competence in clinical practice by working with staff in Neonatal Intensive Care, Neonatal High Dependency, Neonatal Special Care and postnatal care of the baby.
  • Act as a reference source of clinical expertise for Neonatal care.
  • Be aware of advances in Neonatal Nursing practice and support implementation of new developments.
  • Participate in the identification, development, delivery and evaluation of education, training programmes for Neonatal Nursing Staff
  • Actively participate in educational programmes specifically designed for the development of Neonatal Staff and staff involved in the care of the newborn e.g.Neonatal Resuscitation including Megacode and STABLE Programmes
  • Ensure adherence to all standards and guidelines relating to professional Nursing/Midwifery practice according to Hospital Policies and the Nursing and Midwifery Board of Ireland (NMBI)
  • Maintain a high level of professional and clinical leadership and conduct all duties in accordance with national and local policies
  • Work within a multidisciplinary team in the provision of a safe, effective, high quality service to babies and their families.
  • Ensure Neonatal care is provided to the highest professional standards using evidence based approach
  • Lead, facilitate and participate in audit of clinical practice and be responsible for the implementation of actions required by audit.
  • Encourage and participate in Nursing and Midwifery research as required
  • Be familiar with relevant National Report Recommendationsand Judicial Reports and be involved in the implementation of recommendations at local level.
  • Promote participation and advancement of the WHO ‘BabyFriendlyHospital’ Initiative
  • Maintain Neonatal Healthcare records ensuring that all documentation is maintained to the standard set by NMBI to a high standard according to the standards set by the Nursing and Midwifery Board of Ireland (NMBI).
  • Promote the expansion of the role of the Neonatal Midwife/Nurse.
Health & Safety
The Clinical Skills Facilitator –Neonatal will:
  • Observe, report and take appropriate action on any matter which may be detrimental to staff and/or the neonate.
  • Ensure timely completion of clinical incident / near miss / clinical risk report forms
  • Participate in implementation and adherence to of established local and National policies and procedures e.g. infection prevention and control, NICE guidelines
  • Adhere to departmentlocal policies in relation to the care and safety of any equipment supplied for the fulfilment of duty
Education and Training
The Clinical Skills Facilitator –neonatal will:
  • Identify education and learning needs of Neonatal Staff and participate in continuing education by introducing measures to address these requirements to achieve quality excellence in neonatal clinical care
  • Facilitate development of clinical skills in Neonatal Nursing
  • Supervise and contribute to competency attainment for qualified Neonatal staff in their development or expansion of roles
  • Liaise with Neonatal Clinical Midwifery Managers in ensuring continuing education of all midwifery/nursing staff in the Neonatal unit and where relevant those staff in postnatal wards.
  • Work with the multidisciplinary team in the Neonatal Unit in establishing and maintaining a quality clinical learning environment.
  • Participate in and act as a resource for Orientation, Induction, Teaching, Mentorship, and Preceptorship of staff to the Neonatal unit
  • Participate in Curriculum Development meetings for Post graduate Diploma in Neonatal Intensive Care Nursing and other educational programmes.
  • Engage in performance review processes including personal development planning as appropriate
  • Maintain own continuing professional development including mandatory training.
  • Promote reflective practice for self and staff.
Management
The Clinical Skills Facilitator - Neonatal will:
  • Comply with all relevant professional and statutory requirements (NMBI Guidelines, Code of Conduct and Scope of Practice, HIQA Standards for Safer Better Healthcare (Jun 2012).
  • Adhere to and facilitate compliance with all relevant National, local and HR policies
  • Promote and facilitate good communications within the Neonatal service and with external agencies.
  • Provide a high level of professional and clinical leadership and conduct all duties in accordance with relevant policies.
  • Contribute to midwifery/nursing strategies to facilitate the recruitment, retention and succession planning of Neonatal nurses/midwives.
  • Facilitate team building.
  • Promote a culture that values diversity and respect in the workplace
  • Manage all resources efficiently and effectively.
  • Contribute to and as directed lead on practice development initiatives within the clinical area as part of the Midwifery Practice Development Unit Team.
  • Contribute to the formulation, development and implementation of policies and procedures.
  • Maintain all necessary clinical and administrative records and reporting arrangements
  • Engage in IT developments as they apply to service users and service administration

Eligibility Criteria
Qualifications and/ or experience / Each candidate must, at the latest date for receipt of completed applications for the post:
  • Be registered on the Midwifery Divisionof the Register of Nurses & Midwives maintained by Bord Altranais agus Cnáimhseachais na hÉireann (Nursing and Midwifery Board of Ireland) or be entitled to be so registered
or
  • Be registered on the General Divisionof the Register of Nurses & Midwives maintained by Bord Altranais agus Cnáimhseachais na hÉireann (Nursing and Midwifery Board of Ireland) or be entitled to be so registered
or
Be registered on the Children’s Division of the Register of Nurses & Midwives maintained by Bord Altranais agus Cnáimhseachais na hÉireann (Nursing and Midwifery Board of Ireland) or be entitled to be so registered
And
  • Have at least 5 years post registration experience of which 2years must be in the speciality or related area (as a Midwife or Nurse in an acute Neonatal environment)
And
  • Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
And
  • Demonstrate evidence of continuing professional development at the appropriate level

  • Candidates must have a post graduate Certificate or Diploma (or higher) in Neonatal Nursing
  • Candidates must have undertaken a Neonatal Resuscitation Programme, STABLE Programme(or equivalent).
  • Must have experience in Preceptorship teaching and assessing in clinical practice

Terms and Conditions of Employment

Tenure / The vacancy for this postis permanent and 0.5 WTE. This post is pensionable. A panel will be formed from this recruitment campaign and future permanent or specified purpose vacancies will be filled from this panel. The tenure of these posts will be indicated at ‘expression of interest’ stage.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The Salary Scale (as at 01/01/10) for the post is:
€47,089 - €47,886 - €48,559 - €49,659 - €50,874 - €52,067 - €53,260 - €54,604 - €55,852 (pro rata)
Working Week / The standard working week applying to the post is to be confirmed at Job Offer stage.
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
Annual Leave / The annual leave applying to the post holder will be agreed at job offer stage and as determined by the Organisation of Working Time Act 1997
Superannuation / This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004
