Regular MEETING OF CITY COUNCIL

December 12, 2017

Mayor Amundson called the meeting to order at 7:00pm. Council members present wereTyler Kirchner, Joel Prudhomme, Carol McCamy, and Chris Thoennes. Also present was Nic Miller, Lowry engineering, anda few residents.Motion (Thoennes,Kirchner) to approve theNovember 14thcouncil minutes, passed unanimously.

Deputy Hames came to the meeting. The new deputy, Cole Thompson, was unavailable to attend, but there were no calls for the month of November.

The cracks on Bakers and Adams were discussed with Lowry Engineering. Specific areas of Adams that had full depth replacement will be reviewed in the spring to look at further settlement and a course of action determined at that time. The areas that did not have full depth replacement will also be reviewed in the spring, if there are no significant changes those areas will be left as is. Bakers Lane will be reviewed in the spring in its entirety, because it was fully replaced. Settled areas will have spot replacement completed in the spring.

The ice rink has had great usage this season. Signs were posted to limit the use by non-residents until after 8pm. Also as a reminder the rink closes at 10pm.

Traffic calming measures were discussed. Each council member was tasked by Mayor Amundson to come to the January meeting with ideas and prices for options throughout the city. The goal is to have a few solutions in place and ready for installation in April.

Member Kirchner discussed dressing up the four entrances of town to highlight the uniqueness of our city and help slow traffic in specific areas. Discussion was had on the topic and he will do some research to further research options.

45th street was discussed and various long-term plans to repair the road were discussed.

Mayor Amundson noted that he invited Nick Lee, the city tax assessor to the January meeting to discuss the Vanguard appraisals and start talking about the assessment process.

Member Thoennes verified the checking and money market accounts. Motion (McCamy, Prudhomme) to approve the November financials, and the following bills unanimously passed: Council and employee wages 1820; IRS fund 139.23; Cass County Electric 941.28; City of Fargo 4461.60; Waste Management 3401.24; Cass Rural Water 1127.99; Xcel Energy 33.38; Chase Card 1546.74; Lowry Engineering 37530.26; Cass County 55.60; Nardini Fire 365.50; and Paras Contracting 5076.

Motion (Kirchner, Thoennes)to adjourn the meeting carried. Mayor Amundson adjourned the meeting at 8:52pm.
