A regular meeting of the Ranier City Council was held at 6:30 p.m. in the RanierCommunityBuilding.

Members present:Mayor Dennis Wagner. Councilmembers:Fred Woods, Todd Coulombe,Tony Cole and City Administrator Nuthak

Members absent:Councilmember Bauer

Ranier employees: Leon Lessard

MayorWagner called the regular council meeting to order at 6:30p.m.

Motion by CouncilmemberCoulombe, second by Councilmember Woodsand carried to approve the minutes from the previous regular council meeting.

LIQUOR STORE BUSINESS

The Council reviewed the Ranier Municipal Liquor Store operating statement for the month of September 2013 with a monthly profit of $955.38with a year to date profit of $55,581.22.

Motion by CouncilmemberWoods, second by CouncilmemberCoulombeand carried to approve 2013Ranier Municipal Liquor Store operating statement with a profit of $955.38.

BUDGET/ADMINISTRATION BUSINESS

Motion by Councilmember Coulombe, second by Councilmember Woods and carried to approve “On Sale” Wine and Strong Beer license for January 1st, 2014 through December 31st, 2014.

Motion by Councilmember Woods, second by Councilmember Coulombe and carried to approve the “On Sale” Intoxicating liquor license for the Roadhouse for January 1st, 2014 through December 31st, 2014.

Motion by Councilmember Woods, second by Councilmember Coulombe and carried to approve the Cigarette License for January 1st, 2014 through December 31st, 2014.

After review of the list of bills for the month of September 2013, the following motion was made.

BUILDINGS, STREETS AND GROUNDS COMMITTEE

Motion by Councilmember Coulombe, second by Councilmember Cole and carried to allow Tracy Klocek to utilize the community building free of charge on Tuesdays from 3:45- 5:00p.m. for the girls scouts meetings.

Motion by Councilmember Coulombe, second by Councilmember Cole and carried to approve one year extension of the building permit for Fred Woods located at 2110 Spruce Street, Ranier.

Regarding the RECAP location, Mayor Wagner addressed the council explaining this possible project is not in the near future plans. David Stavseth explained his concerns regarding the location of the project and requested the City of Ranier support his concerns. Councilmember Coulombe indicated he understood there are two more possible locations besides the location next to Ranier residents close to a residential area. Stavseth agreed and informed the council there is a petition with approximately 96 signatures opposing the location by County Road 155. Councilmember Cole added this possible project would be located at the beginning of the new Ranier and opposes this location. Councilmember Woods also agrees with the opposition of the location. Mayor Wagner informed the council he has attended a meeting regarding this already and will be attending another meeting tomorrow. Ranier resident Arden Barnes indicated there will be 5 days of garbage stored at all times. Jeff Ovesonaddressed the council opposing the RECAP location next the Ranier and stated he doesn’t want to sit on the side lines and wait until the location is deteremined. Oveson also requested the support of the Ranier council opposing the location. Stavseth requested a City Council member attend the County Board meeting in the morning supporting the opposition of the location of the RECAP by County Road 155.

Dianna Hoopingarner addressed the council regarding her concerns with pollution. Also Arden Barnes added her concerns with radon gas from the RECAP. Mayor Wagner assured the council MCPA would have extremely strict guidelines that would have to be met if this project was constructed.

David Stavseth listed a few more concerns if the project was located at the discussed area which included environmental issues, erosion concerns and buffer zones. Mayor Wagner informed Stavseth the buffer zones are in the proposal and would be left. Stavseth stated a part of the buffer zones are privately owned by Boise Inc and they have not agreed to the proposal. After discussion, the following motion was made.

Motion by Councilmember Woods, second by Councilmember Cole and carried opposing the location the RECAP next to Ranier by County Road 155.

WATER COMMITTEE

Motion by Councilmember Coulombe, second by Councilmember Woods and carried to approve the certifying of the delinquent water bill in the amount of $368.81 to the 2014 Property taxes and the resolution is attached hereto and a part thereof.

NEW BUSINESS

Mayor Wagner addressed the council regarding the previously discussed possibility of a fire pit at the Ranier rink and recommended another councilmember along with Maintenance Nick Sear visit the site where the possible fire pit would be constructed. Also, Mayor Wagner informed the council he met with Tammy Wagner from CN Railroad and County Engineer Joe Sutherland and discussed the quiet zone possibility in Ranier. Mayor Wagner will bring any new information to the next meeting.

OPEN FORUM

Arden Barnes questioned when the storage container will be placed on blocks. Councilmember Woods assured Arden Barnes he will take care of it.

Motion by CouncilmemberCoulombe and by CouncilmemberWoodsand carried to adjourn the regular council meeting at7:07p.m.
