Dear Chief Executive Officer,

I am directed by the Minister for Education and Science to refer to the application in the education sector of the terms of Sustaining Progress and the associated pay agreement, and to convey the approval of the Minister for the implementation of the following revised pay rates for the above staff in your scheme. This Circular Letter has been published on the Web and may be accessed at

Revision of Pay

  1. Section 19.19 of Sustaining Progress provided that one half of the increases recommended by the Public Service Benchmarking Body would be paid with effect from 1 January 2004. In accordance with Section 19.18 of Sustaining Progress an increase of 3% is also due with effect from 1 January 2004.
  1. The payment of the second phase of the increases recommended by the Public Service Benchmarking Body and the 3% increase are dependent, in the case of each organisation and grade, on verification of co-operation with flexibility and ongoing change, satisfactory implementation of the agenda for modernisation, maintenance of stable industrial relations and absence of industrial action in respect of any matters covered by the Sustaining Progress agreement. The Education Sector Performance Verification Group (ESPVG) has considered progress achieved and decided that the level of progress achieved during the period warrants the payment of the relevant pay increases.

Calculation of pay rate to apply from 1st January 2004:

  1. For calculation purposes the second phase increase due under benchmarking has been added to the first phase increase of one quarter of the benchmarking award. This combined total of three quarters of the increase recommended has been added to the pre-benchmark pay rate as at 30th November 2001. The increase has been added to each point of incremental scales.
  2. The basic pay rates resulting from the above calculation have been adjusted to take account of the 1st October 2002 increase of 4% paid under the Programme for Prosperity and Fairness and the increase of 3% approved under paragraph 2 above from 1 January 2004.

Allowances

  1. Any allowances in the nature of pay sanctioned for increases under the first phase of benchmarking have been adjusted in respect of the second phase increase and the 1 January 2004 increase of 3%.
  1. Allowances in the nature of pay that have not attracted the benchmarking increases have been increased by 3% with effect from 1 January 2004 in accordance with the terms of Sustaining Progress.

Future benchmarking increases

  1. Future payments of Benchmarking increases are dependent, in the case of each grade, on verification of co-operation with flexibility and ongoing change, maintenance of stable industrial relations and absence of industrial action in respect of any matters covered by Sustaining Progress. Payment is dependent on verification of satisfactory achievement of targets to be achieved in relation to ongoing change and flexibility.
Pensions
  1. A separate sanction will issue in relation to the adjustment to apply to pensions.
