Report To:EOCDirector

The Operations Section of the EOC is responsible for the Operational Area’s coordination of all response operations and actions applied to the incident. The Operations Section carries out the objectives of the EOC Action Plan and requests additional resources, as needed, from the EOC.

The Operations Section Chief is responsible for managing the Operations Section, reporting to the Incident Director, and carrying out ESF #5: Emergency Management in conjunction with ESF’s applicable to your department’s response.

Initial Actions: 0-30 minutes (Activation Phase)

Task / Notes
1. / Report to the EOC, sign-in at the check-in area and receive a vest and badge
2. / Obtain Situation Status Report Briefing from the previous Operations Section Chief, if applicable, or the EOCDirector
3. / In conjunction with other EOC staff, ensure all equipment in the EOC is set-up and working:
  • Computers, televisions, phone lines, and radio equipment
  • Ensure communications systems are functioning and tested with the ICP, other facilities/teams, and support agency personnel
  • EOC forms, maps, phone directories, and operating instructions are accessible

4. / Assist with call out procedures to mobilize department and support personnel using the EOC Activation Notifications List and EOC Staff Phone Lists (if needed)
5. / Meet with Plans Section Chief and obtain a preliminary situation briefing
6. / Obtain a current communication update from the Communications Unit
  • Ensure there is adequate equipment and frequencies available
  • Determine radio channels to be used by the EOC
  • Establish a communications link with field ICPs

7. / Based on the situation, use the ICS structure, and activate appropriate Branches within the Operations Section. Designate Branch Directors and Groups as needed:
  • Field Services Branch
  • Response Branch
  • Recovery Branch
  • Staging Area Manager
Request additional personnel if needed, staff EF’s, and complete EOC Organizational Chart (ICS 203 and 207)
8. / Brief assigned personnel concerning the event, decisions of the ICPs, EOC objectives, and their Branch roles and responsibilities
  • Identify key issues currently affecting the Operations Section
  • Provide position checklist
  • Determine objectives for the Section during the operational period

9. / Coordinate activities with the EOC Director
  • Discuss incident priorities and how to assist/support the ICP
  • Advise the Incident Director concerning emergency ordinances and other legal issues

10. / Meet with the EOCDirector at periodic briefings:
  • Give the Operations Situation Status Report and response updates
  • Seek further direction

11. / Coordinate actions with the Planning Section Chief
12. / Log events and actions taken (contacts, directives, decisions)
13. / Review this position checklist to ensure compliance
Continuing Actions: 30-60 minutes (Operational Phase)

14. / Ensure the responsibilities of any non-activated Branches are carried out
15. / Maintain a current operating picture in coordination with ICP, Plans Section Chief and EOCDirector
16. / Ensure that all Section personnel are maintaining their individual position logs
17. / Ensure situation and resource information is provided to the Plans Section on a regular basis, or as the situation requires, for the Situation Status Report
18. / Attend and participate in the EOCAction Planning (EOC-AP) meetings
  • Develop the Operations portion of the Action Plan (EOC-AP)

19. / Ensure Operation Section Branch Directors develop objectives and accomplish the objectives during the operational period
20. / Review information about special operations, events, occurrences that flow through the Plan Section.
21. / Receive and screen resource orders from the requesting incident/event
  • Ensure resource orders are transmitted on the designated Logistics Resource Order Request Form and submitted in a timely manner to the EOC Logistics Section representative for fulfillment
  • Utilize EOC Resource Directory
  • Notify the EOCDirector of depleted or near depleted resources
  • Ensure Branches coordinate all resource needs through appropriate Mutual Aid Coordinators or the Logistics Section
  • Approve requests for additional resources

22. / Ensure information is collected, evaluated, displayed, and disseminated about the emergency situation and EOC’s operation’s response:
  1. Coordinate activity of response operations
  2. Messages are communicated w/in EOC, to ICPs, and to REOC
  3. Collect damage information from all available resources
  4. Determine if next operational periods are needed
  5. Prepare and submit status reports to the EOCDirector

23. / Brief the EOCDirector on all major incidents
24. / Brief Branch Directors periodically on any updated information
25. / Maintain activity log

  • Should take between 5-10 minutes

27. / Give your logs, situation reports, and records to your replacement
28. / Conduct shift change briefings in detail
  • Identify in-progress and follow-up activities

29. / After conferring and seeking the approval of the EOCDirector:
  • Coordinate with the Plan Section Chief a demobilization plan

Demobilization (Deactivation Phase)

30. / Notify the ICPsand other support agencies of the planned time and actions for demobilization.
31. / Authorize deactivation of EOC Section, Branches or Units
32. / Assist the deactivation of the EOC and it’s return to normal operations when the emergency is terminated and/or the activation of the EOC is no longer needed
33. / Ensure all required forms and reports are completed
  • Submit logs, reports, documents to the Documentation Unit Leader in the Plans Section or the Plans Section Chief.
  • Submit time sheets to Finance Section
(If someone has not filled these positions submit the above reports to the EOCDirector)
34. / Ensure open action items are completed at deactivation
35. / Assist the Plans Section Chief (or designee) in a summary of the emergency response operation actions
36. / Coordinate debriefing sessions and a critique of the Department’s response to the emergency situation
37. / Assist with the writing of an After-Action Report that captures emergency response lessons, recommendations for future improvements to Dept. Response Plans, the EOC, training, etc.
38. / When determined by the EOCDirector, terminate operations and close the EOC
