CALL TERMINATION ON INDIVIDUAL PUBLIC TELEPHONE NETWORKS PROVIDED AT FIXED LOCATION IN LITHUANIA – NOTIFICATION OF DRAFT MEASURES

Dear Sir/Madam,

The Communications Regulatory Authority (RRT) in line with its tasks and obligations set in the Law on Electronic Communications of the Republic of Lithuania, transposing the European Union regulatory framework of 2002, has conducted an analysis of the wholesale market of call termination on individual public telephone networks provided at a fixed location in the Republic of Lithuania. This market is included as market 9 in the annex of Commission Recommendation of 11 February 2003 (2003/311/EC) on relevant product and service markets within the electronic communications sector susceptible to ex ante regulation in accordance with Directive 2002/21/EU of the European Parliament and of the Council on a common regulatory framework for electronic communications networks and services.

This notification is submitted in line with the Article 16, paragraph 10 of the Law on Electronic Communications of the Republic of Lithuania transposing Article 7, paragraph 3 of the directive 2002/21/EC of the European Parliament and of the Council on a common regulatory framework for electronic communications networks and services.

This notification contains the following documents:

1. The Summary Notification Form of the Market of Call Termination on Individual Public Telephone Networks provided at a Fixed Location (Non-confidential);

2. The Report on Market Analysis of Call Termination on Individual Public Telephone Networks provided at a Fixed Location (Confidential);

3. The Report on Market Analysis of Call Termination on Individual Public Telephone Networks provided at a Fixed Location (Non-confidential);

4. The Draft Order concerning the Undertaking Lietuvos Telekomas AB Having Significant Market Power on the Market of Call Termination on the Individual Public Telephone Network Provided at a Fixed Location of Lietuvos Telekomas AB (Non-confidential);

5. The Draft Order on the Definition of the Market of Call Termination on Individual Public Telephone Networks Provided at a Fixed Location (Non-confidential).

RRT provides the notification documents in Lithuanian, however the Summary Notification Form is provided in English.

In parallel with the Community consultation, RRT is also conducting a national consultation.
